GENE HARRIS COUNCILMAN RICHARD SZELUGA COUNCILMAN KENNETH ROTH COUNCILMAN PETER VALLONE MAYOR JIM GALLAGHER CITY ATTORNEY TOM PALMER MAYOR GALLAGHER ANNOUNCED THAT CITY HALL WILL BE RECEIVING A COMMUNITY APPEARANCE AWARD FOR THE RENOVATION OF THE CITY HALL BUILDING, FROM THE SEBASTIAN CHAMBER OF COMMERCE. MAYOR GALLAGHER ANNOUNCED THAT SATURDAY, MARCH 23, 1985, IS FELLSMERE DAY. VICE MAYOR HARRIS AND COUNCILMAN VALLONE STATED THAT THEY WOULD BE ATTENDING. MAYOR GALLAGHER ANNOUNCED THAT THE FIRST INDIAN RIVER COUNTY OPEN, GOLF TOURNAMENT, WILL BE HELD SATURDAY MARCH 23, 1985 AND SUNDAY, MARCH 24, 1985 AT THE SEBASTIAN MUNICIPAL GOLF COURSE. MAYOR GALLAGHER PRESENTED DEPUTY CITY CLERK WITH AN AWARD OF APPRECIATION FOR THE OUTSTANDING JOB SHE PERFORMED WHILE TAKING OVER THE RESPONSIBILITY OF THE CITY CLERK'S OFFICE DURING THE ABSENCE OF CITY CLERK, DEBORAH KRAGES. MOTION BY VICE MAYOR HARRIS, SECONDED BY COUNCILMAN VALLONE, TO MAKE THIS ITEM, REGARDING THE GOLF PROFESSIONAL, A NEW ITEM UNDER NEW BUSINESS. MOTION NOT CARRIED. COUNCILMAN ROTH VOTED NAY. MAYOR GALLAGHER REPORTED THAT THE PART TIME GOLF PROFESSIONAL POSITION WILL BE DISCUSSED AT THE MAY, 1985 WORKSHOP. CITY COUNCIL MATTERS: COUNCILMAN ROTH REQUESTED THAT THE COUNCIL CONFIRM BY MOTION, HIS CONTINUING ON AS A LIAISON BETWEEN THE GOLF COURSE OPERATION AND THE CITY OF SEBASTIAN. MOTION BY COUNCILMAN SZELUGA, SECONDED BY VICE MAYOR HARRIS, TO CHANGE NEW BUSINESS AGENDA THIS EVENING AND TO ALLOW THE COUNCIL TO DETERMINE COUNCILMAN ROTH'S LIAISON POSITION AT THE GOLF COURSE. MOTION NOT CARRIED. COUNCILMAN ROTH VOTED NAY. COUNCILMAN ROTH RECOMMENDED THAT ALL MAJOR VENDORS OF THE CITY BE NOTIFIED BY MAIL, THAT THE CITY OF SEBASTIAN WILL NOT PAY A BILL OVER $100.00 WITHOUT A PURCHASE ORDER. MINUTES REGULAR COUNCIL MEETING MARCH 20, 1985 CITY ATTORNEY MATTERS: ATTORNEY PALMER REPORTED THAT IN ORDER TO RATIFY THE COLLECTIVE BARGAINING AGREEMENT, BETWEEN THE C.W.A. AND THE CITY OF SEBASTIAN, THE STANDARD OPERATING PROCEDURES NEED TO BE IN LINE WITH THE COLLECTIVE BARGAINING AGREEMENT IN AREAS OF CONFLICT AND THAT HE iS PRESENTLY WORKING ON THE ORDINANCE CHANGE, NEW BUSINESS ATTORNEY PALMER READ FOR THE FIRST TIME, BY TITLE ONLY, AN ORDINANCE OF THE CITY OF SEBASTIAN, FLORIDA, ANNEXING A PORTION OF THE SOUTHWEST QUARTER OF SECTION 6, TOWNSHIP 31 SOUTH, RANGE 38 EAST, LYING SOUTH OF THE UNITED STATES POST OFFICE ON MAIN STREET AND SOUTH OF GOVERNMENT LOT 3, CONSISTING OF 1.39 ACRES, MORE OR LESS; PROVIDING AN EFFECTIVE DATE. MAYOR GALLAGHER COMMENTED THAT THE PLANNING AND ZONING COMMISSION APPROVED AND RECOMMENDED THIS ANNEXATION, BY THEIR LETTER OF 2/8/85. JOHN VAN ANTWERP, AIRPORT MANAGER, REPORTED THAT IT WAS THE RECOMMENDATION OF THE AIRPORT BOARD THAT A MAXIMUM FEE OF $15.00 PER MONTH BE CHARGED FOR AIRCRAFT PARKING, SINCE OTHER LOCAL AIRPORTS HAVE SUPERIOR SECURITY AND OTHER SERVICES, THE CITY DOES NOT PROVIDE. MAYOR GALLAGHER FELT THAT THE $30.00 FEE PROPOSED WAS ADEQUATE, SINCE THE CITY NEEDS THE ADDITIONAL REVENUE. COUNCILMAN VALLONE AND COUNCILMAN SZELUGA WERE IN AGREEMENT WITH THE AIRPORT BOARD'S RECOMMEND- ATION, THAT THE FEE BE RAISED TO $15.00 PER MONTH. MOTION BY COUNCILMAN VALLONE, SECONDED BY COUNCILMAN SZELUGA, TO AMEND THE DOLLAR FIGURE iN THE RESOLUTION OF AIRPORT FIELD RULES, TO $15.00 PER MONTH.
