PRESENT: VICE MAYOR ROBERT FITZMAURICE, COUNCILWOMAN DOROTHY MCKINLEY, COUNCILMAN JAMES GALLAGHER, CITY ATTORNEY DANIEL KILBRIDE AND MAYOR PAT FLOOD, JR. MAYOR FLOOD ANNOUNCED THAT CONGRESSMAN NELSON'S AIDE WILL BE IN THE MAYORS CONFERENCE ROOM EVERY FIRST TUESDAY OF THE MONTH, BEGINNING APRIL 5, 1983 TO MEET WITH THE PUBLIC BETWEEN 2:00 P.M. - 4:00 P.M. AND URGED THE PUBLIC TO TAKE ADVANTAGE OF THIS OPPORTUNITY. MOTION BY COUNCILWOMAN MCKINLEY, SECONDED BY VICE MAYOR FITZMAURICE , TO BRING TO THE FLOOR THE MATTER REGARDING THE SOUND SYSTEM FOR THE COUNCIL CHAMBERS. MOTION CARRIED. IT WAS MAYOR FLOOD'S RECOMMENDATION THAT THIS BID BE AWARDED AND THAT HE WOULD FOLLOW UP ON THE WARRANTY. MOTION BY COUNCILMAN GALLAGHER, SECONDED BY COUNCILWOMAN MCKINLEY, THAT WE ACCEPT THE BID FROM AUDIO HOUSE, VERO BEACH, FOR THE PUBLIC ADDRESS SYSTEM FOR THE CITY COUNCIL CHAMBERS. MOTION CARRIED. VICE MAYOR FITZMAURICE READ ~~ER ~DDRESSED TO THE MAYOR AND CITY COUNCIL, RESIGNING FROM HIS POSITION ~N THE S~STIAN CODE ENFORCEMENT BOARD. CODE ENFORCEMENT BOARD. [ MOTION CARRIED. ~OTION BY COUNCILWOMAN MCKINLEY, SECONDED BY VICE MAYOR FITZMAURICE THAT MR. MATTHEWS BE APPOINTED TO THE VARIANCE BOARD, TO FILL THE UNEXPIRED TERM OF SYLVIA FLOOD. MOTION CARRIED. ATTORNEY KILBRIDE PRESENTED THE COUNCIL WITH A RESOLUTION, REGARDING THE MUTUAL AID AGREEMENT, WHICH IS A VOLUNTARY COOPERATION AGREEMENT BETWEEN OTHER CITIES AND COUNTIES DEALING WITH POLICE INVESTIGATIONS. IT WAS THE RECOMMENDATION OF THE COUNCIL TO INCLUDE IN THE RESOLUTION TIME PERIODS FOR THE AGREEMENT AND ALSO THAT THE COUNCIL BE CONSULTED PRIOR TO SETTING UP ANY BOARDS. ATTORNEY KILBRIDE READ IN ITS ENTIRETY WITH THE RECOMMENDED CHANGES A RESOLUTION AUTHORIZING THE CHIEF OF POLICE AND CITY ATTORNEY TO NEGOTIATE AND THE MAYOR AND CLERK TO ENTER INTO VOLUNTARY COOPERATIVE COOPERATION AGREEMENTS WITH LOCAL STATE, FEDERAL LAW ENFORCEMENT AGENCIES. MOTION BY COUNCILMAN GALLAGHER, SECONDED BY COUNCILWOMAN MCKINLEY, TO ACCEPT A RESOLUTION AUTHORIZING THE CHIEF OF POLICE AND CITY ATTORNEY TO NEGOTIATE AND THE MAYOR AND CLERK TO ENTER INTO VOLUNTARY COOPERATIVE COOPERATION AGREEMENTS WITH LOCAL, STATE, FEDERAL LAW ENFORCEMENT AGENCIES.
