MEETING CALLED TO ORDER BY MAYOR F. EUGENE CRAGG AT 7:30 P.M.
MAYOR CRAGG INTRODUCED MR. VAL 8RENNAN TO DISCUSS THE COMMUNITY DEVELOPMENT FUNDS BEING MADE
AVAILABLE TO THE CITY TRRU THE COMMUNITY BLOCK GRANT. THE APPLICATION FOR THESE FUNDS MUST BE
IN TO THE FEDERAL GOVERNMENT BY MARCH 1, 1975. FEDERAL MONIES AVAILABLE WILL BE IN CONNECTION
WITH LOW AND MODERATE INCOME FAMILIES THAT LIVE WITHIN OUR COMMUNITY. MR. BRENNAN SUGGESTED
THE CITY APPLY FOR A GRANT DF $80,000 THAT IS lOO& FUNDED. ND LOCAL FUNDS ARE REQUIRED. AS TO
THE LOCATION OF THE PROJECT: ENTIRE CITY LIES IN ENUMERATION DISTRICT 2, ACTIVITIES IN THE YEAR
PROGRAM WILL OCCUR NORTH OF SECOND STREET AND EAST OF HIGHWAY #1. THIS IS IN THE VICINITY OF THE
COMMUNITY CENTER AREA. PROPOSED ONE YEAR COMMUNITY DEVELOPNENT PROGRAM WILL BE DIRECTED TOWARDS
PHYSICAL AND ENVIRONMENTAL IMPROVEMENT IN THE NORTHEASTERNMOST SECTION OF THE CITY IN A PROGRAM
ENCOMPASSING - STREET PAVING, DRAINAGE, CURBING ~D GUTTER ImPROVEMENTS OF NINTH, TENTH AND
ELEVENTH STREETS. SIDEWALKS ARE liIROPOSED. IMPROVEMENTS IN AND NEAR THE COMMUNITY CENTER ARE ALSO
PROPOSED. ACQUISITION OF TWO PARCELS OF LAND ADJACENT TO THE COMMUNITY CENTER AND ONE SMALL PARCEL
WHICH LIES IN AND NEAR THE RIVER.
AFTER SOME DISCUSSION, MR. BRENNAN ASKED THE COUNCIL TO AUTHORIZE THE MAYOR TO SIGN THE APPLICATION
AND TO PASS A RESOLUTION TO APPLY FOR THESE FUNDS. mR. BRENNAN WILL THEN TAKE ALL THE APPLICATIONS
TO THE HUD OFFICE IN JACKSONVILLE ON FRIDAY, FEBRUARY 28TH. HE STATED THE REASON FOR THE
RESOLUTION WAS TO POSSIBLY GET THE CITY REIMBURSED FOR THE OUT-OF-POCKET EXPENSES NECESSARY FOR THE
PRELIMINARY APPLICATION, THE STUDIES DONE BY ADLEY & ASSOCIATES. THERE WILL BE A FEE FOR THE FINAL
APPLICATION WHICH WILL BE FUNDED OUT OF WHATEVER MONEY IS APPROVED FOR THE CITY. IF THE APPLICATION
IS DENIED, THEN THE CITY WILL BE RESPONSIBLE FOR THE MONEY SPENT FOR TIE PRELIMINARY APPLICATION.
MR. BRENNAN AGREED WITH THE MAYOR'S STATEMENT THAT IN ABOUT ONE MONTH THE CITY SHOULD KNOW IF IT
WILL HAVE ANY OF THIS WORK FUNDED, IF THERE IS ND FUNDING, THE CITY WILL BE OUT THE INITIAL
MONEY iNVESTED, BUT IT IS FELT THAT iT STILL IS A VERY WORTHWHILE INVESTMENT.
MAYOR GRACO READ THE RESOLUTION, "THE CITY COUNCIL OF SEBASTIAN DOES HEREBY EXPRESS ITS INTEREST
IN THE COMMUNITY DEVELOPMENT PROGRAM AND AUTHORIZES THE PREPARATION AND FILING OF AND INCURRING
OF COSTS ASSOCIATED WITH THE PREAPPLICATION FOR FEDERAL ASSISTANCE FOR DISCRETIONARY FUNDS UNDER
THE COMMUNITY DEVELOPMENT PROGRAM OF 1974."
IF THESE FUNDS ARE MADE AVAILABLE, THEY WILL TAKE CARE OF MORE THAN THE CITY ANTICIPATED
ACCOmPLISHiNG UNDER THE FEDERAL REVENUE SHARING ALLOTMENT. EVEN IF ONLY ENOUGH MONIES WERE RECEIVED
TO COMPLETE THAT AREA THE CITY mENTIONED, IT WOULD RELIEVE STRAIN ON OUR FEDERAL REVENING SHARING
FUNDS AS WE HAVE ESTIMATED THIS COST WOULD BE ABOUT $40,000 TO $50,000 FOR PAVING AND DRAINAGE SYSTEM
ON THESE THREE STREETS. WE COULD THEN PAVE THE PARKING AREA AT THE COMMUNITY CENTER WITH REVENUE
SHARING MONIES.
FR. 8RENNAN STATED THIS APPLICATION IS VERY GENERAL BUT IF APPROVED THEN MORE DEFINITE SPECIFICS
WOULD BE REQUIRED. FINAL APPLICATION WOULD HAVE TO CONTAIN THE EXACT USE OF THE FUNDS, BUTTHE CITY
WOULD KNOW AT THAT TIME HOW MUCH WOULD BE AVAILABLE FOR THE PROPOSED PROJECTS. THIS PROGRAM IS FOR
A SIX YEAR PERIOD. PREPARE A ONE YEAR PROJECT WITH A TWO YEAR PROGRAM TO COVER A THREE YEAR PERIOD
WAS THE ORIGINAL INTENT OF THE PROGRAM, HUD THEN SAID IT WAS TO BE FOR ONE YEAR ONLY, BUT COULD
BE EXTENDED DEPENDING ON THE CITY'S PERFORMANCE. SO, THIS COULD BE A CONTINUING PROGRAM.
DISCUSSION FOLLOWED ON THE ABOVE PLAN. MR. BRISSON OF ADLEY ASSOCIATES IS THE ONE WHO SUGGESTED
THE POSSIBLE USES FOR THE MONEY, AND ALSO LOCATION AND AREA, MAYOR CRAGG STATED IN ANSWER TO A
QUESTION. IF THE FUNDING IS APPROVED, WORK MUST BE STARTED BY JULY 1, lg75. MR. BRENNAN WAS
ASKED BY REPORTER SHE:RI BERGBOM TO BREAK DOWN HOW THE MONEY WAS ALLOTiED. MR. BRENNAN STATED
ROUGH FIGURES AS $64,000 FOR THE PROJECT: $4,000 FOR ADMINISTRATION; $8,000 FOR PLANNING AND
ENGINEERING; $4,000 FOR CONTINGENCIES, WHICH MAKES Sl6,0OO DEDUCTED FROM THE $80,000, GIVING
$64,000 FOR THE PROJECTS.
VICE MAYOR HOOSE MOVED THAT RESOLUTION APPLYING FOR FUNDS UNDER THE COMMUNITY DEVELOPMENT PROGRAM

MOTION TO FiLE THE PRE-APPLICATION FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM WAS MADE BY
COUNCILMAN KINARD AND SECONDED BY VICE MAYOR HOOSE. CARRIED.
VICE MAYOR HOOSE BROUGHT UP FOR DISCUSSION THE TEMPORARY USE OF TRAVEL TRAILERS FOR THOSE PARTICIPATING
IN THE CENTENNIAL + lO CELEBRATION, FOR LIVING PURPOSES AS WELL AS ANY OTHER PURPOSES.
MOTION 8Y VICE MAYOR HOOSE THAT CiTY WAIVE THE ORDINANCE SECTION ON SANITARY FACILITIES AND
ELECTRICAL FACILITIES FEE UNDER ORDINANCE #169 FOR THOSE TRAVEL TRAILERS COMING INTO THE CITY
AND PARTICIPATING IN THE CELEBRATION FOR A PERIOD NOT TO EXCEED 30 DAYS, OR MARCH 23RD ON PROJECT
SITES. SPECIAL PERMIT IS TO BE ISSUED BUT NO FEES COLLECTED. SECONDED BY COUNCILMAN FLOOD. CARRIED,
MAYOR CRAGG WAS ASKED TO VERIFY THE ABOVE ACTION WITH FR. VOCELLE, CITY ATTORNEY.
COUNCILMAN FLOOD DISCUSSED COMMUNITY CENTER FEES AND ASKED IF COUNCIL WANTED TO SET A YEARLY RATE
FOR THOSE CLUBS OR ORGANIZATIONS THAT WANT TO USE THE CENTER ON A YEARLY BASIS. IT WAS SUGGESTED
THAT S20 A MONTH BE SET IF A GROUP USES TIE BUILDING TWICE A MONTH. NEXT QUESTION WAS, DOES THE
CITY WANT TO TIE UP THE USE OF THE BUILDING BY ONE ORGANIZATION ON A WEEKLY OR SEMII-~ONTHLY BASIS.'
IT WAS NOTED THAT THE CITY HAS ALREADY WAIVED THE FEES FOR ANY FUNCTION CONNECTED WITH THE iNDIAN
RIVER JUNIOR COLLEGE OR THE ADULT EDUCATION UNDER THE DIRECTION OF THE COUNTY SCHOOL BOARD. MENTION
WAS MADE OF THE MOOSE ORGANIZATION WHO WANTED THE USE OF THE CENTER EVERY WEEK AND A SQUARE DANCE
GROUP WHO ALSO WANTED WEEKLY USE.

IT WAS SUGGESTED BY COUNCILMAN KINARD THATTHE MOOSE AND SQUARE DANCE GROUP BE ALLOWED
TWO NIGHTS A MONTH FOR THEIR REGULAR MEETING. AFTER MORE DISCUSSION, IT WAS DECIDED TI
mOOSE ~IGNT USE THE CENTER TWO NIGHTS A MONTH FOR THE FIRST YEAR TO GET THEIR CHAPTER
STARTED, AT A $15 PER NIGHT FEE. THE SQUARE DANCE GROUP BE ALLOWED THE USE OF THE
CENTER ON A WEEKLY BASIS FOR AN EIGHT WEEK TRAIL PERIOD AT A FEE OF $35 A NIGHT.
IT WAS ALSO SUGGESTED THAT THE FEE SCHEDULE BE AMENDED TO INCLUDE A $35 FEE FOR ADULT
DANCES IN THE SAME AREA AS THE TEEN DANCES.
THE COUNCIL ON, ACING RROGRAM CALLS FOR A ONCE A MONTH MEETING, POSSIBLY mORNING OR AFTER-
NOON. THE COUNCIL HAS ABOUT 250 mEmBERS IN THE AREA AND THIS GROUP WOULD BE EXEMPT
FROM THE RENTAL FEE FOR THE CENTER UNTIL THE PROGRAM iS UNDERWRITTEN BY THE GOVERNMENT,
AS THE COUNCIL ON AGING IS TO HELP EDUCATE THE PEOPLE AS TO THE SERVICES AVAILABLE TO THEm
AND IS A DIRECT BENEFIT TO OUR LOCAL RESIDENTS, MAYOR CRACG STATED iT WAS NOT
NECESSARY FOR A ~OTION ON THIS ACTION, AS IT IS ONLY FIXING FEES.
~OTION BY COUNCILMAN GRAY AND SECONDED 8Y COUNCILMAN FLOOD THAT THE FELLSMERE RIDING
CLUB BE ALLOWED THE USE OF THE COmmUNITY CENTER AT THE REGULAR FEE OF $35 FOR SATURDAY,
mARCH 29~ 1975, AND THE USE OF ALCOHOL FOR THIS EVENT ONLY IS PERMITTED. CARRIED.
