PRESENT: COUNCILMAN OBERBECK, COUNCILMAN GASS, MAYOR FLOOD, ATTORNEY KILBRIDE. MAYOR FLOOD ANNOUNCED THAT THE PURPOSE OF THE SPECIAL MEETING WAS TO RATIFY THE ELECTION RESOLUTION AND TO SWEAR IN THE NEW MEMBERS OF THE CITY COUNCIL OF THE CITY OF SEBASTIAN. THE CITY CLERK READ THE ELECTION RESOLUTION. FOR MEMBER OF CITY COUNCIL: MACHINE VOTES ABSENTEE VOTES TOTAL ( VOTE FOR THREE) CHARLES V. FALZONE 131 3 134 EVERETT T. GASS 322 $ 327 j. VICE MAYOR GASS THANKED THE COUNCIL AND SAID HE WILL BE AVAILABLE WHEN THEY NEED HIM. HE FEELS THEY NEED TO WORK TOGETHER AND IT WON'T BE TOO LONG BEFORE RESULTS ARE SEEN. MAYOR FLOOD SAID HE LOOKS FORWARD TO WORKING WITH THE COUNCIL PEOPLE AND HE FEELS IT WILL INVOLVE A LOT OF TIME TO GET THE cITY THROUGH ALL THE MAJOR PROJECTS IN THE FUTURE. HE TOLD THEM HE WILL BE AVAILABLE IF THEY NEED HiM. THE CITY CLERK READ THE RESOLUTION AUTHORIZING SIGNATURES TO APPEAR ON ALL FINANCIAL TRANSACTIONS. THE FOLLOWING THREE OFFICIALS WERE AUTHORIZED TO SIGN AND EXECUTE ALL FINANCIAL TRANSACTIONS OF THE CITY OF SEBASTIAN. 1. CITY TREASURER, JOSEPH D. LANCASTER 2. MAYOR - PAT FLOOD, JR. 3. VICE MAYOR, EVERETT T. GAgS MOTION MADE BY COUNCILMAN OBERBECK AND SECONDED BY COUNCILWOMAN PHELAN TO ADOPT THE RESOLUTION AS READ. ROLL CALL VOTE: AYES: COUNCILWOMAN PHELAN COUNCILMAN OBERBECK COUNCILMAN VOTAPKA COUNCILMAN GASS MAYOR FLOOD NAYS: NONE CARRIED. MAYOR FLOOD REQUESTED THE LIST OF COMMITTEES BE GIVEN TO THE COUNCIL MEMBERS SO THEY CAN DECIDE WHAT COMMITTEE THEY WOULD LIKE TO SERVE ON. THEY ARE TO BRING THEIR REQUESTS TO THE REGULAR COUNCIL MEETING ON THE 18th OF MARCH. MAYOR FLOOD AND CHUCK HUMPHREY WENT TO WASHINGTON, D.C. ON THURSDAY, MARCH 12, 1981 TO DISCUSS THE LOCATION FOR THE POST OFFICE. AT THIS TIME, THEY HAVE STOPPED ALL WORK ON THE POST OFFICE EXCEPT FOR THE DRAWINGS. THE CITY HAS BEEN OFFERED TWO ALTERNATE SITES - ONE ON THE 300 ACRES OF THE PLANNED UNIT DEVELOPMENT AND THE OTHER ON THE TWO LOTS EAST OF THE EXISTING POST OFFICE. MAYOR FLOOD SUGGESTED THE OFFICIALS ALLOW THE CITIZENS TO HAVE iNPUT INTO THIS DECISION. THE OFFICIALS SAID THEY WOULD NOT DO ANYTHING FURTHER UNTIL THEY HAD RECEIVED LETTERS FROM THE OWNERS OF THE TWO OFFERED PROPERTIES. THE SPECIAL COUNCIL MEETING WAS ADJOURNED AT 7:20 P.M. PUBLIC HEARING ON THE COMPREHENSIVE LAND USE PLAN - MARCH 16, 1981 THE ZONING AND PLANNING COMMISION CALLED THIS FIRST PUBLIC HEARING TO DECIDE WHETHER TO SEND THE COPREHENSIVE LAND USE PLAN TO THE STATE FOR THEIR COMMENTS. MEMBERS OF THE ZONING AND PLANNING COMMISSION PRESENT WERE GREGORY GOLIEN, CHAIRMAN; WILLIAM B. MESSERSMITH CO-CHAIRMAN; MARY BOSTIAN AND TOM GOSNELL. CHAIRMAN GOLIEN REQUESTED THAT ANYONE WHO WISHES TO MAKE A COMMENT REGARDING ANY OF THE ELEMENTS AS THEY GO THROUGH THEM, IS WELCOME TO DO SO. THE CITY CLERK READ THE PUBLIC NOTICE OF THE PUBLIC HEARING AS PUBLISHED IN THE PRESS JOURNAL ON FEBRUARY 27 AND MARCH i1. CHAIRMAN GOLIEN WILL READ THE FIRST PARAGRAPH OF EACH OF THE ELEMENTS AS FOLLOW: HOUSING ELEMENT - THERE WERE NO COMMENTS OR QUESTIONS. GENERAL UTILITIES AND DRAINAGE ELEMENT - MR. ED LYNCH OF GENERAL DEVELOPMENT CORPORATION QUESTIONED THE LAST PARAGRAPH ON PAGE 7 REGARDING THE DISTRIBUTION SYSTEM IN THE MAJOR CANALS. IT WAS DISCUSSED AND MAYOR FLOOD SUGGESTED CLARIFYING THE WORDING ON THE REVISION FOR THE FINAL ADOPTION. COUNCILWOMAN PHELAN INQUIRED AS TO WHETHER PROVISIONS HAD BEEN MADE FOR DRAINAGE FROM BUSINESSES AND CHAIRMAN GOLIEN INFORMED HER THAT THEY HAVE BEEN WORKING ON THIS ON THE SITE PLAN. PROVISIONS HAVE ALREADY BEEN MADE FO FOR DRAINAGE OF NEW BUSINESSES ON STATE ROAD 512, AS PER SOMEONE'S QUESTION. SOLID WASTE ELEMENT - THERE WAS LITTLE DISCUSSION ON THIS. CITY OF SEBASTIAN ELECTRICAL POWER - FLORIDA POWER AND LIGHT GOVERNS THIS. GENERAL UTILITIES ELEMENT - ED LYNCH OF GENERAL DEVELOPMENT CORPORATION SUGGESTED THE CITY LOOK INTO OTHER ALTERNATIVES BEFORE DECIDING TO PROVIDE CENTRAL SEWERAGE. G.D.C. HAS CHECKED THE COMPLAINTS REGARDING THE PROBLEM OF SEPTIC TANK OVERFLOW POLLUTION THE SURFACE WATER BODIES BUT FOUND NO EVIDENCE TO CONFIRM THEM. THE ZONING AND PLANNING COMMISSION EXPLAINED THAT THE CiTY IS AWAITING APPROVAL OF THE COUNTY 201 FACILITIES PLAN WHICH WOU,~D~PROVID~ A ~q~A~ ~TEM. THERE WAS A LENGTHY DISCUSSION ON THIS RECREATION ELEMENT - MEL BROOM OF ¢E~ERAL DFVELOP~ENT ~C ~ORATION QUESTIONED SUB-PARAGRAPH 3 ON PAGE 8 REGARDING THE DEDICATION OF A PARK AR~-] M~YOR FLOOD ~ LAINED IT WAS UNDERSTOOD THE AREA WAS NOT GIVEN TO THE CITY AND IF G.D.C. PREFERRE~'~H~ WOPDING WOULD ~ ' CHANGED BEFORE THE REPORT WAS SUBMITTED. MR. BROOM EXPLAINED THAT ONCE AN AREA HAS--BEEN---DESI~-~'ATED~ FOR A CERTAIN PURPOSE, IT MUST BE USED FOR THAT PURPOSE ALTHOUGH THE LAND MAY BE SOLD TO THE CITY, A CHURCH OR WHATEVER. WHEN ASKED, MR. BROOM SAID HE KNOWS OF NO SPECIFIC DESIGNATION AT THIS/~i-M~FO_9--T~ ISLAND IN SCHUMANN LAKE. THE SUBJECT OF A MARINA OR YACHT BASIN WAS DISUSSED. L INDUSTRIAL ELEMENT - NO QUESTIONS OR COM~E~T~. CARRIED. MOTION WAS MADE BY WILLIAM MESSERSMITH AND SECONDED BY MARY BOSTIAN TO SEND THE PLAN AS PREVIOUSLY APPROVED TO THE STATED AND LOCAL PLANNING AGENCIES FOR REVIEW AND COMMENT. CARRIED. WHEN ASKED ABOUT HIRING A PLANNER TO ASSIST THE CiTY iN COMPLETING THE PLAN, MAYOR FLOOD INFORMED THOSE PRESENT THAT A SPECIAL COUNCIL MEETING HAS BEEN SET UP FOR MARCH 25 AT 7:00 P.M. IN CITY HALL TO MEET WITH A PLANNER. GENERAL DEVELOPMENT CORPORATION HAS ALSO OFFERED TO ASSIST THE CITY WITH THE PLAN. THE PUBLIC HEARING WAS ADJOURNED AT 9:45 P.M. CITY CLERK MAYOR
