February 27, 1961
Meeting was called to order by President Sembler.
Those present were Mayor Rohme, Councilm~ Sembler, Councilman Baxter,
Councilman Nash, Councilman De0ristofaro, and Councilman Finnegan.
Mr. Een Atha met with the Council to discuss 0itys Insurance Policies
pointing out needs for additional coverage. Also agreed to submit a letter
confirming his discussion with the Council on these policies.
Councilman~axter introduced Hr. Israel and Mr. l~el to the Council,
the purpose of this meeting was to discuss advantages of the construction of
Soil-Cement roads and the requirements of the Pittsbur@ Laboratories for the
construction of this type road.
City Clerk read a resolution stating:
WHEREAS, Greyhound and its predecessors have served this community
for more than thirty years with adequate transportation performed by
modern intercity buses and such service has benefited this community by
fulfilling the travel needs of local citizens and tourists, and
W~EREAS, it has come to the attention of this Commission that Tamiami
Trail Tours, Inc. has applied to the Florida ~ailroad and Public Utilities
Commission to serve this area, and
WHEREAS, there is no need for additional bus service to this community.
Councilman Nash made a motion that this resolution be adopted by the Oity,
seconded by Councilman DeOristof~ro. Carried.
City Olerk read a resolution designating Jack K. Vickers as a member of the
Airpc~-t board of the 0ity of Sebastian, on motion made by Councilman Nash,
.seconded by 0ouncilman Baxter. Carried. Said resolution was adopted.
The Council approved an amendment to the present Ordinance on the issuance
of ~uilding permits, giving the building inspector authority to approve all plans
submitted in the City Hall for single family dwellings with the Ci~y 0ouncil
approving other types of building plan~;-".
Councilman Finnegan made a motion that the Oity Clerk.~be~,~tructed to have
Attorney Vocelle draw up an Ordinance stating rules and
o0~s and permits therefor, This motion was seconded by~Unc_.~.~'~ Na.~. Carried.
Councilman lW~nne~ made a motion to create an Ordinance governing side Lot
~ine setbacks of lots within the City outside of sub-divisions. These setbacks
from side lot lines to be 10~ of the size of the lot or a minimum of 5 feet.
This motion was seconded by Councilman Nash. Carried.
Mr. Doll entered a complaint in reference to the poles used in construction
of Street lights in Twin L~es Division of Sebastian Highlands.
Councilman De0ristofaro stated to Mr. Doll that he would contact Florida
Power and Light Company's office in Melbourne in regards to this matter.
Councilm-~ ~axter made a motion to accept l~lnanoe Committee's recommendation
of Alice Yates for secretary to the City Clerk at a salary of ~40.00 per week
on a three months trail period, salary to be based thereafter on the qualifications
of the secretary. This motion was seconded by Councilman Nash. Carried.
Counoilaan Baxter requested that the I~lnance Committee review the items
in question on the recent Auditors report.
Councilman l~nneganmade a motion that W. O. Daley and Company be contacted
on these items set out in his repox~. Seconded by 0ouncilman Baxter. Carried.
Clerk read the minutes of the Airport Oommittee meeting of February 20, 1961.
Councilman DeOr~stofaro made a motion that the recommendation set ou~ in the
minutes of the Airport Commission meeting be approved, seconded by Councilman
Nash. Carried.
~Plre Chief, Jack K. Vickers, reported to the Council of a minor accident
with one of the fire trucks with no damage to the fir~truck.
Councilman l~lnnegan made a motion that Councilman Baxter be authorized to
spend a maximum of ~150.00 for paint to mark runways at Sebastian Municipal Airport.
Seconded by Councilman Nash. Carried.
Councilman Baxter requested that monies spent for survey for a right-of-way
for access to the North 0oun4ry dump not to be taken out of the Street Department
budget. Council agreed.
The 0g~:~Clerk~was instructed to contact Mr. Jones of the Salt Water
Commission on the probable violation of people gathering oysters along the
West shore of Indian River.
Councilman Baxter r~ported that all~ sighs have been torn down
in Sebastian ~~
Councilman Baxter requested that the City take action on the purchase of
Civil Defense equipment since the two year period has expired from the time of
acquiring the e~.~xipment through Civil Defense.
Councilman Baxter brought to the attention of the Council the possibility
of the Citys zoning map being illegal since it does not have the proper signatures
on the map.
Councilman Baxter was authorized by the Council to contact Homan Striokland
in reference to the purchase of Signs designating Main St, and U. S. #1, these
signs to be purohas~dby Mr. Strickland with the 0ity reimbursing the .cast,of the
signs.
Councilman l~Innegan reoommendedlthat the City 0lark be am~horized to 'contact
an appraiser in reference to the coast of the reappraisal of the entire 01ry.
Mr. Baxter requested the 0ouncil to rezone all of Block A of W. A. Martin
Sub-Division from 01 Retail to I industrial.
0ouncilman Nash Made a motion that the 0ity advertise for a public hearing
for the rezoning of the a~e mentioned prope~rty as requested. Seconded by
0ouncilman De0ristofaro. 0Brried.
0ouncilman Baxter made a motion to adjourn, seconded by 0ouncilman De0ristofaro..
