SPECIAL COUNCIL MEETING CALLED TO ORDER BY MAYOR PAT FLOOD, JR., AT 7:00 P.M.
IN THE MAYOR'S CONFERENCE ROOM AT THE NEW CITY HALL.
PRESENT: mOUNCIL~OMAN ~LEmT MCKINLEY COUNCILMAN ELECT FITZMAURICE,
COUNCILMAN ELECT GALLAGHER, MAYOR PAT FLOOD, JR. AND ATTORNEY KILBRIDE.
MAYOR FLOOD STATED THAT THE FIRST COURSE OF BUSINESS WOULD BE TO SWEAR IN THE
COUNCIL ELECT AND HAVE THE FIRST READING OF AN ORDINANCE TO AMEND THE CHARTER
FOR REFERENDUM VOTE ON THE BALLOT OF APRIL 12, 1983.
THE CITY CLERK SWORE IN THE THREE COUNCIL ELECT AND EACH STATE THE OATH OF
OFFICE.
MAYOR FLOOD CONGRATULATED COUNCILMAN FITZMAURICE, COUNCILMAN GALLAGHER, AND
COUNCILWOMAN MCKINLEY.
MAYOR FLOOD ANNOUNCED THAT BEGINNING APRIL 5TH, IN THE MAYOR'S CONFERENCE
ROOM FROM 2:00 , 4:00 P.M., A REPRESENTATIVE FROM CONGRESSMAN NELSON'S
OFFICE WILL BE HERE TO HEAR PROBLEMS AND ANSWER QUESTIONS. THIS WILL BE
SCHEDULED MONTHLY, THE FIRST TUESDAY OF EACH MONTH.
MAYOR FLOOD STATED THAT THE CITY OF FELLSMERE WOULD BE CELEBRATING THEIR
72ND BIRTHDAY, MARCH 19, 1983 AND FELT THAT THE COUNCIL SHOULD ATTEND AND
OR PARTICIPATE. MAYOR FLOOD STATED THAT HE WOULD BE IN ORLANDO AND WOULD
APPRECIATE THE NEW COUNCIL ATTENDING.
COUNCILWOMAN MCKINLEY STATED THAT IT WAS~ ~OOD TO BE BACK ON BOARD AGAIN.

MAYOR FLOOD ASKED IF THERE WERE ANYMORE NOMINATIONS FOR THE VICE MAYOR.
MOTION BY COUNCILMAN FITZMAURICE, SECONDED BY COUNCILMAN GALLAGHER, TO CLOSE
THE NOMINATIONS FOR VICE MAYOR.
MOTION CARRIED.
MAYOR FLOOD STATED THAT IT HAD ALWAYS BEEN A POLICY OF THE CITY FOR THE
COUNCIL TO ELECT THE VICE MAYOR AND WITH ONLY THREE VOTING MEMBERS HE HOPED
THAT HE WOULD NOT HAVE TO CHANGE THE POLICY BY VOTING. HE STATED THAT AS
FAR AS THE VOTING HE FELT THAT THE OFFICE WOULD TAKE A LOT OF PERSONAL
TIME AND HE HAD NO DOUBT IN HIS MIND THAT THEY WOULD BOTH DO A GOOD JOB FOR
THE CITY AS VICE MAYOR.
MAYOR FLOOD STATED THAT EACH CONCILMEMBER SHOULD VOTE FOR COUNCILWOMAN
MCKINLEY OR COUNCILMAN FITZMAURICE.

MAYOR FLOOD STATED THAT THE VOTE IS 2 TO i AND THAT THE RECORD SHOULD SHOW
THAT COUNCILMAN FITZMAURICE WILL BE THE VICE MAYOR FOR THE CITY OF SEBASTIAN.
MAYOR FLOOD STATED THAT THERE WOULD BE A SPECIAL COUNCIL MEETING ON MARCH 30,
1983, AND IMMEDIATELY FOLLOWING THERE WOULD BE A WORKSHOP MEETING ON THE PLANNED
UNIT DEVELOPMENT ORDINANCE. MAYOR FLOOD STATED THAT HE WAS HOPING THAT THIS
MEETING WOULD BE HELD IN THE NEW COUNCIL CHAMBERS ON MAIN STREET.
ATTORNEY KILBRIDE STATED THAT THE COUNCIL OF LAST WEDNESDAY REQUESTED THAT HE
PREPARE AN ORDINANCE REGARDING THE MAYOR'S SALARY AND IF THE COUNCIL IS PREPARED
THEY WOULD HAVE A FIRST READING AND SET A DATE FOR THE PUBLIC HEARING, SO THAT
THIS MAY BE ADOPTED AND PLACED ON THE BALLOT FOR REFERENDUM VOTE.
ATTORNEY KILBRIDE READ FOR THE FIRST TIME BY TITLE ONLY AN ORDINANCE OF THE CITY
OF SEBASTIAN AMENDING SECTION 2.05 OF THE CHARTER OF THE CITY OF SEBASTIAN BY
INCREASING THE MAYOR'S COMPENSATION TO $20,400.00 PER ANNUM; PROVIDING FOR
REFERENDUM VOTE ON SAID AMENDMENT; STATING A SEVERABILITY CLAUSE: EFFECTIVE DATE.

THE FIRST READING BY TITLE ONLY OF AN ORDINANCE OF THE CITY OF SEBASTIAN
AMENDING SECTION 2.05 OF THE CHARTER OF THE CITY OF SEBASTIAN BY INCREASING
THE MAYOR'S COMPENSATION TO $20,400.00 PER ANNUM; PROVIDING FOR A REFERENDUM
VOTE ON SAID AMENDMENT; STATING A SEVERABILITY CLAUSE; ESTABLISHING AN
EFFECTIVE DATE.
