General Development Corp., a Florida corporation, whose address
and principal place of business is 2818 Coral Way, Miami, Florida, herewith
respectfully petitions the City of Sebastian to annex by ordinance of the City
into the corporate limits of the City of Sebastian all of the following described
property, citilA*PO in Indian River County, Flckrbla,, lying contiguous to the
City of SehgotOr as follows, to -wit:
All of Section 1, Township 31 South, Range 38 Fast, less
however:
(a) Deed to Trustees of Colored Baptist Church, Deed
Book 5, page 454:
Begin at a point 4.52 chains South and 8: 93 chains West
of the Northeast corner of Northeast quarter of South-
east quarter in Section 1, Township 31 South, Range 38
Fast, run South 100 feet; thence Fast 100 feet; thence
North 100 feet; thence West 100 feet to the point of
beginning.
(b) Deed to S. A. Braswell, Deed Book 54, page 212,
St. Lucie County records;
Beginning 4533 1/2 feet South of the Northeast corner of
the So1�*hPaofi quarter of Section 1, Township 31 South,

the Trans Florida Railroad; ALSO,
All of the Northeast quarter of Section 14, Township
31 South, Range 38 East, less, however, that part of
the Northwest quarter of the Northeast rp rtev of
Section 14, lying Vest of the Roseland Road.
This Petition is based upon the assumption that the following
Items are acceptable and agreeable to the City and that they will be carried
out and performed by both the City and General Development Corp, as
follows, to -wit:
1. That the City will adopt an ordinance declaring its intpnrinn
to incorporate the lands in the City. That the ordinance will then be pub-
lished for thirty days as required by law and after such piiblir.Arinn, the
City will then adopt an ordinance incorporating this area into the corporate
limits of the City.
2. That the City approves the tentative overall plat of Sebastian
Highlands Subdivision, which is the proposed layout of the subdivision of the
properties described above and the City agrees to accept and approve sub-
division plats of all or parts of the same in accordance with said plan as
the same are presented to the City,
3. General Development Corp, understands that there is no
overall comps-" Aro4ve zoning presently existing in the City of Sebastian and
that it, is agreed that should zoning be placed into effect by the City as to the
lands described above, such zoning will permit the development of the area
ashy been planned and discussed with the City.,�

4, Thattarea to be ncorporated will be assessed on the tax
roils of the City as acreage and such acreage assessment will enrOlmilo- even
after the platting and subdividing of said lands In accordance with the Rose
Act.

5. That General Development Corp. will, in its plat, dedicate
as public parks the area shown upon the proposed plan as parks.
6. General Development Corp. expects to purchase I50 feet of
property in the City of Sebastian located between U. S. Highway No. 1 and
the Indian lover. The corporation will convey this parcel to the City with
the understanding that the City will make application to and purchase from
the Trustees of the Internal Improvement Fund of the State of Florida sub-®

merged lands lying opposite thereto extending ouytAA-�+t.Vrhe corporation
will pay to the City the cost of such purchase and in exchange for a lease on
the entire property for 25 years. The corporation will agree to bulkhead
and fill said property and develop the same as a yacht basin, boat launching
site and similar fa(,>>;t"PC for the use and benefit of all of the property of
Sebastian Highlands, with the provision that pending completion of the
development and pending completion, of the sale of said property, the cor-
poration will maintain a sales office on this site. At the end of the 25 years,
this lease will termin?*P and the site will become a public park.

appreciate the fact that this is a project that should be of mutual benefit to
all concerned and that you will welcome us in the City.
