THE MEETING WAS CALLED TO ORDER AT 7:00 PM BY MAYOR PAT FLOOD, JR. ROLL CALL WAS TAKEN AND ALL
WERE PRESENT, VICE MAYOR GASS, COUNCILWOMAN PHELAN, COUNCILMAN VOTAPKA, COUNCILMAN OBERBECK AND
CITY ATTORNEY KILBRIDE.
THE CITY CLERK READ THE NOTICE FOR THE PUBLIC HEARING AS ADVERTISED IN THE PRESS JOUrnAL MARCH
10 & 15, 1981. MAYOR FLOOD OPENED THE PUBLIC HEARING ON THE PROPOSED ADDITIONAL REVENUE SHARING
FUND. COUNCILWOMAN PHELAN SUGGESTED THAT WE GRANT SOME MONEY TO THE FIRE DEPARTMENT TO PURCHASE
A PUMIt~.. MAYOR FLOOD EXPLAINED THAT THE FIRE DEPARTMENT CAME UNDER THE NORTH COUNTY FIRE
DISTRICT AND THAT IF IT WERE NECESSARY TO PURCHASE THE PUMPER DUE TO A BREAKDOWN, THE CITY COULD
LEND THEM THE MONEY. VICE MAYOR GASS RECOMMENDED THAT SOME OF THE PARK EQUIPMENT MONEY BE USED
TO RENOVATE THE YACHT CLUB AND TO ERECT A STAGE AND DRESSING ROOMS AT THE COMMUNITY CENTER.
COUNCILMAN OBERBECK EXPLAINED THAT THE PLANS HAD BEEN REVISED FOR THE COMMUNITY CENTER. COUNCIL-
MAN VOTAPKA ASKED FOR ADDITIONAL INFORMATION ON PROPOSED EXPENDITURES FOR HIS OWN KNOWLEDGE.
MAYOR FLOOD CLOSED THE PUBLIC HEARING AT 7:30 PM.

OUT A PURC E ORDER. THE COMMUNI CEN R IS STILL BEING ON AND HE SAID THAT HAD STILL
SETTING OF STONES TO BE 2xl $20.00, 3xl $35.00, ~1% $~5.00. A DISCUSSION FOLLOWED. MOTION W~
MADE BY VICE MAYOR G~S TO SET FEES OF $20.00, $35.00 & $45.00 FOR THE DIFFE~NT SIZED B~ES NEEDED
FOR THE HEAD STONES, SECONDED BY CO~CILM~ OBE~ECK. C~RIED.
MOTION WAS MADE BY VICE MAYOR GASS TO GO TO BID FOR A NEW BUSHHOG. MOTION WAS SECONDED BY
COUNCILMAN OBERBECK. CARRIED.
OLD BUSINESS - THE CITY CLERK READ A RESOLUTION ADOPTING ADDITIONAL FEDERAL REVENUE SHARING FUNDS.
MOTION WAS MADE BY VICE MAYOR GASS TO ACCEPT THE RESOLUTION AND SECONDED BY COUNCILMAN OBERBECK.

TAKING APPLICATIONS FOR A GREENS KEEPER FOR THE GOLF COURSE. CARRIED
MOTION WAS MADE BY COUNCILMAN OBERBECK AND SECONDED BY VICE MAYOR GASS TO PURCHASE GOLF COURSE
EQUIPMENT AS INDICATED BY BREAKDOWN PROVIDED BY HECTOR TURF & GARDEN CO., INC. THAT ARE SHADED, FOR
THE TOTAL OF $111,337.00. CARRIED.
MOTION WAS MADE BY VICE MAYOR GASS AND SECONDED BY COUNCILMAN OBERBECK TO PUT ON THE AGENDA FOR THE
NEXT MEETING TO DISCUSS GOING TO BID FOR A 40 x 100 BUILD~G WITH A LEAN-TO FOR THE GOLF COURSE.

MOTION WAS MADE BY VICE MAYOR GASS AND SECONDED BY COUNCILWOMAN PHELAN TO ADOPT THE RESOLUTION
TO ABANDON EASEMENTS OF LOTS 1 & 2, BLOCK 292, UNIT 11, SEBASTIAN HIGHLANDS. CARRIED.
ALCOHOLIC BEVERAGE REQUEST - MOTION WAS MADE BY COUNCILWOMAN PHELAN AND SECONDED BY VICE MAYOR
GASS TO SERVE ALCOHOLIC BEVERAGES AT THE SEBASTIAN COMMUNITY CENTER FOR JOY ROSE ON APRIL 5,
1981. CARRIED.
MAYOR FLOOD REQUESTED THAT A MOTION BE MADE TO BRING TO THE FLOOR THE REQUEST FOR A CONSTRUCTION
SITE TRAILER.
MOTION WAS MADE BY VICE MAYOR GASS AND SECONDED BY COUNCILMAN OBERBECK TO BRING TO THE FLOOR A
REQUEST FOR A CONSTRUCTION SiTE TRAILER.
MOTION WAS MADE BY COUNCILMAN OBERBECK AND SECONDED BY VICE MAYOR GASS TO PERMIT MR. BILL ROUX TO
HAVE A NIGHT WATCHMAN (MR. KERN) STAY ON HIS CONSTRUCTION SITE ON STATE ROAD 512. DISCUSSION
FOLLOWED WITH ART MAYER EXPLAINING THAT MR. KERN NEEDED TO SET A TRAILER ON THE CONSTRUCTION
SITE. ART MAYER ALSO SAID THAT MR. ROUX WOULD COME INTO CITY HALL AND CLARIFY THE LETTER.
PERMISSION WAS GRANTED FOR 90 DAYS. CARRIED.
MAYOR'S MATTERS: MAYOR FLOOD REMINDED THE PUBLIC THAT THE PROPERTY APPRAISER WILL BE AT CITY HALL
ON THURSDAY, MARCH 19, 1981, BETWEEN THE HOURS OF iPM TO 5 PM.
MAYOR FLOOD INSTRUCTED DALE WEHR AND/OR ART MAYER TO PICK UP ALL SWINGING SIGNS OR STRAIGHT SIGNS
THAT ARE IN THE PUBLIC RIGHT OF WAY AND TO LEAVE THEM WITH CHIEF CUMMINS. MAYOR FLOOD FURTHER
EXPLAINED THAT OUR ORDINANCE DOES NOT PERMIT ANY SWINGING SIGNS.
ATTORNEY MATTERS: CITY ATTORNEY KILBRIDE RECOMMENDED THAT THE COUNCIL NOT MOVE ON THE CHURCH OF
GOD'S REQUEST TO MAKE THE ALLEY WAY OFF STATE ROAD 512 ONE WAY UNTIL THE PLANNING & ZONING BOARD
DECIDE HOWMUCH ANDHOW THEY~TC--~~~Y WAY USAGE.
MAYOR FLOOD ASKED PERMISSION TO BRING TO ~H~ FLO~R ~ COPY OF DRAWINGSFROM GENERAL DEVELOPMENT
