REGULAR COUNCIL MEETING CALLED TO ORDER BY MAYOR PAT FLOOD, JR., AT 7:15 P.M.
PRESENT: VICE MAYOR EVERETT T. GASS, COUNCILMAN FRANK OBERBECK, COUNCILMAN
RICHARD VOTAPKA, COUNCILMAN GEORGE SCHUM, CITY ATTORNEY DANIEL KILBRIDE AND
MAYOR PAT FLOOD, JR.
VICE MAYOR GASS ANNOUNCED THAT THE RECREATION MEETING WILL BE RESCHEDULED TO
FRIDAY, FEBRUARY 18, 1983, AT 3:00 P.M., IN CITY HALL.
CHIEF MELTON REPORTED THAT HE HAS PRESENTED TO THE COUNCIL FOR THEIR REVIEW A
PACKAGE REGARDING STATE MUTUAL AID AGREEMENTS. CHIEF MELTON EXPLAINED THAT
THE SEBASTIAN POLICE DEPARTMENT DOES NEED TO ENTER INTO THESE MUTUAL~AID
AGREEMENTS SINCE THE DEPARTMENT IS GETTING INTO INVESTIGATIONS THAT ARE BEYOND
THE CITY'S JURISDICTION. HE ALSO EXPLAINED THAT THE MUTUAL AID AGREEMENT IS
A FORMALIZED WRITTEN AGREEMENT SETTING FORTH LIABILITIES IN THE CONTRACT BETWEEN
EACH DEPARTMENT WITH THE APPROVAL AND CONTROL OF THE COUNCIL.
MAYOR FLOOD STATED THAT THIS WOULD BE AN AGENDA ITEM FOR THE WORKSHOP MEETING
OF APRIL 6, 1983.
EARL MASTELLER, CITY ENGINEER, REPORTED THAT THE REPAVING OF BARBER STREET FROM
$70,000.00 AND IT WAS H~S' ~_~CCMMEN~ATIO~ ~AT THE CITY PROCEED WITH THE REPAVING
AND REPAVE BARBER STREET~S~'R~QMM~-A~DED B-~ EARL MASTELLER, CITY ENGINEER.
MAYOR FLOOD COMMENTED THAT TH~TY ~tT~L NOT HAVE TO GO TO BID ON THE ASPHALT,
SINCE WE WILL BE USING THE A~PN-ALT B~PRICE FROM THE COUNTY.

ON THE MICRO WAVE RADIO FOR THE POLICE DEPARTMENT.

MOTION BY COUNCILMAN VOTAPKA, SECONDED BY VICE MAYOR GASS, TO BRING TO THE FLOOR
A REQUEST FROM THE SEBASTIAN CEMETERY ASSOCIATION.

MAYOR FLOOD STATED THAT A LETTER OF REQUEST HAD BEEN RECEIVED FROM DOROTHY
JOACHIM, SEBASTIAN CEMETERY ASSOCIATION, REQUESTING PERMISSION TO SPONSOR
A BINGO NIGHT AT THE SEBASTIAN COMMUNITY CENTER FOR THE SEBASTIAN FIRESMATIC
TEAM.
ATTORNEY KILBRIDE STATED THAT IT SHOULD BE UNDERSTOOD THAT THE SEBASTIAN CEMETERY
ASSOCIATION IS THE ONLY AUTHORIZED ORGANIZATION TO HOLD A BINGO AND THAT THIS
WILL BE A BENEFIT FOR THE FIRESMATIC TEAM.
MOTION BY VICE MAYOR GASS, SECONDED BY COUNCILMAN SCHUM, THAT WE ALLOW THE
SEBASTIAN CEMETERY ASSOCIATION TO HOLD BINGO AND TO HAVE THE USE OF THE SEBASTIAN
COMMUNITY CENTER, IN ORDER TO HELP THE FIRESMATIC PROGRAM.

MOTION BY COUNCILMAN OBERBECK, SECONDED BY VICE MAYOR GASS, TO BRING TO THE
FLOOR A DISCUSSION REGARDING THE RENOVATION OF THE NEW CITY COUNCIL CHAMBERS.
MOTION CARRIED.
IT WAS MAYOR FLOOD'S RECOMMENDATION THAT THE OLD COPPER TUBING SALVAGED FROM
THE OLD SEBASTIAN ELEMENTARY SCHOOL BE SOLD AND THE MONEY ADDED TO THE $7,000.00
REMAINING FROM THE TOTAL RENOVATION EXPENDITURE FOR THE RECONSTRUCTION OF THE
OLD CAFETERIA INTO THE NEW CITY COUNCIL CHAMBERS. HE INDICATED THAT THE COM-
PLETION OF THE COUNCIL CHAMBERS WOULD COST APPROXIMATELY $10,000.00 INCLUDING
AIR CONDITIONING, PUBLIC ADDRESS SYSTEM AND RECORDING SYSTEM.
MOTION BY COUNCILMAN OBERBECK, SECONDED BY VICE MAYOR GASS, THAT WE DO NOT
EXCEED $10,000.00 FROM THE SURPLUS FUND FOR THE RENOVATION OF THE CITY HALL,
COUNCIL CHAMBERS.
MOTION CARRIED.
MAYOR FLOOD STATED THAT ANYONE WANTING MORE INFORMATION REGARDING THE GOLF
COURSE BOND INDENTURE AND WHETHER OR NOT THE CLUB HOUSE OR PRO SHOP CAN BE
LEASED OUT, THAT THEY CONTACT MR. TIM MACFALL, FLORIDA NATIONAL BANK, JACKSON-
VILLE, FLORIDA.
MAYOR FLOOD STATED THAT THE ONLY TIME GOLF CARTS ARE MANDATORY IS ON WEEKENDS,
HOLIDAYS AND TOURNAMENTS AND THAT THIS RULE WOULD REMAIN THE SAME UNTIL THE
PUBLIC REQUESTS OTHER WISE. HE ALSO STATED THAT THIS WAS THE GOLF COURSE BOARD

DIRECTORS TO INITIATE ASSOCIATE MEMBERSHIPS, ALLOWING THEM THE USE OF CLUB
HOUSE FACILITIES AND DRINKING PRIVILEGES.
