Meeting called to order by President Taylor. Those present were ~layor Shaffer,President Taylor,and Councilman Sembler,Ellingsen and ~!rs Chesser. Attorney Walker present. Councilman Snowden absent. After considerable discussion it was pointed out that the vacating of the east portion of Jefferson and Harrison streets which lay east of U.S.1 highway would deprive the public from excess to the river.Therefore, Councilman Chesser introduced an Ordinance entitled: AN ORDI~TANCE~ TO B~YPEAL CHA~TE~ NO. 139, BETNG ~T 0MD~CE ABONDON!NG 9TRE.ET8 IN THE C~Y OW $.~BA~TT~W~ FLOMID~. and moved its adoption. Upon motion made by Councilman Chesser and s~con~ed by Councilman Sembler and unanamouly carried,said Ordinance was read the first time in full. Upon motion bade by Councilman Chesser seconded by CouncilEan ~embler and unanimously carried,said Ordinance was read the second time by title only; there being no amendments offered upon motion made by Councilman Chesser seconded by Councilman Sembler said Ordinance was read the third time by title only and placed upon its final passage. The roll being called upon th~ final passage of said Ordinance the result was as follows. Ayes: Councilman Sembler,zllingsen, Chesser,Taylor Nays: NONE Thereupon said Ordinance having received an affirmitive vote of three fifths of all members of ~he ~ouncil was declared duly adopted and upon being presented ~o the l~layor az~d having received his approval was numbered as Chapter 140 of ~he Ordinances of said City and was ~herupon duly posted at the door of the City ~iall of the City of Sebastian, in accordance with the provisions of section 85 of Chapter 16683 of ~he laws of Florida, being the Charter of said City. Bills amounting to ¥349.11 approved by ~e finance committee were authorized to be paid on motion by CounciLman ~llingsen and s,~conded by Councilmau Semblmr.Oarried. P~nall;ies For ¥iolation Of The Provisions Of This Ordinance. was presented to the City Council by Councilman Ellingsen who moved its adopt ion. Gpon motion by Councilman ~:lli~gsen end seconded 0y 0ouncilman ~noW.den ~nd unan- imously carried, said Ordinance was read the first time in full and held over for the second and third readings in order to receive more information on Item number 34which is listed as Hotels. After some disc ussion it was moved by Councilman Ellingsen and seconded b~ Councilman Snowden and unanimously carried said Ordinance was read the second time by Title; there being no amendments offered upon motion by Councilman Ellingsen secohded by Councilman Snowden said Ordinance was road the third time b~ Title only and placed upon its final passage. ~q{e roll b~ing c~lled upon ?he final passage of said Ordinance the result was as follows: Ayes~-- Councilman ~ embler,~llingsen ~Chesser, Enowden and Taylor Nays: --- None Thereupon said Ordinance having received an affirmative vote of three-fifths of all ~ombers of the Council was declared duly adopted. ~nd upon being 'presented to the Mayor and having received his approval was numbered ~h&pter 141 of the Ordinances of said City. and was thereupon duly posted at the door of thc City ~uall of the City of ~ebastian in accordance with the provisions of section 85 of Chapter 16683 of the laws of Florida being the ~harter of said City.
