0ontinuation of adjourned regular meetings of March 12th and 16th.~were adjourned
for lack of quorum.
Meeting was called to order by President Pro-Tem Nash.
Those present were Mayor Boone, Councilman Channell, Councilman DeOristofaro,
President Pro-tem Nash.
Mayor Boone read resolution to eliminate future misunderstandings pertaining to
adjourned meetings as to procedure for filling the chair in the absence of the President
or President Pro-tem. This resolution died for lace of a motion.
Minutes were approved as read.
Bills in the amount of $1820.87 were read and approved for payment with the
exception of $103.65 to Protane Corp. for a leaf burner. Councilman DeCristo2aro made
a motion and Councilman Channell seconded that these bills be paid.
Councilman Channell asked for a report from Airport Commission. Col. Jordan
recommended the following commission to the council for approval: George B. Thomas,
Lloyd B. Harrison, Jack Vickers, A. T. Jordan. Council approved this commission and
Councilman DeOristofaro moved and Councilman Channell seconded. Carried.

Motion was made by Councilman Channell to withdraw from the table/pertaining to
the sale of city property to Protane Corporation. Motion was seconded by Councilman
DeCristol~aro and carried.
Councilman De~,ristofaro moved to refuse the offer of Protane Corp. to purchase
city property. Seconded by Councilman Channell. Carried.
Councilman Channell m~ved that the ~inance Committee be given the authority to
hire help when needed iN the city can afford it and this authority to expire election
day, December 1962. Seconded by Councilman DeOristofaro. Carried.
Councilman Channell gave a report on sanitation.
Councilman Channell moved that suitable signs be posted at swimming lake at inter-
section of Lake Drive and Easy Street,warning signs to read that water is unsafe for
swimming. Seconded by Councilman DeOristofaro. Carried.
Councilman Channell moved that City Clerk be instructed to prepare a letter to
the city attorney requesting full information as to present ownership of swimming lake,
recreation area and streets, as called for in performance bonds from General Development
Corporation to the City of Sebastian. Seconded by Councilman DeOristofaro. Carried.
Councilman Channell moved th~ the council express at this time their favorable
consideration o~including in the budget for fiscal year 1~62-63 the sum of $340.00 to
defray~o~ merez~Han half o~the cost of adding garage for use of fire de artment at
southwest corner of City Hall building and the fire department is authorized to immedi-
ately start construction of this building on city property. Seconded by Councilman
DeCristofaro. Carried.
Resignation of Council President Sembler read. Motion made by Councilman DeOristo-
faro to accept with deep regret Councilman Sembler's resignation. Seconded by Council-
man Channell. Carried.
Oouncilman 0hannell moved that Mayor Boone be appointed a committee of one to
draw up a re~01u~iton on behalf of the city council and all citizens of Sebastian
thanking Mr. Sembler for his long years of faithful service to the city. Seconded by
Councilman D~0ristofaro. Oarried.
Councilman De0ristofaro moved to appoint Jackson Leonardy to fill out the unfinished
term of Councilman Sembler. Seconded by Councilman Channell. Carried.
At this time Mr. Leonardy was sworn in by MayorBoone during a ten minute recess.
Councilman DeCristofaro moved to appoint Councilman Channell as president of the
city council. Seconded by Councilman Leonardy. Motion later withdrawn. No action taken.
Resignation of City Clerk was v,~ad by President Pro-tem Mash. Motion made by
Councilman DeOristofaro that Mrs. Edenfield's resignation be accepted upon completion
of books being audited and that authority is given to call the auditors. Request for
audit of books was included in Mrs. Edenfield,s resignation. Seconded by Oouncilman
Leonardy. Carried.
Councilman Channell moved that Col. A. T. Jordan be appointed Assistant City
Clerk until the completion of the audit at which time he would automatically
become City Clerk. Seconded by Councilman Leonardy. Carried.
Col. Jordan requested that this matter be investigated more thoroughly
before final decision. Cou~cilman Channell, with the approval of Councilman
Leonardy who had seconded the previous motion withdrew this motion and substituted
the following motion: That th~ city council appoint Col. A. T. Jordan as
Assistant City Clerk pending completion of the audit of the citie's books, at
which time the resignation of Mrs. Edenfield would become final and a special
meeting be called to elect a permanent City Clerk. Seconded by Councilman
Leonardy. Carried.
Councilman Channell moved that the City,Clerk be instructed to advertise
in both the Vero Beach and Melbourne papers for a period of two weeks that the
City of Sebastian was accepting applications for the position of City Clerk,
City of Sebastian. Seconded by Councilman Leonardy. Carried.
Councilman Channell made a motion to have Col. Jordan report at 8:30 A.M.
March 21st to the Oity Hall L~ehding his possible appointment as City Clerk.
Seconded by Councilman Leonardy. Carried.
At this time Col. Jordan stated that he would be glad to donate his time
to the City of Sebastian during this tr~usition period.
Col. Jordan requested explicit instructions from the city council as to
what was expected of him. The council instructed Col. Jordan to report to City
Hall at 8:30 A.M., March 21st to learn as much as possible about the City Clerk's
duties during the remaining tenure of Mrs. Edenfield.
Councilman Leonardy moved that the Police Dept. be given the sum of $50.00
to help defray Police School expenses. Seconded by Councilman DeCristofaro.
Carried.
Councilman DeOristofaro moved to adjourn.
Carried.
