PRESENT: VICE MAYOR ROBERT FITZMAURICE, COUNCILMAN JAMES GALLAGHER, COUNCILWOMAN DOROTHY MCKINLEY, CITY ATTORNEY DANIEL KILBRIDE, AND MAYOR PAT FLOOD, JR. ATTORNEY KILBRIDE READ FOR THE SECOND TIME BY TITLE ONLY AN ORDINANCE OF THE CITY OF SEBASTIAN AMENDING SECTION 2.05 OF THE CHARTER OF THE CITY OF SEBASTIAN BY INCREASING THE MAYOR'S COMPENSATION $20,400.00 PER ANNUM; PROVIDING FOR A REFERENDUM VOTE ON SAID AMENDMENT; STATING A SEVERABI£ITY CLAUSE; ESTABLISHING AN EFFECTIVE DATE. MOTION BY COUNCILMAN GALLAGHER, SECONDED BY VICE MAYOR FITZMAURICE, TO ACCEPT THE SECOND READING BY TITLE ONLY OF AN ORDINANCE OF THE CITY OF SEBASTIAN AMENDING SECTION 2.05 OF THE CHARTER OF THE CITY OF SEBASTIAN BY INCREASING THE MAYOR'S COMPENSATION TO $20,400.00 PER ANNUM; PROVIDING FOR A REFERENDUM VOTE ON SAID AMENDMENT; STATING A SEVERABILITY CLAUSE; ESTABLISHING AN EFFECTIVE DATE. ATTORNEY KILBRIDE READ IN ITS ENTIRETY A RESOLUTION OF THE CITY OF SEBASTIAN, FLORIDA, SUBMITTING TO THE ELECTORS OF SAID CITY A PROPOSED AMENDMENT TO SECTION 2.05 OF THE CHARTER OF THE CITY OF SEBASTIAN BY INCREASING THE SALARY OF THE MAYOR TO $20,400.00 PER ANNUM. MOTION BY COUNCILMAN GALLAGHER, SECONDED BY COUNCILWOMAN MCKINLEY, TO ADOPT A RESOLUTION OF THE CITY OF SEBASTIAN, FLORIDA, SUBMITTING TO THE ELECTORS OF SAID CITY A PROPOSED AMENDMENT TO SECTION 2.05 OF THE CHARTER OF THE CITY OF SEBASTIAN BY INCREASING THE SALARY OF THE MAYOR TO $20,400.00 PER ANNUM. ROLL CALL VOTE: A YES: VICE MAYOR FITZMAURICE COUNCILWOMAN MCKINLEY COUNCILMAN GAL£AGHER MAYOR FLOOD NAYS: NONE MOTION CARRIED. AFTER ATTORNEY KILBRIDE READ THE OFFICIAL BALLOT IN ITS ENTIRETY, FOR THE SPECIAL ELECTION TO BE HELD APRIL 12, 1983, IT WAS DETERMINED THAT CANDIDATE RICHARD SZELUGA DOES NOT USE A MIDDLE INITIAL AND THAT IT BE REMOVED. MOTION BY VICE MAYOR FITZMAURICE, SECONDED BY COUNCILMAN GALLAGHER, TO ADOPT THE OFFICIAL BALLOT AS AMENDED. ROLL CALL VOTE: A YES: VICE MAYOR FITZMAURICE COUNCILWOMAN MCKINLEY COUNCILMAN GALLAGHER MAYOR FLOOD MAYS: NONE MOTION CARRIED. SPECIAL COUNCIL MEETING MARCH 30, 1983 SINCE THE NORTH COUNTY RECREATION DEPARTMENT WILL BE SPONSORING A PONY LEAGUE BASEBALL PROGRAM FOR YOUNGSTERS BETWEEN 13 AND 15 YEARS OF AGE, RENE VAN DE VOORDE, CHAIRMAN, NORTH COUNTY RECREATION DEPARTMENT, REQUESTED PERMISSION TO USE THE BARBER STREET SOFTBALL FIELD AND LIGHTING ON TUESDAY AND THURSDAY EVENINGS, BEGINNING APRIL 5, 1983 THROUGH JUNE 2, 1983, FOR A TOTAL OF 9 WEEKS. COUNCILWOMAN MCKINLEY RECOMMENDED THAT THE CITY GO AHEAD AND ALLOW THE USE OF THE FIELD AND TO PAY THE LIGHTING COST FOR THIS LEAGUE, SINCE IT WILL BE A VERY MINIMAL AMOUNT. MOTION :BY COUNCILMAN GALLAGHER, SECONDED BY COUNCILWOMAN MCKINLEY, THAT THE NORTH INDIAN RIVER COUNTY RECREATION DEPARTMENT BE PERMITTED TO USE THE BARBER STREET BALL FIELD FOR A PONY LEAGUE BASEBALL PROGRAM FOR A PERIOD OF 9 WEEKS, BEGINNING APRIL 5, 1983 AND THAT THE CITY PICK UP THE COST OF THE LIGHTS. MOTION CARRIED. AFTER ~ DISCUSSION REGARDING THE TREASURE COAST SENIOR SERVICES CONGREGATE MEAL CONTRACT, MAYOR FLOOD INDICATED THAT THEY HAVE AGREED TO PAY $50.00 PER MONTH FOR THE COST OF THE UTILITIES. MOTION BY VICE MAYOR FITZMAURICE, SECONDED BY COUNCILWOMAN MCKINLEY, THAT WE APPROVE THE TREASURE COAST SENIOR SERVICES CONGREGATE MEAL CONTRACT. COUNCILMAN GALLAGHER WAS OF THE OPINION THAT A SPECIFIC TIME PERIOD BE SET IN THE CONGREGATE MEAL CONTRACT DEFINING EXACTLY WHAT AMOUNT OF TIME THE SEBASTIAN THAT THIS PROGRAM IS REGUL~_~E~ BY THE S~A~ BUT THAT HE WOULD WRITE A LETTER TO THE TREASURE COAST SENIOR SERgICES SPELL~Np OUT WHAT IS EXPECTED OF THEM AS FAR ROLL CALL VOTE: AY~W' V-I-CE MAYOR ~-~TZMAURICE COUNCILWOMAN MCKINLEY MAYS: CO~NiIL~N GALLAGHER MOTION CARRIED.
