Meeting was called to order by President Pro-tem ~innegan.
Those present were Councilman Semb~er, Finnegan, Nash, Baxter, and DeCristofaro.
Mayor Rohme absent. Also present were City Engineer, Flip Lloyd, and Mike Gallager
representing the City Attorney.
This meeting was called for the Rurpos~ of discussing the following items: 1. Adoption of Ordinance for construction of driveways.
2. Right-of-way for a street to North county dump from Main ~t.
3. House numbering plan for the City.
4. Appointment of new member to the Airport Commissfon~
5. Petition declaring Adams Trucking Company located on West Main Bt.
as a nuisance.
6. Employment of a Secretary for City Clerk.

THAT PERMIT BE OBTAINED PRIOR TO COMME~C~T O~ AN AI~ERATION TO A PUBLIC STREET
TO. CONSTRUCT DRIVEWAYS; PROVIDING STANDARDS FOR ISSUANC~ OF PMRMITS; SETTING FORTH
THE AUTHORITY OF THE CITY CLERK AND CITY ENGINEER OVE~R OPERATIONS ~THIN ITS PURVIEW;
AND PROVIDING PENALTIES FOR VIOLATION OF ITS PROVISIONS."
Councilman Baxter made a motion to read said Ordinance first time in full,
seconded by Councilman Nash.
After-discussing said Ordinance Councilman Baxter made a motion that the filing
fee and inspections for a permit to construct driveways shall be $5.00, seconded by
Councilman Nash, carried.
Councilman Baxter withdrew his motion to read said Ordinance first time in full
and Councilman Nash withdrew the second to this motion.
After further discussion of this Ordinance and minor changes being approved
by the Council, on motion by Baxter, seconded by Councilman Nash, Councilman B~xter
then made a motion to read said Ordinance first time in full, seconded by Councilman
Nash, carr~ed. Roll was called and the voting was as follows:

Councilman Baxter made a motion to read ordinance second time by Title only ,
seconded by Nash, carried. Voting was as follows:

Councilman Baxter made a motion to read said Ordinance third time by Title only
and placed upon its final passage, seconded by Councilman Nash, carried. Voting was
as follows:

Thereupon said Ordinance having received three-fifths majority vote of the Council
and having been approved by the Mayor was duly posted on the door of the City Hall and
labeled as Chapter No. 16683 of the Laws of the State of ~lorida, said Laws being the
Charter of the City.This Ordinance was numbered Chapter Nos 18~ of the City.
The Council discussed possibilities of acquiring a right-of-way for a Street
through the properties belonging to the County school board, W. G. Bosworth, and
General Development Corporation for the purpose of an access to the North County dump.
This right of way to be located North of ~.~est Main St. through the ',~.~est side
of the Sebastian School property.
City Engineer Lloyd estimated a cost of $300.00 for the survey of this right-
of-way from ~est M~in St. to the North City Limits.
Councilman Baxter made a motion to have this survey made by Lloyd and Associate, s,
seconded by Councilmau Nash, Carried.
A plat for a house numbering system in the Sebastian Highlands section of the
was discussed by ~he CoL&uc%l.~ Co~nQilman Baxter made amotion to accept said plat,
seconded by Counc~±man ~asn, ~arr~e~.
Councilman Baxter recommended to the Council that Jack ~. Vickers be placed on
the Airport Commission.
.... Councilman Baxter made a motion that the City adopt a resolution placing Mr..
Jack E. Vickers on the Airport Commission, seconded by Councilman Mash, carried.
Clerk read a letter from ~I. R. Coles, Airport Manager to Councilman Baxter
stating conditions of the runways at the City's Municipal Airport. This matter
was referred to the Airport Commission.
At the request of Mayor Pro-tem Sembler, Mayor Rohme took his seat as Mayor
and Mayor Pro-tem Sembler resumed his seat as Chairman bf the Co~mcil and presided
for the balance of the meeting.
The Council.~iscussed a petition declaririg the Adams Trucking Company as
nuisance. Councile~Nash made a motion not to uphold the petition declaring this
business as a nuisancelseconded by Councilman ~innegan, carried.
The continuation of Officers Smith's hearing was heard by the Council and
Mayor Rohme recommended a fifteen day suspension without pay for Officer Smith due
from several accidents in succession with the Police car while on duty.
Councilman DeCristofaro stated that an error had been made by Mayor Rohme
in the suspension of Officer Smith since his suspension was in direct violation of
the City Charter, and also stated that in his opinion Officer ~mith sould have been
automatic~y on duty as of the 15th of ~ebruary, 1961.
Councilman Finn, gan read paragraph 20 of the Charter of the City which
requirements by the Mayor in a suspension of an Officer of the City. Mayor Rohme
recommended to the Council to reinstate Officer Smith on full time duty as of the
15th of February, 1961.
Mayor Rohme stated he would make the suspension of Officer Smith retroactive
as of February l, 1981 if the Council would agree to reinstate to duty Officer
Smith on February 15, 1961. Officer Smith stated to the Council that he would be
agreeable to a 15 day suspension without pay during the period from February l, to
~ebruary 15, 1961.
Councilman ~innegan made a motion that Officer Smith be reinstated to active
duty as of ~ebruaryl~, 1961 and that the period of suspension 'Oevween ~ebruaryl, 1961
and ~ebruary 15, 1961 be without pay. This motion was seconded by Councilman
DeCristofaro, carried.
Counoilm~n Baxter made a motion to adjourn, seconded by Councilman, Nash,
carried.

number, I feel that havinq a man l!.ke Jack/ Vickers will
be a big ass,st to the Cit?r as he owns nro~erty in the City
and is very interested in the Air Port.

release from the recapture clause
