MEETING WAS CALLED TO ORDER BY MAYOR PAT FLOOD, JR. AT 7:00 P.M.
PRESENT: VICE MAYOR EVERETT GASS, COUNCILMAN RICHARD VOTAPKA, COUNCILWOMAN FLORENCE PHELAN,
MAYOR PAT FLOOD, JR., CITY ATTORNEY DANIEL KILBRIDE.
ABSENT: COUNCILMAN FRANK OBERBECK (HOSPITALIZED)
MR. MOSIAN, GENERAL DEVELOPMENT CORPORATION, ADVISED THAT DOCUMENTATION HAD BEEN FORWARDED TO THE
DEPARTMENT OF ENVIROMENTALREGULATICNS THAT THEREQUIRED CONDITIONS HAD BEEN COMPLIED WITH IN CONNEC-
TION WITH THE WATER TREATMENT PLANT. IT WAS ANTICIPATED THAT A VERBAL RESPONSE WOULD BE RECEIVED
FROM THEM BY THE BEGINNING OF THE WEEK. MR. MOSIAN ASKED IF CERTIFICATES OF OCCUPANCY COULD BE OB-
TAINED FOR THE HOUSES NOW READY (70 TO 75) AND IT WAS AGREED THAT IF THE DEPARTMENT OF ENVIRONMENTAL
REGULATIO~SVE~IFIEDVERBALLY THEIR APPROVAL TO MAYOR FLOOD OR VICE MAYOR GASS, AND FOLLOW UP WITH A
LETTER, THE CERTIFICATES OF OCCUPANCY COULD BE ISSUED.
MR. ROBERT LLOYD, CITY ENGINEER, SUGGESTED THAT GENERAL DEVELOPMENT CORPORATION PACKAGE THE COST OF
THE PLANT AT THE TIME OF COMPLETION AND GIVE DOCUMENTATION TO THE CITY SO THAT THE COST CAN BE RE-
CORDED.
COUNCILMAN VOTAPKA ASKED FOR A DEFINITION OF AN "EXCLUSIVE" FRANCHISE. CITY ATTORNEY KILBRIDE EX-
PLAINED THAT THE EXCLUSIVE FRANCHISE IS IN THE AREAS DESIGNATED ON THE PLANS FOR UNITS 16 and 17.
MAYOR FLOOD ADDED THAT WITH THE EXCLUSIVE FRANCHISE WE CAN CONTROL GENERAL DEVELOPMENT CORPORATION.
MR. KILBRIDE WAS REQUESTED TO FURTHER DEFINE "EXCLUSIVE" AND BRING IT BACK TO THE NEXT MEETING.
A LENGTHY DISCUSSION FOLLOWED ON VARIOUS ASPECTS OF THE FRANCHISES.
A PUBLIC HEARING WAS SET FOR APRIL 22, 1981, TO DISCUSS THE FRANCHISES AGAIN.

THERE WAS A DISCUSSION ON THE APPOINTMENT~ T~.O~JARIOU~ COMMITTEES AND MAYOR FLOOD ASKED THAT THE COUN-
CIL REVIEW THEM AND IF ANY CHANGES WERE NE~ESS~R~_,~HEY COULD BE MADE AT THE NEXT MEETING.
THE GOLF COURSE FEES WERE SET AS FOLLOWS FCR THE R~IDENTS OF THE CITY: $200. INITIATION FEE, $300.
PER MEMBERSHIP PLUS $100. FOR THE FIRST F~M~I~Y/ MEMBER AND $50. FOR EACH ADDITIONAL FAMILY MEMBER.
NON-RESIDENTS WILL PAY $350. A DISCUSSiO~LO~MD REGARDING THE CITY RUNNING THE GOLF CART CON-
CESSION AND THE PRO SHOP.

(NATIONAL AIRPORT SYSTEMS PLAN). THIS PROGRAM MEANS, FOR EXAMPLE, ON A PERIMETER ROAD TO FENCE, NASP
WILL PAY 90%, THE STATE WILL PAY 5%, AND THE CITY WILL PAY 5%. IT WILL ALSO BE HELPFUL IN SETTING UP
INDUSTRIAL PARKS. MAYOR FLOOD ALSO REPORTED THAT A $30,000. GRANT HAS BEEN RECEIVED FROM THE STATE OF
FLORIDA FOR A MASTER STUDY AT THE AIRPORT. THIS IS PART OF MATCHING FUNDS. COUNCILMAN VOTAPKA ASKED
IF THEY WOULD PUT IN A SMALL SEWER AND WATER SYSTEM. MAYOR FLOOD INFORMED HIM THAT IN THE ORIGINAL
AGREEMENT WITH MR. KEPPLER, RIVER'S EDGE, THE AIRPORT COULD TIE INTO HIS SYSTEM PROVIDING THE CITY IN-
STALLED THE LINE.
MOTION BY VICE MAYOR GASS, SECONDED BY COUNCILWOMAN PHELAN, TO PERMIT THE SEBASTIAN RIVER WOMEN'S
BOWLING ASSOCIATION TO SERVE ALCOHOLIC BEVERAGES AT THE COMMUNITY CENTER ON APRIL 10, 1981. CARRIED
MR. ARTHUR MAYER OBJECTED TO THE MOVEMENT OF AN EASEMENT ON THE SOUTH SIDE OF LOT 2AND THE NORTH SIDE
OF LOT 3, BLOCK 4, UNIT 1, SEBASTIAN HIGHLANDS (MEYER) SINCE IT CAN ONLY BE MOVED 3'6". THIS WILL BE
DISCUSSED FURTHER AT THE WORKSHOP MEETING.
ViCE MAYOR GAgs REMINDED THE COUNCIL AND THE PUBLIC THAT LAS VEGAS NIGHT WILL BE THIS SATURDAY, APRIL
4, AT THE COMMUNITY CENTER, AND THEY ARE STILL LOOKING FOR VOLUNTEERS.
MAYOR FLOOD ADVISED THAT A PETITION HAD BEEN RECEIVED FROM JOEL R. MAGAZINE TO ANNEX THE EAST 375 FEET
OF THE NORTH 950 FEET OF THE NE 1/4 OF THE SW 1/4, SECTION 7, TOWNSHIP 31S, RANGE 39E, LYING SOUTH OF
FELLSMERE ROAD. THIS WILL BE TURNED OVER TO THE ZONING AND PLANNING COMMISSION FOR THEIR CONSIDERATION
AND MR. KILBRIDE WILL ALSO START THE USUAL PROCEDURE.
MAYOR FLOOD STATED THAT THERE IS A REAL PROBLEM IN THE AREA OF llTH STREET. THIS STREET WAS SUPPOSED
TO HAVE BEEN PAVED IN 1975 OR 1976, BUT 10TH STREET WAS DONE INSTEAD. MR. LLOYD HAS DONE THE ELEVAT-
IONS AND WILL COME TO THE NEXT MEETING TO REPORT THE APPROXIMATE COST. KENTUCKY FRIED CHICKEN OWNERS
SAID THEY WILL HELP THE CITY WITH COST OF REPARING THE U.S. 1 FRONTAGE IN THAT AREA.

MR. LLOYD ADVISED THAT THERE ARE POSSIBLE GRANTS AVAILABLE TO MUNICIPALITIES IN REGARD TO PLANNING
WASTE WATER SYSTEMS. A DISCUSSION FOLLOWED WITH MAYOR FLOOD REQUESTING MR. LLOYD TO CHECK INTO THIS
AND REPORT HIS FINDINGS.
COUNCILMAN VOTAPKA REQUESTED THAT A NO SMOKING SIGN BE PUT IN THE CITY COUNCIL MEETING ROOM DURING
MEETINGS AND ENFORCED. A DISCUSSION FOLLOWED AND MAYOR FLOOD REQUESTED MR. KILBRIDE TO LOOK INTO
THE MATTER AND REPORT BACK.
