MAYOR FLOOD CALLED THE MEETING TO ORDER AT 7:00 P.M.
PRESENT: VICE MAYOR LEWIS GRAY, COUNCILMEN EVERETT T. GASS AND JOHN R. JOACHIM, COUNCILWOMAN DOROTHY W. MCKINLEY
MAYOR PAT FLOOD, JR. AND MR. L. B. VOCELLE, CITY ATTORNEY.
MOTION BY COUNCILMAN JOACHIM, SECONDED BY VICE MAYOR GRAY, TO APPROVE THE MINUTES OF REGULAR COUNCIL MEETING
OF FEBRUARY 12 AND SPECIAL MEETING OF FEBRUARY 22, 1979. APPROVED.
MOTION BY COUNCILMAN JOACHIM, SECONDED BY VICE MAYOR GRAY, TO PAY FEBRUARY BILLS IN THE AMOUNT OF $31,796.46.
CARRIED.
MR. RICHARD SZELUGA RECEIVED A TELEPHONE CAL CONCERNING A RADIO PROGRAM THE "OMNIBUSMAN PROGRAM" CONDUCTED
BY MR. LEE MANDELL IN FORT PIERCE. THE STATEMENT WAS MADE ON THE PROGRAM THAT THERE WAS A RUMOR THAT
GOVERNOR GRAHAM WAS GOING TO RESCIND ALL DRIVERS'LICENSES OF PERSONS AGED 65 AND OVER. MR. SZELUGA SUGGESTED
MAYOR FLOOD, ON BEHALF OF THE SEBASTIAN CITIZENS, WRITE A LETTER OF PROTEST TO THE GOVERNOR, SINCE A SEVERE
HARDSHIP WOULD BE CAUSED IF SUCH AN ACTION SHOULD BE TAKEN. MAYOR FLOOD SAID HE WOULD CHECK INTO THE RUMOR
AND IF IT WAS CONFIRMED, HE WOULD PREFER TO SEND A RESOLUTION WHICH HE THOUGHT WOULD BE MORE EFFECTIVE.
MR. VOCELLE VOICED THE OPINION THAT THIS WAS ONLY A RUMOR SINCE THE AGE LIMIT FOR DRIVERS' LICENSES IS
GOVERNED BY THE FLORIDA STATE LEGISLATURE AND IF THEY PASSED SUCH A LAW, IT WOULD BE UNCONSTITUTIONAL BECAUSE
IT WOULD BE DISCRIMINATION. HOWEVER, MR. VOCELLE DID AGREE THAT IF THERE IS SOMETHING PENDING, THE GOVERNOR'S
OFFICE SHOULD HEAR FROM THE CITY OF SEBASTIAN.
MAYOR GRAY HAS BEEN APPROACHED BY A NUMBER OF PEOPLE INQUIRING AS TO THE STATUS OF THE DOCK WHICH THE CITY

HE A~O STATED SOIL CEMEN'T SHOULD BE MADE IN ACCORDANCE WITH THE TYPE OF SQIL. QTHERWISE, CHEMICA~ IN THE
SOIL COULD BREAK DQWN THE SQIL CEMENT. HE SAID THE CONTRACTOR WOULD STILL BE RESPONSIBLE IF THE WRONG TYPE
QF SOIL CEMENT WAS USED. HE RECOMMENDED WE CHANGE QUR ROAD STANDARDS AND ADQPT CHAPTER 316 OF THE FLORIDA
CHAPTER THAT DEALS WITH WEIGHTS QN STATE HIGHWAYS. MR. VOCELLE PROMISED TO HAVE AN QRDINANCE READY FOR THE
NEXT MEETING. THE ORDINANCE WILL PROVIDE THAT THE FLORIDA HIGHWAY PATROL COULD BE CALLED UPON TO SPOT CHECK
SUSPICIQUS LQOKING TRUCK. VICE MAYQR G~Y SUGGESTED, SINCE THERE ARE QNLY ~0 QR THREE COMPANIES SERVING
AREA, ~ SHOULD NQTIFY THEM OF THE 20 MPH SPEED LIMIT THAT THIS ORDINANCE WILL REQUIRE.
FLOOD ADVISED HE WOULD LIKE TO ARRANGE ANOTHER MEETING WITH THE REPRESENTATIVES OF SOUTHEASTERN
MUNICIPAL BONDS AND F. A. HYDE & ASSOCIATES SO THAT THE PUBLIC WOULD HAVE A BETTER UNDERSTANDING OF WHAT IS
INVOLVED IN THE INVESTMENT BANKING AGREEMENT/I~ SIGNED. MAYOR FLOOD EXPLAINED THAT SIGNING THE AGREEMENT WILL
NOT OBLIGATE THE CITY TO PAY OUT ANY MONEY AT ALL, BUT IS ONLY AN2UTHORiZATION TO STUDY THE FEASIBILITY OF
ISSUING A BOND AND THAT THEY WILL BE THE ISSUING AGENTS IF WE DECIDE TO GO THAT WAY. THE ONLY THING WE WOULD
HAVE TO PAY FOR IS THE ENGINEERING SURVEY, IF WE DECIDED NOT TO GO TO A BOND ISSUE. WE HAVE $5,000 IN
THE ENGINEERING FUND THIS YEAR, WHICH COULD BE PUT IN ESCROW. THIS FUND WOULD BE ADDED TO THE NEXT YEAR AND
WOULD BE ABLE TO PAY FOR THE SURVEY. IN RESPONSE TO A QUERY FROM VICE MAYOR GRAY, MR. VOCELLE STATED IT IS NOT
NECESSARY TO GO TO BIDS, EVEN THOUGH IT WILL COST OVER $1,000 SINCE THIS CONTRACT IS CONSIDERED A
PROFESSIONAL SERVICE.
CHIEF CUMMINS REPORTED THERE WERE 249 COMPLAINTS ANSWERED BY THE POLICE DEPARTMENT DURING FEBRUARY, NOT
INCLUDING TRAFFIC STOPS.
CHIEF CUMMINS ADVISED THE PAPER WORK HAS BEEN STARTED WITH THE DEPARTMENT OF TRANSPORTATION RELATIVE TO OBTAINING
A TRAFFIC LIGHT AT THE INTERSECTION OF S.R. 512 AND U.S. HWY 1. HE ADDED THAT THROUGH TRAFFIC HAS INCREASED
NOTICEABLY IN THE CITY AND RECOMMENDED DRIVERS BE PARTICULARLY CAUTIOUS WHEN ENTERING THE HIGHWAY.
ABOUT 1,000 TO 1,200 VIALS OF LIFE HAVE BEEN PLACED IN HOMES AND CHIEF CUMMINS INVITED ANYONE INTERESTED IN
SECURING ONE TO CALL THE POLICE DEPARTMENT.
CLASSES FOR AUXILIARY POLICE WILL BE HELD AT THE SOCIAL CENTER, STARTING APRIL 9 AND ENDING APRIL 27.
INSTRUCTORS ARE COMING UP FROM THE COLLEGE AND THERE ARE 16 OR 17 PEOPLE WHO WILL TAKE THE COURSE.
DALE WEHR, SUPERVISOR OF THE STREET DEPARTMENT, REPORTED A GOOD PERCENTAGE OF ROAD PATCHING HAS BEEN
THE WHOLE AREA HAS BEEN GONE OVER, BUT OF COURSE THIS IS GOING TO BE A CONTINUOUS OPERATION.
MR. WEHR HAS RECEIVED SEVERAL COMPLAINTS ABOUT THE CANAL IN THE ORANGE HEIGHTS AREA AND ASKED THE COUNCIL'S
OPINION AS TO THE BEST WAY TO PROCEED. IT WAS EXPLAINED TO MR. WEHR THAT THIS IS A LONG STANDING PROBLEM
AND HAS NOT BEEN RESOLVED BECAUSE THERE IS A QUESTION OF THE OWNERSHIP OF THE PROPERTY. COUNCILMAN GASS
THIS BE LEFT IN ABEYANCE UNTIL THE LEGAL PROBLEM IS SOLVED.
THE BUILDING OFFICIAL REPORTED ISSUANCE OF 16 SINGLE FAMILY HOUSING PERMITS, VALUED AT $497,455,
DURING FEBRUARY. TOTAL NEW CONSTRUCTION FOR THE MONTH AMOUNTED TO $1,766,396. PERMIT FEES AMOUNTED TO
$8,113.95.
MAYOR FLOOD INTRODUCED MR. DAVID MARSH OF THE COUNTY PLANNING DEPARTMENT WHO EXPLAINED THE NEED TO APPOINT
A UTILITIES TASK FORCE IN CONNECTION WITH THE COMPREHENSIVE PLAN WHICH THE CITY MUST ADOPT WITHIN THE NEXT
FEW MONTHS. THE UTILITIES ELEMENT MUST ADDRESS THE FUTURE NEEDS OF THE CITY WITH REGARD TO WATER, SEWER,
DRAINAGE, ETC. THE COMPREHENSIVE PLAN IS A DOCUMENT WHICH, iN EFFECT, IS GOING TO LOCK THE CITY IN, TO A
CERTAIN DEGREE, ON WHAT IT ANTICIPATES DURING THE NEXT 15-20 YEARS. MR. MARSH MENTIONED THAT GENERAL
DEVELOPMENT CORPORATION IS COMMITTED TO PUTTING IN WATER AND SEWER IN UNITS 16 AND 17 BY 1983, AND THE
COUNTY'S 201 PLAN (SEWER) INSURES THAT A MAJOR INTERCEPTOR LiNE IS BROUGHT DOWN TO THE CITY LIMITS OF SEBASTIAN.
MR. MARSH STATED HE WOULD LIKE TO SERVE ON TEE TASK FORCE AND HAD APPROACHED VICE MAYOR GRAY, MR. WILLIAM
MESSERSMITH AND MR. RICHARD VOTAPKA, ALL OF WHOM AGREED TO SERVE ALSO. MAYOR FLOOD ADDED HE WOULD LIKE TO
HAVE ABOUT SEVEN COMMITTEE MEMBERS AND INVITED ANYONE FROM THE AUDIENCE TO VOLUNTEER. A MEETING OF THE TASK
FORCE WILL BE ARRANGED.
MAYOR FLOOD STATED HE EXPECTED TO ATTEND A MEETING ON THE 201 PROGRAM IN VERO BEACH ON MARCH 22 AND ADDED
THE ENVIRONMENTAL PROTECTION AGENCY NOW WILL FUND 85% OF THE COST OF THE MAINS, WHEREAS SEVERAL YEARS AGO, THE
TAXPAYERS WERE GOING TO HAVE TO PAY THE WHOLE THING. MR. ROBERT LLOYD, THE CITY ENGINEER, IS OUR
REPRESENTATIVE ON THE 201 PROGRAM AND MAYOR FLOOD MENTIONED HE HAD RECEIVED A BILL FOR $1,000 FROM MR. LLOYD
FOR RE-ENGINEERING AND LAYING OUT MAIN LINES COMING DOWN STATE ROAD 512 AND ADDED THIS RE-ENGINEERING JOB
WOULD SAVE THE CITY MONEY IN THE LONG RUN.

THE FIRE DEPARTMENT AmD THE ~BULANCE SQUAD HAVE ~.~USED ~0 PROVIDE THEIR SERVICES BECAUSE OF PREVIOUS
COMMITMENTS AND OTHER REASONS, BUT HE WAS SURE TH~T MR. A~Y, THE AIR SHOW SPONSOR, WOULD TAKE CARE OF
THIS MATTER. CHIEF CUMINS A~O ADVISED THAT HIS D~PARTM~T WAS PROVIDING ALL THE POLICE PROTECTION AT

LETTER WAS READ FROM BURT SNELL, ADDRESSED TO THE ZONING AND PLANNING COMMISSION, REQUESTING CHANGE IN
ZONING FROM R-2 (MULTIPLE FAMILY) TO C-2 (COMMERCIAL) ON PROPERTY IN THE EDGEWATER PARK SUBDIVISION. THIS
WILL BE TURNED OVER TO THE ZONING AND PLANNING COMMISSION FOR ACTION.
LETTER WAS READ FROM REiNOLD CONSTRUCTION REQUESTING PERMISSION TO PLACE ONE OFFICE AND THREE STORAGE TRAILERS

AND THREE STORAGE TRAILERS ON SOUTHERN BELL PROPERTY FOR 90 DAYS, AT WHICH TIME THEY MUST ASK FOR AN EXTENSION
OF ANOTHER 90 DAYS. CARRIED.
A LETTER WAS READ FROM G & B CONSTRUCTION COMPANY REQUESTING AN OCCUPATIONAL LICENSE FOR A SALES OFFICE IN A
HOME, LOCATED ON STATE ROAD 512, FOR THE SELLING OF CONDOMINIUM UNITS. AT THE LAST MEETING, THEY WERE
PERMISSION TO HAVE A CONSTRUCTION TRAILER AND THiS IS THE SAME TRAILER WHERE THEY NOW WISH TO HAVE A
OFFICE. MR. MAYER ADVISED THEY THOUGHT THAT BY RECEIVING PERMISSION TO PLACE THE TRAILER THERE, IT ALgO
