MEETING CALLED TO ORDER BY MAYOR PAT FLOOD, JR. AT 1:00 P.M.
PRESENT: VICE MAYOR EVERETT T. GASS, COUNCILMAN FRANK OBERBECK, COUNCILMAN RICHARD VOTAPKA, AND
MAYOR PAT FLOOD, JR.
MAYOR FLOOD EXPLAINED THAT THE PURPOSE OF THIS MEETING WAS TO INTERVIEW THE THREE ENGINEERS THAT
HAVE APPLIED FOR THE POSITION OF CITY ENGINEER. HE STATED THAT THE INTERVIEWS WILL BE DONE IN
ALPHABETICAL ORDER, STARTING WITH MR. LOUDEN FIRST, MR. MASTELLER, SECOND AND MRS. THOMPSON, THIRD.
IN RESPONSE TO QUESTIONS PUT BY THE SEBASTIAN CITY COUNCIL, MR. LOUDEN MADE THE FOLLOWING STATEMENTS:
/HE HAS MOVED FROM OTHER POSITIONS TO IMPROVE HIS SELF POSITION AND IN THIS CASE, HE WANTS TO MOVE INTO THE AREA.
HE HAS APPLIED TO THE FLORIDA ENGINEER'S SOCIETY AND THAT HE WAS A MEMBER OF A PROFESSIONAL SOCIETY
IN THE STATE OF CONN.
HE WAS APPLYING FOR RECIPORCITY IN THE STATE OF FLORIDA AND THAT HE HAD TO COMPLETE HIS SECOND DAY
OF TESTING OF THE LAND SURVEYOR'S TEST.
HE HAS WORKED ON GRANT PROJECTS.
HE HAS NOT HAD ANY ASSOCIATION WITH GENERAL DEVELOPMENT CORPORATION.
HE WOULD BE ABLE TO START WORK WITHIN A COUPLE OF WEEKS BUT PERFERRED TO GIVE 30 DAYS NOTICE TO HIS
PRESENT EMPLOYER.
HE HAS HAD SOME PROGRAMMABLE EXPE~ IFNCE O. VA $~Jt~L CO,PUrER AND THAT HE DID HAVE HIS OWN CALCULATOR
HE iS CURRENTLY WORKING FOR A CONSULTANT P ED UNICIPAL WORX.

HE STATED THAT HIS DEGREE IS FROM TULSA UNIVERSITY, B.S. DEGREE IN SCIENCE.
HE STATED THAT HE FEELS FAMILIAR WITH WORKING ON ROADS, DRAINAGE, WATER AND SEWER OR ANY OTHER
PARTICULAR PHASE OF ENGINEERING THAT THE CITY NEEDS SINCE HE WORKS WITH IT EVERYDAY.
HE STATED THAT HE COULD WORK WITH THE SWALE SYSTEM AND FELT SURE THE CITY WAS NOT CONNECTED WITH THE
SOUTH FLORIDA WATER MANAGEMENT DISTRICT.
HE STATED THAT HE WORKS VERY CLOSELY WITH THE SOUTH FLORIDA WATER MANAGEMENT DISTRICT.
HE STATED THAT HE COULD LOCATE TO THE COMMUNITY iF IT WERE NECESSARY THAT HE LIVE IN SEBASTIAN.
HE STATED THAT THE GROWTH IN THE CITY IS COMING AND THAT HE FELT MORE THAN LIKELY THAT SOME KIND OF
HELP WOULD BE NEEDED IN THE FIELD.
HE STATED THAT A LETTER OF RECOMMENDATION FROM THE CITY OF DEERFIELD BEACH WAS NOT INCLUDED WITH HIS
RESUME BUT HAD BEEN MAILED DIRECTLY TO THE CITY.
HE STATED THAT HE HAD NO ONE IN THE LOCAL AREA TO CONTACT AS A PERSONAL REFERENCE BUT HAD A LIST OF
OTHER REFERENCES THAT THE CITY COULD CALL. HE ASKED THAT THE CiTY NOT CONTACT HIS PRESENT EMPLOYER
BUT TO FEEL FREE TO CONTACT ANY OF THE OTHERS.
MAYOR FLOOD STATED THAT MR. LOUDEN WOULD BE NOTIFIED BY MAIL AS TO THE DECISION MADE BY THE COUNCIL.
MR. LOUDEN'S INTERVIEW ENDED AT 1:31 P.M.
IN RESPONSE TO QUESTIONS PUT BY THE SEBASTIAN CITY COUNCIL, MR. MASTELLER MADE THE FOLLOWING STATEMENTS:
MR. MASTELLER STATED THAT HE HAD LEARNED ABOUT THIS POSITION BY SPEAKING TO THE MAYOR LAST SUMMER. HE
EXPLAINED THAT HE WAS INVOLVED WITH ANN ROBINSON REGARDING THE 201 PROGRAM AND OFFERED HIS HELP. HE
STATED THAT HE CALLED MAYOR FLOOD AND HAD MET WITH HIM AND DISCUSSED THE 201 PROGRAM AND AT THAT TIME
THE PRIOR COUNCIL HAD BEEN DISCUSSING THE POSSIBILITY OF HIRING A CITY ENGINEER. HE STATED THAT HE HAD
STAYED IN CONTACT WITH MAYOR FLOOD.

HE STATED THAT HE HAS A FIRM IN CHERRY HILL, NEW JERSEY AND ALSO A FIRM IN FLORIDA.
HE STATED THAT HE IS THE PRESIDENT OF THE FIRM.
MR. MASTELLER EXPLAINED HIS REASON FOR LEAVING HIS FIRM AND WANTING TO TAKE A CITY ENGINEERING
JOB IS THAT BUSINESS IS NOT AS GOOD AS IT HAD BEEN AND HE DID NOT SEE A TURN UP IN THE NEAR
FUTURE. HE STATED THAT HIS OWN PERSONAL ROLE IN THE FIRM AS PRESIDENT KEEPS HIM ACTIVE BUT
THERE ARE OTHER EQUITY OWNERS IN THE FIRM ALSO WHO ARE KEY PEOPLE AND VERY CAPABLE TO TAKING
OVER THE OPERATION OF RUNNING THAT FIRM. EVEN THOUGH YOU ARE RUNNING A BUSINESS YOU HAVE A
BUSINESS LIFE AS WELL AS A PERSONAL LIFE TOO AND SINCE 1979 WHEN I GOT SERIOUS ABOUT THIS
AREA AND STARTED TO HAVE THE PAPER SENT UP AND SO FORTH. I STARTED TO GET INVOLVED BY FINDING
OUT WHAT MAKES THIS AREA TICK AND I LIKED WHAT I SAW. I HAVE MADE IT KNOWN TO THE OTHER
PRINCIPLES OF THE OFFICE THAT I WOULD LIKE TO, WITH THEIR INVOLVEMENT OF COURSE, RELOCATE AND
COME DOWN HERE AND TAKE THIS POSITION AND WITHIN TIME OPEN A BRANCE OFFICE IN THE AREA.
PREFERABLY IN SEBASTIAN ITSELF. THE FIRST PRIOR]DTY WOULD BE TO MEET MY OBLIGATIONS AS CITY
ENGINEER, I WOULD ALSO PROBABLY TAKE SOME KEY PEOPLE OUT OF THE CHERRY HILL OFFICE AND BRING
THEM DOWN HERE TO RUN THIS OFFICE AND I WOULD BASICALLY GIVE THEM GUIDENCE.
MR. MASTELLER EXPLAINED THAT IT WOULD BE A BRANCH OFFICE THAT HE WOULD WORK AT ON A PART TIME
BASIS. HE STATED THAT HE WOULD HAVE SOMEONE ELSE RUNNING IT AND HE WOULD ONLY OVER SEE THE
OPERATION. HE WOULD HELP OUT WiTH ANY QUESTIONS OR PROBLEMS THAT THEY MIGHT HAVE ON SATURDAY,
SUNDAY OR EVENINGS.
MR. MASTELLER STATED THAT HE WOULD PROBABLY OPEN A BRANCH OFFICE ANY WAY,WHETHER HE WAS SELECTED

MR. MASTELLER STATED THAT THERE IS ALWAYS A POTENTIAL OF CONFLICT AND THAT HE WAS VERY AWARE AND
SENSITIVE OF THAT. HE ASSURED THE COUNC~-~A~T AN---~HING HE WOULD DO WOULD BE DONE WITHOUT ANY

HE STATED THAT HE DID NOT HAVE ANY TIME ELEMENT IN MI~. H~-INDICATED THAT SINCE FRIDAY, AND OVER A
PERIOD OF TIME, THAT HE HAD MADE HIMSELF FAMILIAR WITH THE AREA AND FEELS THAT HE HAS A FAIRLY GOOD
HANDLE ON WHAT IS GOING ON AND THE TYPE OF PROBLEMS THAT ARE PRESSING NEEDS IN THE CITY. HE EXPLAINED
THAT HE WOULD ADDRESS THESE PROBLEMS FIRST AND IF IT TOOK ALL OF HIS TIME THEN OBVIOUSLY THAT WOULD
POSTPONE ANY PLANS. HE STATED THAT HE IS NOT ON A TIME CLOCK TO START ANYTHING AND THAT IT IS JUST
A MATTER OF THE MARKET AND HOW MUCH ENERGY HE HAS.
HE STATED THAT HE WILL NOT CONTINUE TO HOLD HIS TITLE OF PRESIDENT IF HE ACCEPTS THE CITY ENGINEER
P OS~TiON THAT HE WOULD ONLY REMAIN ON THE BOARD OF DIRECTORS. HE STATED THAT HE WOULDN'T WANT TO
HOLD THE POSITION OF PRESIDENT AND FELT THE PRESIDENT SHOULD BE WHERE THE OFFICE IS SO THE JOB CAN
BE DONE PROPERLY. HE STATED THAT HE WOULD BE A STOCK HOLDER IN THE COMPANY.
HE STATED THAT HE IS A PROFESSIONAL AND THAT HE VIEWS THAT VERY SERIOUSLY AND THAT HE HAS THOUGHT
THIS OUT VERY SERIOUSLY AND COMPLETELY OVER A THREE YEAR PERIOD AND ASKED THE:.'COUNCIL TO ACCEPT IT.
HE STATED THAT SANITARY SEWER, WATER SUPPLY, DRAINAGE AND STORM WATER DRAINAGE FACILITIES AND ROAD
WORK WOULD BE HIS PRIMARY FIELDS OF EXPERTISE. HE EXPLAINED THAT ROADWORK WOULD BE EITHER RE-
CONSTRUCTION OR NEW CONSTRUCTION. HE DISPLAYED SOME BROCHURES OF WORK THAT HE HAS BEEN DOING ALONG
WITH AN ARTICLE THAT HAD BEEN PUBLISHED IN THE POLLUTION ENGINEERING MAGAZINE, HE ALSO HAD A
LETTER AWARDING THE ENGINEERING PROJECT OF THE YEAR FOR THE STATE/OF NEW JERSEY IN 1980 BY THE
SOCIETY OF MUNICIPAL ENGINEERS.
MR. MASTELLER STATED THAT THE TYPE OF PROJECTS THAT THE TARPON SPRINGS OFFICE IS INVOLVED IN ARE
STRICKLY ON LAND PLANNING AND SURVEYING.
HE STATED THAT THE POPULATION IN CHERRY HILL IS 90,000 AND FOR THE PAST SEVEN YEARS THEY HAVE HAD A
FULL TIME ENGINEER. HE EXPLAINED THAT HIS FIRM HAD BEEN THE CONSULTING ENGINEER. THEY WERE HIRED
TO HELP THE FULL TIME CiTY ENGINEER WITH WORK FOR THE PLANNING BOARD, REVIEWS OF PLANS, ADDRESSING
STORM DRAINAGE RUN OFF, DETENTION AND RETENTION BASINS, HE STATED THAT HIS FIRM WITHDREW FROM THIS
POSITION SINCE THEY FELT THEY WOULD MAKE OUT BETTER GEERING THEIR SERVICES TOWARD THE LAND PLANNING
ASPECTS.
HE STATED THAT HE IS FAMILIAR WITH UTILITY RATE INCREASES.
HE STATED THAT HE IS FAMILIAR WITH COMPUTERS ONLY TO THE EXTENT OF SURVEY WORK CLOSURES AND COMPUTATIONS.
HE STATED THAT HE HAS PRIMARILY HAD EXPERIENCE WITH FAMERS HOME ADMINISTRATION. HE MENTIONED SEVERAL
DIFFERENT DEALINGS HE HAD HAS WiTH FARMERS HOME ADMINISTRATION.

ME. MASTELLER STATED THAT HE HAS NEVER HAD ANY ASSOCIATION WITH GENERAL DEVELOPMENT
CORPORATION OR GENERAL DEVELOPMENT UTILITIES. HE EXPLAINED THAT TERRY PINTO IS A
FRIEND OF HIS WHO MOVED DOWN HERE FROM THE SAME AREA THAT HE IS FROM. HE STATED THAT
HE GOT TO KNOW HIM FROM THE UTILITY AUTHORITY ASSOCIATION AND THAT HE HAS ONLY KNOWN
HIM FROM ORGANIZATIONAL INVOLVEMENT.
MR. MASTELLER STATED THAT HE WOULD BE ABLE TO LOCATE TO THE AREA AS SOON AS THE
COUNCIL WANTED HIM BUT HOPED TO HAVE SOME TiME TO WRAP THINGS UP EVEN THOUGH HE HAS
BEEN TAKING STEPS ALONG THE WAY. HE FELT iN 30 DAYS HE COULD BE DOWN HERE AND BE ON
FULL TIME STAFF.
HE STATED THAT HE HAD 4 CHILDRED, MARRIED FOR 25 YEARS, NO HEALTH PROBLEMS AND
WAS PRETTY STABLE.
HE STATED THAT HE WOULD WELCOME WORKING WITH THE PLANNING AND ZONING COMMISSION, AND
VARIANCE BOARD AS A CHALLANGE AND THAT HE WAS USE TO ATTENDING EVENING MEETINGS.
HE STATED THAT HE COULD NOT COMMIT HIMSELF AT THIS TIME AS TO WHETHER HE WOULD ACTUALLY
BE LIVING IN THE CITY LIMITS OR NOT.
MR. MASTELLER STATED THAT HE COULD NOT ANSWER AS TO WHETHER OR NOT HE WOULD NEED A
STAFF TO ASSIST HIM. HE STATED THAT HE WOULD HAVE TO FIND OUT WHAT THE NEEDS OF THE
CITY ARE AND KEY IN HIS ABILITIES AND EXPERTISE FIRST.
HE STATED THAT HE iS USE TO GOINg OUT INTO THE FIELD, LIKES GETTING INVOLVED SO THINGS

HE STATED THAT HE HAS EXPERIENCE WITH SOiI/~MENT BLACK TOP ROADS.

MR. MASTELLER'S INTERVIEW ENDED AT 2:15 P.M.
IN RESPONSE TO QUESTIONS PUT BY THE SEBASTIAN CITY COUNCIL, MRS. THOMPSON MADE THE
FOLLOWING STATEMENTS:
MRS. THOMPSON STATED THAT SHE WAS PRESENTLY EMPLOYED WITH THE CITY OF HOLLYWOOD FOR
ABOUT 2~ YEARS.
SHE STATED THAT WHILE SHE WORKED AT PRATT & WHITNEY SHE DESIGNED THE RUN WAY AND DID
ALL OF THE INSPECTIONS.
SHE STATED THAT SHE SPENDS ALOT OF HER TIME NOW IN THE FIELD, WATCHING THE SUBDIVISIONS,
REGARDING INSPECTIONS AND ALSO CITY PROJECTS REGARDING SEWER AND DRAINAGE.
MRS. THOMPSON STATED THAT HER INTENTION WAS TO RELOCATE TO THE SURROUNDING AREA AND THAT
HER HUSBAND WHO IS A CONSULTING ENGINEER HOPED TO OPEN AN OFFICE IN VERO BEACH.
SHE STATED THAT THE MAJORITY OF EXPERIENCE IN DRAINAGE WAS AT THE CITY OF HOLLYWOOD
AND THAT THEY USE FRENCH DRAINS.
SHE STATED THAT SHE HAD NOT DRIVEN THROUGH THE COMMUNITY.
MRS. THOMPSON STATED THAT THE ONLY DEALING SHE HAS HAD WITH GENERAL DEVELOPMENT IS WHEN
SHE VISITED AN ASPHALT PLANT THEY HAVE IN MARCO ISLAND.

SHE STATED THAT SHE HAS HAD MUCH INVOLVEMENT WITH SEWER LINES AND THAT AT THE
PRESENT TIME SHE IS DOING ALL OF THE COORDINATING ON AN EXPANSION PROJECT THAT
WAS DESIGNED BY A CONSULTING FIRM.
SHE STATED THAT ROADS AND DRAINAGE WOULD BE HER STRONGEST FIELD AND SHE HAD A
TENDENCY TO LEAN TOWARDS THAT PART OF CIVIL/ENGINEERING.
SHE STATED THAT SHE HAS HAD EXPERIENCE IN GOVERNMENT GRANTS.
SHE STATED THAT SHE WAS A MEMBER OF THE FLORIDA ENGINEERING SOCIETY AND THAT HER
MEMBERSHIP EXPIRED AND DID NOT RENEW IT, ONE OF THE REASONS BEING THE COST.
SHE STATED SHE HAD NO SURVEYING EXPERIENCE OTHER THAN THE TWO COURSES SHE TOOK
IN SCHOOL AND THAT SHE COULD USE A TRANSIT AND LEVEL.
MRS. THOMPSON STATED THAT SHE WOULD BE RECEPTIVE TO TAKING COURSES REGARDING HER
SURVEYORS LICENSE.
MRS. THOMPSON STATED THAT HER MAIN REASON FOR WANTING THIS POSITION IS TO GET OUT
OF THE SOUTH FLORIDA AREA AND TO WORK FOR A GROWING CITY. SHE STATED THAT SHE WOULD
LIKE TO GET INTO A GROWING COMMUNITY TO ESTABLISH SOME GOOD SUBDIVISION REGULATIONS
AND TRY TO KEEP ALOT OF FUTURE PROBLEMS FROM HAPPENING.
SHE STATED THAT SHE HAS DONE TROUBLE SHOOTING WORK REGARDING DRAINAGE WHERE SHE HAS
SHE STATED THAT SHE HAS DONE PLAN~AIlD SPECIFI~AFfFONS FOR A POT STORAGE BUILDING,
ADDITIONS IN THE POLICE DEPARTMENTS, SOME PARK ~A[YOUTS, BALLFIELDS, BACK STOPS AND
LITTLE RECREATION BUILDINGS.
MRS. THOMPSON STATED THAT SHE WOTT~D P-~EFE~BLY LIKE 3 OR 4 MONTHS TO GET SITUATED
BEFORE STARTING THIS POSITION BUT IF IT WOULD CREATE A PROBLEM SHE FELT MAYBE THEY
COULD WORK SOMETHING OUT.
SHE STATED THAT SHE WOULD BE AVAILABLE DUSIN~TH~S PERIOD OF TIME TO BE CALLED UPON
SHE COULD COLLECT INFORMATION OF TH r ODES.
SHE STATED THAT SHE HAD WITH THE DEPARTMENT OF ENVIRONMENTAL REGULATION PERMITTING
REGULATIONS.
MRS. THOMPSON EXPLAINED THE REASON WHY SHE IS THE ACTING ASSISTANT CITY ENGINEER FOR
THE PAST 1% YEARS IS BECUASE THE CURRENT CITY ENGINEER OFFERED HER THE POSITION OF
ASSISTANT ENGINEER AND WANTED HER TO SIGN AND SEAL ALL OF THE WORK, WHICH SHE DIDN'T
HAVE A PROBLEM WITH AS LONG AS SHE HAS TOTAL CONTROL OVER THE PROJECT. SHE INDICATED
THAT IN TOO MANY INSTANCES SHE WOULD GO OUT IN THE FIELD AND SAY SOMETHING WAS UN-
ACCEPTABLE AND WAS TOLD THAT THE CITY ENGINEER SAID IT WAS GREAT. SHE DID NOT WANT TO
TAKE THE LEGAL RESPONSIBILITY OF ANYTHING THAT SHE DID NOT HAVE TOTAL CONTROL OF. SHE
STATED THAT SHE INFORMED THE CITY ENGINEER THAT SHE WOULD STAY ON AS ACTING. ALSO THERE
WAS ONLY A 5% DIFFERENCE IN SALARY AND FOR 1~ YEARS THEY HAVE NOT BEEN ABLE TO FIND
ANYBODY ELSE.
SHE STATED THAT EVENTUALLY SHE WOULD PLAN A FAMILY BUT WOULD BE A WHILE. SHE INDICATED
THAT HER MAIN THING WAS TO GET ESTABLISHED AND HAVE,ER HUSBAND GET HIS CONSULTING
BUSINESS GOING.
MRS. THOMPSON STATED THAT SHE OWNED HER OWN HOME AND WOULD NEED TIME TO SELL IT BUT
WOULD TALK ABOUT THE TIME ELEMENT WITH HER HUSBAND TO SEE IF THEY COULD WORK SOME-
THING OUT.
SHE STATED THAT HER HUSBAND WORKS FOR A SMALL CONSULTING FIRM.
SHE STATED THAT SHE HAS TAKEN GE LIGHTING SYSTEMS COURSE AND THAT SHE WAS QUALIFIED
FOR LIGHTING DESIGN.
SHE STATED THAT SHE HAS NOT HAD ANY EXPERIENCE WITH UTILITY RATES.
MRS. THOMPSON STATED THAT SHE HAD WORKED ON BULK HEADS IN CANALS AND THAT SHE HAS USED

MRS. THOMPSON SAID IT WAS TRUE AND REALLY HADN'T THOUGHT ABOUT IT, BUT THERE
COULD BE A POSSIBLE CONFLICT IF HER HUSBAND WAS TO SUBMITT STRUCTURAL DETAILS
TO THE CITY OF SEBASTIAN FOR TOWN HOUSES TO BE ERECTED ALONG INDIAN RIVER
DRIVE WITH HER HAVING TO REVIEW THE PLANS. SHE STATED THAT SHE DID NOT KNOW
LEGALLY WHAT IT INVOLVED.
SHE STATED THAT SHE HAS WORKED WITH THE FAA.
MAYOR FLOOD STATED THAT MRS. THOMPSON WOULD BE NOTIFIED BY MAIL AS TO THE
DECISION THAT IS MADE.
MRS. THOMPSON'S INTERVIEW ENDED 3:00 P.M.
MAYOR FLOOD STATED THAT A DECISION HAD TO BE MADE AND ASKED TO HEAR COMMENTS AND
RECOMMENDATIONS FROM EACH COUNCIL PERSON.
VICE MAYOR GASS STATED THAT AFTER LOOKING AT THE BACKGROUNDS OF ALL THREE APPLICANTS,
HE FEELS THAT MR. MASTELLER IS THE MOST QUALIFIED AND HIS SUGGESTION WOULD BE TO HIRE
MR. MASTELLER.
COUNCILMAN OBERBECK STATED HE WAS VERY IMPRESSED WITH MRS. THOMPSON'S QUALIFICATIONS
BUT FINDS IT DIFFICULT TO UNDERSTAND THAT HER HUSBAND WILL BE WORKING IN THE IMMEDIATE
AREA AS A STRUCTURAL ENGINEER A~,~TH~ ~--~ V~--~OSSIBLEFOR A CONFLICT TO ARISE.
THE OTHER FACT IS THAT SHE WIL BE LE-- O\ gOME AN EMPLOYEE OF THE CITY FOR
3-4 MONTHS POSSIBLY. HE STATED TFr~T IV HIS OPiniON MR. MASTELLER FAR EXCEEDS MRS.

HE STATED THAT HE HAS AN ETHICAL QUESriO¥ R~'UARDING MR. MASTELLER. THE ETHICAL QUESTION
IS BEING A PERSON FROM NEW JERSEY, ~E,~Dp~ ~IS OWN FIRM, PRESIDENT OF HIS OWN FIRM,
HAVING AN OFFICE TARPON SPRINGS, WANT~wTO 4~PEN AN OFFICE HERE AND WANTS TO BE EMPLOYED
BY THE CITY AS THE CITY ENGINEER. HE FEELS THIS IS PLAYING A DUEL ROLE AND HE FEELS

COUNCILMAN VOTAPKA STATED THAT HIS THIRD PROBLEM IS THAT MR. MASTELLER HAS NOT HAD ANY
EXPERIENCE IN WORKING WITH THE GOVERNMENTAL AGENCIES, REGARDING THE PERMITTING AGENCIES.
HE FELT HE WOULD HAVE TO GO THROUGH A REEDUCATIONAL PROCESS AND DIVORCE HIMSELF FROM THE
THINKING THAT HE HAS FROM NEW JERSEY AND TAILOR HIS THINKING TO WHAT WE HAVE IN THE STATE
OF FLORIDA.
HE FELT THAT IT WOULD TAKE UP ALOT OF TIME IN TRYING TO HAVE QUESTIONS ANSWERED REGARDING
PERMITTING FORMS. HE STATED THAT HE WOULD RANK MR. MASTELLER AS HIS SECOND CHOICE.
COUNCILMAN VOTPAKA STATED THAT HE FELT MRS. THOMPSON HAD DIVERSIFIED EXPERIENCE AND HAS
HAD GOOD PRACTICAL WORKING EXPERIENCE. HE FELT THAT MRS. THOMPSON WAS AMPLY QUALIFIED
EVEN MORE THAN WHAT WE ASKED FOR AND RECOMMENDED THAT TERRI THOMPSON BE HIRED AS THE
CITY ENGINEER.
MAYOR FLOOD STATED THAT HE FELT MR. MASTELLER WAS THE MOST QUALIFIED OF ALL THE
APPLICANTS.
MOTION BY COUNCILMAN VOTAPKA, TO HIRE TERRY THOMPSON AS CITY ENGINEER.
MOTION DIED FOR LACK OF SECOND.
MOTION BY VICE MAYOR GASS, SECONDED BY COUNCILMAN OBERBECK, TO HIRE EARL H. MASTELLER,
AS CITY ENGINEER.
