MEETING WAS CALLED TO ORDER BY MAYOR PAT FLOOD, JR. AT 10:15 A.M.
PRESENT: MAYOR PAT FLOOD, JR., VICE MAYOR EVERETT T. GASS, FINANCE DIRECTOR
JOSEPH D. LANCASTER, DARRELL MAC QUEEN FROM LLOYD AND ASSOCIATES, JOHN P.
COUGHLIN, GENERAL MANAGER, SAWMILL RIDGE.
THERE WAS ONLY ONE BID RECEIVED FOR THE PAVING IN MARTIN SUBDiViSION - SAWMILL
RIDGE - $42,262.84.
MAYOR FLOOD POINTED OUT THAT THE BID BOND REQUIRED TO ACCOMPANY THE BID SHOULD
HAVE BEEN 5% OF THE AMOUNT BID AND IT WAS NOT. MR. COUGHLIN SUBMITTED ANOTHER
BOND AND ADVISED THAT A MATHEMATICAL ERROR HAD BEEN MADE DUE TO A FAULTY CAL-
CULATOR. THE FIRST BOND SUBMITTED WAS IN THE AMOUNT OF $1,690.51 AND THE
CORRECTED BOND WAS FOR $2,113.14.
MR. MACQUEEN REMARKED THAT HE HAD REVIEWED THE PRICES AND FOUND THEM TO BE
HIGHER THAN THOSE BID FOR THE PAVING OF llTH. STREET AND HE DIDN'T THINK THE
MARTIN SUBDIVISION JOB WOULD PRESENT ANY MORE DIFFICULTY, AND SHOULD BE LESS.
MR. COUGHLIN STATED THAT THERE WAS NO PROBLEM WITH MARTIN LANE BUT THERE
WAS WITH THE ALLEY. MR. MACQUEEN SAID HE COULD SEE THE PROBLEM WITH GRADING.
THE COST OF GRADING IS $12,000.00 COMPARED TO $5,000.00 FOR llTH. STREET. HE
LOOKED AT $5,000.00 FOR MARTIN LANE AND $5,000.00 FOR THE ALLEY AND $2,000.00
BECAUSE OF THE DIFFICULTY OF WORKING IN THE ALLEY. THERE IS ONE AREA WHERE
A HOUSE IS ON THE RIGHT-OF-W/A~ I-T'~R~U~2~FROM THE EDGE OF PAVING. MAYOR
FLOOD STATED WE COULD PUT ENCE H E THE CITY COULD BUT THE FENCE
CHEAPER. MR. MACQUEEN WENf OIl--TO SAY THAT ~1~ STABILIZING FIGURE WAS ABOUT
10% HIGHER; THE LIME ROCK ~I~URE WAS ;.BOUT ~0~ HIGHER. MAYOR FLOOD WAS OF THE
OPINION THAT SOIL CEMENT WCUL~-~E BETTE~ IN IT~E ALLEY. MR. COUGHLIN THOUGHT
LIME ROCK WAS BETTER, BUT A~I~D TI;AT UJING [S~iL CEMENT WOULD DECREASE
THE
COST. MAYOR FLOOD SAID HE~'WO~TLD ~-0 AL--~NG WITH-- THE LIME ROCK. THE ASPHALT
WAS $2. O0 CHEAPER AT $58. O0 PER TON, AND THE INLETS WERE CHEAPER. THE GRASS-
ING, SEEDING AND MULCHING IS A L~ 3-r~MORE EXPENSIVE. MR. MACQUEEN
THOUGHT EVERYTHING WAS PRETTY mt~cF'~IU ~.~-~, BUT THOUGHT THAT SAWMILL RIGDE
SHOULD TAKE ANOTHER LOOK AT THE GRADING ~-~EM, THE STABILIZING, AND THE LIME
ROCK TO SEE IF THEY COULD DO A LI~ILE B~I~ER. MAYOR FLOOD WAS OF THE OPINION
THAT $5,000.00 FOR CLEARING WAS ~l%~H; ~R. COUGHLIN POINTED OUT THAT THERE
WAS ABOUT $500.00 INCLUDED FOR P~T-~F DUMP FEES TO THE COUNTY. MAYOR
FLOOD STATED THAT HE HAD RECEIVED 3 BIDS FROM OTHER PEOPLE FOR THE CLEARING
PREVIOUS
THE GRADING $5,000.00 FOR MA~-TIN --~ANE, WHIC-~- IS SMALLER THAN
llTH. STREET, AqD THIS WOULD BE ADDITIONAL MONEY REQUIRED FOR CLEARING OF THE
ALLEY. THIS WOULD BRING THE $12,000.00 ITEM DOWN TO $10,000.00. THE TOTAL
CONTRACT WOULD BE ABOUT $3,100.00 LESS. MR. MACQUEEN ADDED THAT HE DIDN'T
THINK WE COULD BE CRITICIZED FOR ACCEPTING THIS BID, EVEN THOUGH IT WAS THE
ONLY ONE RECEIVED, SINCE IT IS IN LINE WITH THE BID RECEIVED FOR llTH. STREET
WHICH WAS A COMPETITIVE BID. THE NEW CONTRACT WOULD BE $39,002.24.
MOTION BY MR. LANCASTER, SECONDED BY MR. GASS, TO AUTHORIZE MR. MACQUEEN TO
NEGOTIATE THIS CONTRACT WITH SAWMILL RIDGE. CARRIED.
STARTZNG DATE WAS SET AT MARCH 1, 1982. THE ROADWAY WAS PUT IN THE CENTER OF
THE ALLEY WHICH ALLOWED 2' ON EACH SIDE. MR. MACQUEEN SUGGESTED THAT IT BE
MOVED TO THE NORTH 2' AND LEAVE 4' ON THE SOUTH SIDE. THE ROADWAY WOULD
THEN BE 4' FROM THE BUILDING ON THE PROPERTY LINE. AS MANY TREES AS POSSIBLE
WILL BE SAVED.
