Re: CRA Septic to Sewer Conversion Project
Dear Chairman Flescher and County Commissioners,
As the Board is aware, the Sebastian City Council and Indian River County Board of County
Commissioners (BOCC) entered into an Interlocal Agreement (ILA) in 1995 relating to water
and wastewater. Under the terms of the transfer, Indian River County BOCC and the City of
Sebastian undertook certain responsibilities relating to the future provision of water and
wastewater after the transfer of systems.
While the Indian River County BOCC has previously confirmed a commitment to use operating
revenues to partner on a project for public infrastructure within the City's existing CRA area, the
Sebastian City Council is seeking to further outline the responsibilities of our respective
jurisdictions in an effort to move this project forward. Toward that end, the Sebastian City
Council is seeking clarification/confirmation of the below referenced matters with respect to the
proposed funding of the public infrastructure within the City's existing CRA area:
1) The Indian River County BOCC will cover the costs for project management,
construction, and other related services; and
2) The City of Sebastian will cover the costs of the material related to the project in an
amount not to exceed $100,000.00; and
3) The City of Sebastian will assist the Indian River County BOCC with communication to
residents in which easements are needed to complete the project; and
4) Any easements obtained will be paid for by the Indian River County BOCC and will be
owned by the Indian River County BOCC; and
5) City of Sebastian property owners/residents will not be assessed for this infrastructure
installation; and
6) The City of Sebastian seeks to have the City of Sebastian establish definitive timelines
for: (1) work start; and (2) completion date; and

7) The City of Sebastian seeks to enter a Memorandum of Understanding with the Indian
River County BOCC as soon as possible and has directed Staff to work with Indian River
County BOCC on this to the extent needed.
We thank you for your continued cooperation in this matter and on behalf of the Sebastian City
Council, we look forward to working through this matter with the BOCC as it is a matter of joint
concern and in the public interests of our citizens. Please advise at your earliest convenience.
