VICE MAYOR GRAY, COUNCILMAN FRANK OBERBECK, COUNCILWOMAN DOROTHY MC KINLEY, COUNCILMAN T. GASS, MAYOR FLOOD AND CITY ATTORNEY DAN KILBRIDE. MAYOR FLOOD EXPLAINED THE PURPOSE OF THE MEETING WAS TO AUTHORIZE THE SIGNING OF NOTES FOR THE GOLF COURSE. HE CALLED ON THE CiTY ATTORNEY TO EXPLAIN IN MORE DETAIL FOR THE BENEFIT OF THE PUBLIC AND THE MEMBERS OF THE COUNCIL, WHY THIS ACTION WAS NECESSARY. MR. KILBRIDE EXPLAINED WHAT MUST BE ACCOMPLISHED, NAMELY, THE PASSAGE OF A PROPOSED RESOLUTION THAT AMENDS THE RESOLUTION ORIGINALLY PASSED ON NOVEMBER 19, 1980 WHICH PROVIDED FOR THE ACQUISITION AND CON- STRUCTION OF THE GOLF COURSE FACILITIES BY AUTHORIZING THE ISSUANCE OF THE BOND ANTICIPATION NOTES. SOME CHANGES WERE APPROVED AT THE JANUARY 29 MEETING TO THE TRUST INDENTURE AND THEY NEED TO BE ADOPTED TONIGHT. ALSO, A TRUSTEE MUST BE APPOINTED. A TRUSTEE BANK IS REQUIRED TO SUPERVISE THE DISTRIBUTION OF THE FUNDS C)LLECTED UNDER THE TERMS OF THE NOTES. APPROVAL IS ALSO NEEDED FOR THE APPOINTMENT OF A TRUS TEE. THE CITY ATTORNEY READ THE PROPOSED RESOLUTION (R-80~45-A) AMENDING AND SUPPLEMENTING RESOLUTION R-80-45 ADOPTED BY THE CITY ODUNCIL OF THE CITY OF SEBASTIAN ENTITLED: "A RESOLUTION PROVIDING FOR THE ACQUISITION AND CONSTRUCTION Z.F MUNICIPAL GOLF COURSE FACILITIES..." MAYOR FLOOD EXPLAINED WHY THE CITY WENT TO JACKSONVILLE TO GET A TRUST BANK. EVERY LOCAL BANK IN ORLANDO, ST. PETERSBURG, TAMPA, MELBOURNE, AND FORT PIERCE WERE CONTACTED BUT THEY ALL WANTED DAYS TO THINK ABOUT IT. TO DELIVER THE BONDS ON MARCH 2ND FOR THE CLOSING IN NEW ycRlf, WE HAD TO PROCEED IMMEDIATELY, SO THE JACKSONVILLE NATIONAL BANK WAS APPOINTED. MR. SLADE IS THE BOND RESOLUTION ATTORNEY. HE HAS WORKED FOR THE JACKSONVILLE NATIONAL BANK AND HAS ENCOUNTERED NO PROBLEMS WITH THEM. MOTION BY COUNCILWOMAN MC KINLEY, SECONDED BY COUNCILMAN GAGS, TO ADOPT THE RESOLUTION AMENDING AND ~PPLEMENTING RESOLUTION NO. R-80-45 ADOPTED BY THE CiTY COUNCIL OF THE CITY OF SEBASTIAN, ENTITLED: 1RESOLUTION PROVIDING FOR THE ACQUISITI~N--~D ~¥S~O~--~-~UNICIPAL GOLF COURSE FACILITIES... KILBRIDE QUOTED THE FEES OF TRUSTEE SERVICES AS F : (1) AT TIME OF CLOSING, THERE WOULD BE A ONE-TIME CHARGE OF $500 (ACCEPTANCE FEE) CARRIED. mNUAL SERVICE T MR. KILBRIDE THOUGHT IT APPROPRIATE FOR A MOTION TO APPROVE THE IMMEDIATE EXPENDITURES AT THE CLOSING AND TO ACCEPT THE OVERALL QUOTE. COUNCILMAN OBERBECK QUESTIONED THE COST OF EXPENSES INVOLVED IN SENDING THEIR TRUST OFFICER TO THE CLOSING, )ULD IT BE ABOUT $1,000 OR $1,2007 MR. KILBRIDE SAID THE TRAVEL EXPENSES BASICALLY WOULD BE THE ROUND TRIP FARE, COST OF HOTEL FOR ONE NIGHT IN NEW YORK, TRANSPORTATION TO AND FROM THE AIRPORT AND PERHAPS MEALS. ALL IN ALL, HE THOUGHT COUNCILMAN OBERBECI<'S ESTIMATE WOULD BE A FAIR ONE. MR. KILBRIDE EXPRESSED HIS PLEASURE AT THE ANNUAL FEE OF $750, AS THE CITY WAS PREPARED TO PAY $2500, AT LEAST, FOR THIS SERVICE. MOTION BY COUNCILMAN GASS, SECONDED BY COUNCILWOMAN MC KINLEY, TO ACCEPT THE QUOTED COSTS BY THE JACKSONVILLE NATIONAL BANK. CARRIED. MO'TION WA'S MADE BY COUNCILMAN OBERBECK AND SECONDED BY COUNCILWOMAN MC KINLEY TO DISCUSS THE AUDIT COMPLETED BY W. O. DALY AND COMPANY, AS REQUESTED BY MAYOR FLOOD. CARRIED. JOE LANCASTER READ THE CITY'S REPLY TO THEIR AUDIT AND MADE HIS OWN COMMENTS. MAYOR FLOOD READ A LETTER RECEIVED FROM W.O. DALY REGARDING FURTHER VERIFICATION OF $66,432.26 EXCESS EXPENDITURES OVER THE REVENUE IN THE GENERAL FUND. MOTION WAS MAD~ BY COUNCILMAN OBERBECK AND SECONDED BY VICE MAYOR GRAY TO BRING AN ALCOHOLIC BEVERAGE REQUEST UP FOR APPROVAL. CARRIED. MOTION WAS MADE BY COUNCILMAN OBERBECK AND SECONDED BY COUNCILMAN GASS TO APPROVE ALCOHOLIC BEVERAGE REQUEST FROM FLORENCE PHELAN TO SERVE ALCOHOLIC BEVERAGES AT THE COMMUNITY CENTER ON MARCH i0. CARRIED. MOTION WAS MADE TO ADJOURN SPECIAL COUNCIL MEETING BY COUNCILMAN GASS AND SECONDED BY COUNCILWOMAN MC KINLEY. CARRIED. ADJOURNED AT 7:30 P.M. CITY CLERK MAYOR COMPREHENSIVE Im~D USE PLAN mEETING 2/24/81 MR. KISS OF THE DEPARTMENT OF COMMUNITY AFFAIRS MET WITH MAYOR FLOOD TO DISCUSS THE LAND USE PLAN. MR. KISS SAID THE LAND USE PLAN CAN BE ADOPTED NOW AND AMENDED LATER AS MUCH AS NEEDED. HE ALSO SAID THE ZONING PLAN AND THE LAND USE PLAN SHOULD WORK TOGETHER BUT SHOULD BE KEPT SEPARATE. THE PLAN SHOULD DESIGNATE AN AREA FOR A FOSTER HOME SHOULD THE NEED ARISE. THE CITY CAN ADOPT CHAPTER 163.3184 RELATING TO AMENDMENTS TO THE PLAN AND SHOULD STATE HOW OFTEN THE PLAN WILL BE REVIEWED AND HOW THINGS WILL BE IMPLEMENTED. COPIES OF THE COMPLETED PLAN ARE TO BE SENT TO THE DEPARTMENT OF ENVIRONMENTAL REGULATIONS, THE TREASURE COAST PLANNING COUNCIL AND THE DEPARTMENT OF COMMUNITY AFFAIRS. PUBLIC NOTICES REGARDING THE PLAN NEED TO BE. PRINTED 14 DAYS AND 5 DAYS PRIOR TO THE PUBLIC HEARING WHICH IS SCHEDULED FOR MARCH 16, 1981. VICE MAYOR GRAY SUGGESTED ADOPTING THE ZONING MAP. MAYOR FLOOD SAYS THAT ADOPTING THE ZONING MAP WILL LOCK THE CITY INTO A DIFFERENT PROCEDURE. ATTORNEY KILBRIDE STATED THAT THE STAFF SUGGESTED KEEPING STATE ROAD 512 ALL R-1 EXCEPT FOR A FEW AREAS. THE ZONING AND PLANNING BOARD STUDIED THE SUGGESTIONS AND ADOPTED THEM. HE SUGGESTS THAT IF THE COUNCIL WANTS THE 512 STRIP TO BE RECONSIDERED, THE ZONING AND PLANNING COMMISSION SHOULD BE GIVEN THE PLAN TO RECONSIDER AND SUBMIT THEIR RECOMMENDATIONS TO THE COUNCIL FOR APPROVAL. MOTION WAS MADE BY COUNCILMAN OBERBECK AND SECONDED BY COUNCILMAN GASS TO SPECIFICALLY REQUEST THE ZONING AND PLANNING COMMISSION TO REVIEW THE LAND USE ELEMENT AND MAKE ANY NECESSARY RECOMMENDATIONS ON THE TRANSPORTATION ELEMENT.
