MEETING CALLED TO ORDER BY MAYOR ZIMMER AT 7:50 P.M.
THOSE PRESENT: VICE MAYOR CRAGG, COUNCILMEN HOOSE AND YATES. COUNCILMAN FLOOD ABSENT.
,FIRST FEDERAL SAVINGS AND LOAN ASSOCIATION REPRESENTATIVES WERE PRESENT TO EXPLAIN IN DETAIL ABOUT
OPERATION OF PLANNED BANKING FACILITY IN SEBASTIAN.
MR. L. B VOCELLE, CITY ATTORNEY, WAS ALSO PRESENT AND OFFERED OPINION WHILE BANK IS OPEN FOR BUSINESS
THAT MOTOR OF VEHICLE SHOULD NEVER BE IN OPERATION.
MR. BEN THOMPSON, FFSLA, STATED THAT THEY WILL HAVE SECURITY CAMERAS, AND IF THEY CAN GET MAN
DEPUTIZED, HE WILL CARRY A GUN,
MOTION MADE BY COUNCILMAN YATES AND SECONDED BY COUNCILMAN HOOSE THAT FIRST FEDERAL S & L ASSN, BE
GRANTED PERMISSION TO PROCEED WITH PLANS. C~IE~ ROLL CALL VOTE:

NAYS - NONE
MR. BEN THOMPSON WAS REQUESTED 'TO SUBMIT TWO SETS OF PLANS TO CITY FOR RECORDING.
MOTION MADE AND SECONDED THAT MEETING BE OPEN TO REMOVE FROM TABLE THE ED SCHLITT PROBLEM, RE: TRAILER
USE ON PROPERTY. THIS MATTER WAS DISCUSSED. MAYOR ZIMMER SAID HE WOULD BE WILLING TO STICK HIS NECK
OUT TO EXTEND THE TIME FOR USE OF TRAILER TO THE NEXT/X~EE~ING OF APRIL 9, 1973.

PUBLIC HEARING - APRIL 3. 1973 - RE.: GARBAGE SERVICE FRANCHISE.
MEETING CALLED TO ORDER BY MAYOR ZIMMER.
THOSE ~PRESENT: VICE MAYOR CRAGG, COUNCILMEN HOOSE, FLOOD, YATES, MAYOR ZIMMER AND 52 ~E~BERS BF THE
GENERAL PUBLIC.
VICE MAYOR CRAGG OPENED THE DISCUSSION AND EXPLAINE@;~ IN DETAIL ALL FACETS OF THE GARBAGE COLLECTION AS
IT PERTAINED TO THE CITY, AND ITS COST.
DISCUSSION WAS THEN OPENED TO THE PUBLIC FOR COMMENTS, AND QUESTIONS.

What type guarantee that company mill not increase price?
Can you have only one pickup if you want?
is it true the City will have to purchase a new truck now if they
continue service?
What is position of present employees if City enters into
franchise?
Mr. Harrison also mentioned that employees could be used to maintain other jobs, necessary for City
maintenance when relieved of garbage chores.

Complimented men who have been picking up garbage for the City.
Good job. Hom does outside company identify house for pickups?
Can we sell our garbage truck or must we keep unused truck?
Wants single pickup. Why does he have to subscribe to service?
Single pickup is enough. Small family.
When ~ill it start and when is billing? Recommends to City
council to accept franchise.
About this years payment. FEC stated that City mill refund 1/2
year amount to those mho have paid and bill those who have not
paid.
When enter into and sign a contract? FEC stated "~e give them a
franchise at a certain price and they must give us a good reason
in order to increase."
Mayor Zimmer requested comments from Council.
Ervin Yates, Foster Rd. (Councilman) Feels that service too expensive for the City to maintain and
recommends me enter into a franchise.
at Flood, 9th St. (Councilman) In agreement with Mr, Yates.
