GASS, COUNCILMAN FRANK OBERBECK, COUNCILMAN RICHARD VOTAPKA AND MAYOR PAT FLOOD, JR. MAYOR FLOOD ANNOUNCED THAT THE PURPOSE OF THIS SPECIAL MEETING WAS TO RATIFY THE ELECTION RESOLUTION AND TO SWEAR iN THE NEW MEMBERS OF THE CITY COUNCIL AND MAYOR OF THE CITY OF SEBASTIAN. VICE MAYOR: TWO HUNDRED AND FIFTY ($250.00) DOLLARS; (c.) COUNCILMEN: ONE HUNDRED AND FIFTY FOR ($150.00) DOLLARS; 821 (2) . EXPENSES: WHEN IT IS DEEMED DESIRABLE BY THE ENTIRE CITY COUNCIL THAT THE MAYOR OR ANY MEMBER OF THE COUNCIL ATTEND ANY FUNCTION ON CITY BUSINESS, THEIR EXPENSES WILL BE ALLOWED 30 IN ACCORDANCE WITH FLORIDA STATUTE NO. ll2.061.TOTAL 851 TOTAL VOTES CAST: 1415 TO READ ABSENTEE VOTES 756 525 AGAINST 541 23 564 THE FOLLOWING IS A STRAW VOTE ONLY AND NOT BINDING ON THE CITY COUNCIL: SHOULD THE COUNCIL ADOPT AN"ORDINANCE AMENDING THE CODE OF ORDINANCES WHICH WOULD READ AS FOLLOWS: SEC. 2-17. COMPENSATION OF VICE MAYOR WHEN THE VICE MAYOR SHALL BE REQUIRED TO ACT AS MAYOR, DUE TO THE ABSENCE OR DISABILITY OF THE MAYOR, HE/SHE SHALL BE COMPENSATED AT THE RATE OF THIRTY-FIVE ($35.00) DOLLARS PER DAY DURING THE PERIOD OF SUCH SERVICE. SUCH COMPENSATION SHALL BE IN ADDITIONAL TO THE REGULAR MONTHLY STIPEND, BUT IN NO EVENT SHALL SUCH ADDITIONAL COMPENSATION EXCEED THREE HUNDRED FIFTY ($350.00) DOLLARS IN ANY ONE MONTH. THE VICE MAYOR SHALL BE DUE SUCH ADD- ITIONAL COMPENSATION WHEN CITY BUSINESS REQUIRES HIS~HER ATTENTION FOR FIVE HOURS OR MORE ON ANY ONE DAY. D~TA~L~O~ BE~ AN~T~T ~ ~APPY TO BE A PART OF THE TEAM AND WITH GOOD TEAM WORK THE COUNCIL CAN GET A LOT DONE FOR THE GOOD OF SEBASTIAN~ COUNCILMAN OBERBECK STATED THAT HE ALSO WOULD LIKE TO THANK EVERYONE THAT CAME OUT TO VOTE. COUNCILMAN OBERBECK STATED THAT H~ WOULD DO HIS BEST TO SERVE THE CITY FOR THE NEXT TWO YEARS. MAYOR FLOOD STATED THAT HE WOULD ALSO LIKE TO THANK THE PEOPLE THAT CAME OUT TO VOTE AND THAT ALMOST 70% OF THE VOTERS CAME OUT ON MARCH 9, 1982, TO VOTE. MAYOR FLOOD STATED THAT HE WOULD ALSO LIKE TO THANK ALL THE SUPPORTERS, MAYOR FLOOD STATED THAT THERE WERE TWO ITEMS THAT HE WOULD REALLY LIKE TO ACCOMPLISH FOR THE CITY AND THESE ARE WATER AND LIGHT INDUSTRY. MAYOR FLOOD STATED THAT THE REFERENDUM QUESTION TO AMEND THE CHARTER WOULD MORE THEN LIKELY BE OVERTURNED AS UNCONSTITUTIONAL AND THROWN OUT. MAYOR FLOOD STATED THAT THE PEOPLE WHO PUT THE PETITION TOGETHER SHOULD HAVE HIRED AN ATTORNEY TO MAKE SURE THAT THE PETITION WAS LEGAL BEFORE IT WAS PRESENTED TO THE COUNCIL TO BE ADDED TO THE BALLOT. MAYOR FLOOD ALSO STATED THAT THE COUNCILMEN'S SALARY BEING ADDED TO THE SAME PART OF THE PETITION WILL ALSO BE UNCONSTITUTIONAL BECAUSE YOU HAVE TO PAY MINIMUM WAGE TO SALARIED PERSONS AND THE COUNCIL PUTS IN BETWEEN 40 TO 80 HOURS PER MONTH. MAYOR FLOOD STATED THAT IF THE PEOPLE WOULD LIKE TO GO FOR ANOTHER REFERENDUM HE HAD NO PROBLEM WITH THAT, BUT ADDED THAT ANOTHER VOTE WOULD COST A LOT OF MONEY. MAYOR FLOOD STATED ALSO THAT THE COUNCIL HAD NEVER ABUSED THE PRIVILEGE OF TRAVEL AND STATED THAT HE HAD TRAVELED MORE THEN ANYONE AND THE REASON FOR ALL THE TRAVELING IS THAT HE HAS THE MOST TIME AND WAS ELECTED TO REPRESENT THE CITY OF SEBASTIAN AND IN HIS OPINION HE HAS DONE JUST THAT. AND MAYOR FLOOD STATED THAT THERE IS NOT A TRIP THAT HE COULD NOT JUSTIFY AND WHEN HE RETURNED HE DID MORE THEN OFFSET THE EXPENSE. MAYOR PAT FLOOD ADJOURNED THE MEETING AT 7:19 P.M.
