Meeting was called to ~rder by Pres. J. R. Middleton. Roll call.

Visitors: Mr. Foster, Mr. Hardee, Mr. Letchworth, Mr. Stevenson, and Mr.
Webbe.
Minutes of last regular meeting were read and corrected on fixing
nineth street.
Work on Louisiana Ave. put off lndifinitely due ~o shortage of labor.
Clerk instructed to write J. L. Knight about old buiSding on Stand-
ard Oil Co. Property.
Councilman Sembler introduced the following ~esolution and moved its
adoption, to-wit:
'~WHEREAS, Miss R. Emma Logan has tendered her resignation as City
Clerk, City TaX ~ssess~r and CltyTaxCollector a~dtae
to be effective
immediately/and the Mayor of said. City has recommended Mable K. Holland for
appointmen~ of such offices; therefore,
BE IT RESOLVED that such resignation Sf Miss R. Emma Logan be and
it is herewith accepted and that· the officials of said City herewith express
tp Miss Logan their appreciation for the services she has rendered in such
offices.
BE IT I~H~ RESOLVED that Mable K. Holland be and she is herewith
appointed as City Clerk, City Tax Assessor and City Tax Collector of the City
of Sebastian, Florida and as the officer filling all other positions of said
City which are combined with maid positions.
The motion for adoption of the Resolution being duly seconded, the roll was
called and the ~esolutionWas unanimously adopted.

Resignation of Miss Logan was accepted and was made effective immediately.
Mable E. Holland ~as appointed and took .the Oath of Office as City Clerk
of Sebastian, Fla. Mottoh was ma~e ~by Councilman Turlington, duly seconded
by Councilman Bohannon that the City Clerk should fill out.all ~ecessary papers
to become a Notary Public.

Minutes of Meeting of City
Council of Sebastian, Fla.
April 2, 1946
The City Council of'the City of SebaStian met in regular session at
7:00 P. M. Apri.~ 2, 1946 in the City Hall. _Presen.t'.were Mayor Shafor, Council-
men Middleton, BOhannon, Sembler, Smi.~h ..and Turlington, Chief of .Police Holland
and Attorney Mitchell.
By reason of the absence of She City. Clerk.on account of illness the
reading of minute~ of the last meeting was deferred. ~
Councilman Turling%on reported on the unsanitary conditions existing
at the F. E. C. Railroad Section Houses, at .the S. A- Brasw. e!l~property occupied
by Mr. Flood and Mrs Lloyd and the Thompson property.. The 'CoUncil. instructed
that the Oity Clerk notify the owners of these properties and t'he persons occupy-
ing the same of the unsanitary condl&ions and that the marne mu~t be corredted
within' fifteen days next after the date of Such notification.
Upon motion by ~ounci!~man Sembler, seconded by Councilman Smith and
unamumo~sly adopted it was directed that the City correct the drainage across N
Central Ave.. nort~ of 1st S~n-eet and ~ the cost thereof.
Upon motion by Councilman Smith, seconded by Councilman Turling~on ~nd
unanimously adopted the appropriate officials of the City were authorized to
purchase from indian River County lots 12 to l~ inc. in Block ~ of A. G. Rose,s
~ubdivision and lots 1 to 4 in W. A. Martins S/D.
The bill of R. E. Turlington in the amount of $44.68 was approved for
payment upon motion by Councilman Sembler and seconded by Councilman Smith~ and
adopted.
A. discussion was. had with reference to the provision of colored rest
rooms in the City and the matter was referred to the Sanitary Committee for
investigation and report.
There being no further business the meeting was then duly adjourned.
