PUBLIC HEARING, MONDAY, MARCH 20, 1978, 7:00 P.M.
THE PUBLIC HEARING WAS CALLED BY MAYOR PAT FLOOD, JR. , FOR THE PURPOSE OF DISCUSSING RURAL
SANITATION TRASH PICK UP SERVICE.
MAYOR FLOOD STATED THAT A NUMBER OF RESIDENTS HAVE COMPLAINED THAT ALL OF THEIR GARBAGE AND
TRASH IS NOT BEING PICKED UP, ESPECIALLY THE GRASS CUTTINGS. HE ASKED MR. FRYER OF RURAL
SANITATION SERVICE TO PRESENT HIS SIDE OF THE STORY, AFTER WHICH QUESTIONS FROM THE AUDIENCE
WOULD BE ANSWERED. MAYOR FLOOD ALSO ASKED MR. FRYER TO EXPLAIN THE ARTICLE IN THE MARCH 20
ISSUE OF "TODAY" NEWSPAPER WITH REFERENCE TO THE PROPOSED RATE INCREASE FOR RESIDENTIAL CUSTOMERS.
MR. FRYER EXPLAINED THAT ABOUT FIVE YEARS AGO HE HAD 400 CUSTOMERS IN SEBASTIAN. NOW, iN SPITE OF
THE GROWTH OF THE CITY, HE HAS ONLY 386 CUSTOMERS, BUT PICKS UP TWICE AS MUCH GARBAGE LOAD WISE.
FROM PERSONAL OBSERVATIONS AND HEARSAY, PEOPLE ARE COMBINING THEIR GARBAGE. HE STATED IT IS NOT
THE GARBAGE THAT BOOSTS THE WEIGHT; IT IS THE GRASS CUTTINGS, ETC., AND THEY CANNOT PICK UP ANY
MORE. DESPITE THE STATEMENT IN THE NEWSPAPER, MR. FRYER DOES NOT CONTEMPLATE A RATE INCREASE AT
THIS TIME, BUT WOULD PREFER THAT PEOPLE CUT DOWN ON THE AMOUNT OF BRUSH AND GRASS THAT IS PUT OUT.
HE DID NOT THINK IT WAS POSSIBLE FOR LEGITIMATE CUSTOMERS TO HAVE FROM 6 TO 8 BAGS.
MR. FRYER ALgO STIPULATED THAT BUNDLES SHOULD NOT BE LONGER THAN 3 FEET. THIS RULE IS VIOLATED
WHEN PEOPLE PUT OUT PALM FRONDS, BUT THEY ARE STILL PICKED UP EVEN THOUGH THEY ARE NOT BUNDLED.
COUNCILMAN GASS ASKED IF HE WOULD BE AGREEABLE TO PICKING UP A MAXIMUM OF 4 CANS. MR. FRYER
REPLIED THAT THERE IS NO LIMITATION ON GARBAGE. 3 OR 4 CANS OF GARBAGE IS ALL RIGHT.
VICE MAYOR GRAY INQUIRED AS TO WHAT THE FRANCHISE CALLED FOR AND MR. FRYER SAID IT CALLS FOR THEM
TO PICK UP EVERYTHING, BUT HE DID NOT WANT TO GET IN~D THE TERMINOLOGY OF THE FRANCHISE AT THAT TIME.
TRIAL PERIOD PRIOR TO ESTABLISHING PrRMANENI FEES BASE~ O~ THE OVERALL COSTS OF THE LANDFILL
PROGRAM, AND IT WAS MR. VOCELLE'S RECd~ENDATION gHAT ~ LIMITATION OF 2 BAGS OF GRASS SHOULD BE
PERMITTED BY THE CITY COUNCIL DURI~ T__RIAL P._.ERIOD.~
MR. HARRY PERKINS, 885 SCHUMANN DRIVE, STATED HE HAS A 100 FOOT SQUARE LOT AND EXCEPT DURING COLD
WEATHER, HE HAS 3 TO 5 CANS OF GRASS A WEE/K~A~ ~ OF 2 OR 3 BAGS IS NOT SUFFICIENT. MR. FRYER
RESPONDED THAT IT IS NOT THE CUSTOMER WHO H~%g ~ CAVE, ONCE IN A WHILE THAT CONCERNS HIM; IT IS THE
10 TO 12 BAGS THAT SOME PEOPLE PUT OUT WHICH TWEY mE TRYING TO STOP. HE FELT TOO MANY PEOPLE
ARE GETTING FREE GARBAGE SERVICE. ~
MRS. LOSINSKI AND MR. DURYEA, ORANGE HEIG~MA_~KED THAT ORDINARILY THEY HAVE VERY LITTLE
GARBAGE AND GRASS CUTTINGS, BUT RECENTLY THEY HAVE BEEN CLEANING UP THEIR YARDS AND HAVE MORE
TRASH THAN USUAL.
THE FOLLOWING MEMBERS OF THE AUDIENCE ALSO MADE COMMENTS: H. D. PERKINS, MRS. HENRY, CATHERINE
LOSINSKI, MR. DURYEA, MR. CLARENDON, MANUEL COREY, VIVIAN HASSON, JOHN BOUCHER, CARL SMITH,
HAZEL HEBSACKER.
MR. FRYER SUGGESTED THAT THE CITY COUNCIL COMMUNICATE WITH MR. NEIL NELSON, INDIAN RIVER COUNTY
ROAD AND BRIDGE DEPARTMENT. MR. NELSON HAS TALKED TO VARIOUS AUTHORITIES IN THE STATE ABOUT
MANDATORY PICK UP.
MAYOR FLOOD SUGGESTED ESTABLISHING A COMMITTEE, ALONG WITH CITIZENS, TO LOOK INTO THIS AND REPORT
BACK AT THE NEXT COUNCIL MEETING ON APRIL 10. COUNCILMAN HOOSE VOLUNTEERED TO BE ON THE COMMITTEE.
MAYOR FLOOD WILL LOOK INTO THE POSSIBILITY OF USING A LANDFILL BEHIND THE SEBASTIAN AIRPORT FOR
TRASH ONLY.

PRESENT: VICE MAYOR LEWIS GRAY, COUNCILMEN EVERETT T. GASS, JOHN R. JOACHIM AND CLIFFORD HOOSE,
MAYOR PAT FLOOD, JR.
MAYOR FLOOD REQUESTED PERMISSION OF THE COUNCIL TO DISCUSS THE TRANSFER OF $20,000. FROM SURPLUS
FUNDS TO BE USED FOR RESURFACING ROADS.
MOTION BY VICE MAYOR GRAY, SECONDED BY COUNCILMAN JOACHIM, TO GRANT PERMISSION TO DISCUSS THE
TRANSFER OF SAID FUNDS. CARRIED.
MAYOR FLOOD INDICATED HE HAD TALKED TO MR. DICKERSON AND THE PAVING OF WASHINGTON, HARRISON, PARK
AND OAK STREETS WILL BEGIN WITHIN THE NEXT COUPLE OF WEEKS. HE ASKED THE COUNCIL, AS A MATTER
OF RECORD, TO APPROVE THE UTILIZATION OF THE $20,000. FOR RESURFACING ROADS.
MOTION BY COUNCILMAN JOACHIM, SECONDED BY COUNCILMAN HOOSE, TO APPROVE THE UTILIZATION OF THE
$20,000. TO RESURFACE STREETS. CARRIED.
VICE MAYOR GRAY SAID HE WOULD LIKE TO SEE THE ENTIRE SECTION OF MAIN STREET PAVED NEXT, STARTING
AT THE SCHOOL TO THE ENTRANCE TO THE HIGHLANDS. EVERYONE AGREED THAT THIS SHOULD HAVE PRIORITY.
MAYOR FLOOD STATED HE WILL BE GOING OVER THE BUDGET SOON AND IF THE MONEY IS AVAILABLE, THIS
SHOULD BE DONE. VICE MAYOR GRAY SUGGESTED MR. DICKERSON LOOK AT THAT SECTION TO GET AN IDEA
OF THE COST SO PLANS CAN BE MADE. HE FELT THE ROAD SHOULD BE DONE BEFORE THE START OF SCHOOL
NEXT YEAR.
