REGULAR COUNCIL MEETING - MARCH 19, 1980
MEETING WAS CALLED TO ORDER BY MAYOR PAT FLOOD, JR. AT 7:00 P.M.
PRESENT: COUNCILMEN EVERETT T. GASS AND FRANK J. OBERBECK, COUNCILWOMAN DOROTHY W. MC KINLEY, MAYOR
PAT FLOOD, JR. AND CITY ATTORNEY DANIEL M. KILBRIDE, JR.
ABSENT: VICE MAYOR LEWIS GRAY.
MR. JACK KOWN, A REPRESENTATIVE OF PRUDENTIAL INSURANCE COMPANY, EXPLAINED TO THE COUNCIL WHY THEY HAD
SUGGESTED THAT THE CITY AVAIL ITSELF OF THE SERVICES OF HOLBROOK AND ASSOCIATES TO TAKE CARE OF THE
ADMINISTRATIVE PART OF OUR PENSION PLAN. PRUCO SERVICES, WHICH IS A PART OF PRUDENTIAL, HAS INCREASED
THEIR ADMINISTRATIVE COSTS TO $1,100. SINCE OURS IS A SIMPLE PLAN TO HANDLE, HOLBROOK WILL DO IT AT A
MAXIMUM COST OF $500. THE COUNCIL DISCUSSED WHETHER OR NOT THIS COULD BE DONE BY OUR BOOKKEEPER. MAYOR
FLOOD WAS OF THE OPINION THAT FOR THIS YEAR IT MIGHT BE BETTER TO GO WITH HOLBROOK UNTIL THE BOOKKEEPER
CAN FAMILIARIZE HIMSELF WITH ALL THE FORMS THAT HAVE TO BE FILED.
MOTION BY COUNCILMAN OBERBECK, SECONDED BY COUNCILMAN GASS, TO EMPLOY THE SERVICES OF HOLBROOK AND
ASSOCIATES FOR ONE YEAR. CARRIED.
MR. JOHN HOLDER, MARTIN LANE, WANTED TO KNOW IF ANYTHING HAD BEEN RESOLVED WITH REGARD TO HIS PROBLEM WITH
EARMAN OIL COMPANY. MR. KILBRIDE STATED HE HAD NOT YET BEEN ABLE TO CONTACT MR. EARMAN AND MAYOR FLOOD
PROMISED TO ASK MR. EARMAN TO CALL MR. HOLDER.
MR. CRAGG ASKED IF ANYTHING MORE HAD BEEN HEARD ABOUT THE AUDIT. MAYOR FLOOD INFORMED HIM THAT IT HAD
BEEN PROMISED TO US BY MARCH 28TH.

SPRAYED. MAYOR FLOOD STATED THAT TWO LETTERS OF PROTEST HAD BEEN RECEIVED, BUT APPARENTLY THE MAJORITY
OF THE PEOPLE DID NOT OBJECT, SO WE WILL CONTINUE WITH OUR PLAN TO SPRAY, BUT WILL NOT SPRAY IN THE

MR. KILBRIDE READ IN ITS ENTIRETY A RESOLUTION AMENDING THE BUDGET FOR THE CITY OF SEBASTIAN FOR THE
FISCAL YEAR 1979-80. - $35,000. FROM THE SINKING FUND TRANSFERRED TO THE GENERAL FUND FOR THE CONSTRUC-
TION OF THE NEW CITY HALL ANNEX; $19,000. FROM THE SINKING FUND TO THE GENERAL FUND FOR STREET DEPART-
MENT EXPENDITURES; TRANSFER OF APPROXIMATELY $29,943., THE CURRENT PRINCIPAL BALANCE OF THE ROAD
MAINTENANCE FUND, TO THE GENERAL FUND FOR EXPENDITURES BY THE STREET DEPARTMENT.
MOTION BY COUNCILWOMAN MC KINLEY, SECONDED BY COUNCILMAN GASS, TO APPROVE A RESOLUTION AMENDING THE
BUDGET FOR THE CITY OF SEBASTIAN FOR THE FISCAL YEAR 1979-80.

MAYOR FLOOD STATED THAT THE COUNTY LITTER OFFICER HAS ADVISED THAT THE CITY CAN NO LONGER DUMP GARBAGE
AT ROSELAND DUMP. MAYOR FLOOD ADDED THAT MOST OF THE GARBAGE IS ACCUMULATED FROM THE CONGREGATE MEALS
PROGRAM, A SERVICE WHICH IS PROVIDED NOT JUST TO THE CITIZENS OF SEBASTIAN, BUT TO RESIDENTS OF THE
SURROUNDING COUNTY ALSO. HE FEELS THAT THE MEALS WILL HAVE TO BE DISCONTINUED IF THE GARBAGE CANNOT
BE DISPOSED OF AT ROSELAND. MAYOR FLOOD IS GOING TO REQUEST THAT HE BE PLACED ON THE AGENDA AT THE
COUNTY COMMISSIONERS' MEETING TO DISCUSS THIS MATTER. ALSO, HE BELIEVES THE NORTH END OF THE COUNTY -
FELLSMERE, ROSELAND, SEBASTIAN - SHOULD GET TOGETHER TO DISCUSS HAVING A LAND FILL IN THE AREA.
MAYOR FLOOD REPORTED THAT HE HAS LEARNED THAT THE BOARD OF COUNTY COMMISSIONERS HAS ASKED THE COUNTY
PLANNING BOARD TO CHECK TO SEE WHAT KIND OF PROBLEMS HAVE BEEN CREATED BECAUSE OF THE ANNEXATION OF THE
NELSON HYATT PROPERTY AND THE A. A. BERRY SUBDIVISION, FLEMING GRANT, (GENERAL DEVELOPMENT CORPORATION).
THERE SEEMS TO BE A QUESTION OF OUR ABILITY TO PROVIDE WATER AND SEWERAGE, WHICH THE COUNTY IS NOT ABLE
TO DO AT THIS TIME, EITHER. MAYOR FLOOD IS FEARFUL THIS MATTER MAY END UP IN COURT, BUT WONDERS WHY
NOTHING WAS HEARD FROM THE COMMISSIONERS DURING THE ANNEXATION PROCEDURE.

PARK A TRAILER FOR 90 DAYS ON MIDVALE TERRACE, LOT 28, BLOCK 391, SEBASTIAN HIGHLANDS. CARRIED.
MOTION BY COUNCILMAN OBERBECK, SECONDED BY COUNCILMAN GASS, TO ADOPT A RESOLUTION COVERING THE STANDING
COMMITTEES FOR 1980-81. CARRIED.
MOTION BY COUNCILWOMAN MC KINLEY, SECONDED BY COUNCILMAN GASS, TO PERMIT LEO WASSET TO SERVE ALCOHOLIC
BEVERAGES AT A PRIVATE PARTY AT THE SOCIAL CENTER ON MARCH 21ST. CARRIED.
THE CITY CLERK READ A LETTER FROM MR. AND MRS. W. EDWARDS COMPLAINING ABOUT A DIRTY MESS AND A DISGRACE
OF A HOUSE ON THE CORNER OF LIME AND S.W. TOLEDO STREET, WHICH IS NEAR TWO LOTS THEY OWN ON EASY STREET.
MR. AND MRS. ELMER STOKES, THE OWNERS OF THE HOUSE, WERE NOT PRESENT WHEN THE LETTER WAS READ, BUT CAME
IN TO THE MEETING LATER. THEY WERE AWARE THAT THE LETTER HAD BEEN READ AND ASKED IF TtIEY COULD READ IT
AND WHAT ACTION HAD BEEN TAKEN. MAYOR FLOOD INFORMED THEM THAT NO ACTION HAD BEEN TAKEN. IT WAS JUST
READ AS A MATTER OF CORRESPONDENCE. MR. STOKES FELT HE SHOULD HAVE BEEN NOTIFIED AND MR. KILBRIDE EX-
PLAINED THAT IT IS THE CUSTOM OF THE COUNCIL TO READ ALL CORRESPONDENCE RECEIVED WITHOUT NOTIFYING ANY-
ONE iNVOLVED.
MR. JOSEPH BARBOLINE, 182 COLUMBUS STREET, COMPLAINED THAT HIS AREA IS NOTHING BUT A DUST BOWL AND WANTED
TO KNOW WHAT COULD BE DONE TO REMEDY THE SITUATION.
MOTION BY COUNCILWOMAN MC KINLEY, SECONDED BY COUNCILMAN OBERBECK, TO SPEND UP TO $2,500 TO SAND SEAL
PART OF COLUMBUS STREET AND TO PUT OUT A BID FOR THE SAND SEALING OF VARIOUS OTHER STREETS IN UNIT 1.
