Mayor Harris called the meeting to order at 7:00 P.M. 2. Councilman McCarthy led the Pledge of Allegiance. Invocation was given by Father Joseph LeSage - St. Sebastian Catholic Church 4. RQL_L_ C_ALL PRESENT: Vice Mayor Kenneth Roth Councilman Robert McCarthy Councilman George Metcalf Councilman Peter Vallone Mayor L. Gene Harris Attorney Thomas C. Palmer Mayor Harris announced the Planning and Zoning Commission meeting, April 2, 1987 at 7:00 P.M. A. Proclamation - American Home Week Attorney Palmer read the proclamation, proclaiming April 26-May 2, 1987, American Home Week. Mayor Harris presented the proclamation to Greg Golien. 6. ~QMMITTE~ ~RQ~ Councilman Vallone requested that Item 8) (A) (1)Q~Rik~ ~~~ funds for bid ~ ~ain-link feDce for ~9~9~9~ be postponed until the May 6, 1987, Workshop, when the Cemetery Sexton and City Engineer can be present. Councilman McCarthy requested that discussion on the North County Recreation programs using the Community Center and Yacht Club at no charge and the possibility of the City running the programs be placed on the April 8, 1987, Agenda. Mayor Harris requested that he get a memo from the Parks and Recreation Committee stating their recommendation. Mayor Harris opened the Introduction of Business from Public at 7:23 P.M. Dr. Beller discussed the City Manager and the Chief of Police's course in Public Administration. Arthur Lemier questioned what can be done about newspapers thrown on lawns and the City's policy on building streets at the proposed high school. Mayor Harris said the City has not adopted any policy on these streets. Mayor Harris closed Introduction of Business from Public at 7:29 1) Recommendation - Capital Improvements funds for bid on chain-link fence - Cemetery Sexton This item was withdrawn until the May 6, 1987, workshop, when the Cemetery Sexton and the City Engineer can be in attendance. 1) Clerical I Assignable After some discussion on hiring and instructions from Council to the City Clerk to hire a temporary instead of a full-time position, Councilman McCarthy requested that discussion of a moratorium on hiring new positions until the City Manager is hired be placed on the April 8, 1987, agenda. 2 2) Discussion of IBM XT for Clerk's Office After some discussion this item was placed on the April 8, 1987, agenda for action. 1) Dock Permit Request - Alan French After some discussion and input from J.W. Thompson, Planning and Zoning, Mayor Harris instructed the City Attorney to draft an ordinance for first reading on April regarding building docks as accessory struc- tures before construction of a house using the Indian River County Ordinance as a guideline. D. Q~~ ~Q~ Q~!~Q~ ~ ~Q~Q~ - occupational License Ordinance This item was postponed until the May 6, 1987, Workshop. Mayor Harris requested that this be looked into and that City business owners give the city their recommendations. 1) Dump Truck Bid Specifications Tony Clopein explained the proposed specifications for the dump truck to Council. Attorney Palmer, after a discussion on the specs said it would be permissible to specify a particular type of transmission and body style if there is a good reason to specify them over other types. Fred Mansing agreed that Allison transmissions were the way to go. This item was placed on the April 8, 1987, agenda. Mayor Harris requested that truck drivers be more careful making turns since some are tearing up lawns. Councilman Vallone stated that Peter Knowles of Florida League of Cities would be at the 5/6/87 Workshop to discuss the proposed City Manager. The Finance Director said the 1986/1987 fiscal year audit would be presented at the April 8, 1987, Council meeting. Councilman Metcalf recognized the work the City Clerk has done in working with the Florida League of Cities, to gather information for Council on the hiring of a City Manager. None. Recess was called at 8:47 P.M. The meeting was recalled at 8:53 P.M. All members were present at recall. 12. N !NEa 1) Accept resignation of Tim jobe - Replacement member This item was placed on the April 8, 1987 Consent Agenda. After some discussion and a request from Vice Mayor Roth, Mayor Harris instructed Attorney Palmer to draft a resolution amending the resolution on Council action at Workshops for the April 8, 1987, Agenda. 2) Recommendation to invest $10,000.00 from trust fund to CD It was decided that this was a Finance Department Matter and not within the scope of the Cemetery Committee to recommend this type of financial trans- action. 1) Memo - Federal Revenue Sharing Funds After a discussion of the Parks and Recreation Committee's recommendation and a general consensus to rebuild the handicap ramp at the Yacht Club, repair the City Hall ramp and pave part of the Community Center parking lot with available Federal Revenue Sharing Funds, Mayor Harris instructed the City Attorney to draft a resolution for first reading at the April 8, 1987, Council meeting. 4 1) Memo - Repairs to Vehicles Since this is a regularly submitted report, no action was taken. D. LIBRARY REQUEST - COMMUNITY CENTER The request was placed on the April 8, 1987, Consent Agenda. E. PLANNING & ZONING COMMISSION 1) Memo - Jehovah Witness Subdivision This item was postponed by the applicant. F. MAYOR'S ATTENDANCE NATIONAL LEAGUE OF CITIES CONFERENCE After some discussion Mayor Harris said to table any further discussion on his attendance at the National League of Cities Conference and to place on the April 8, 1987, agenda discussion of the Council's attendance at the Legislative Session of the Florida League of Cities on April 28, 1987. G. DISCUSSION - RESOLUTION STANDING COMMITTEES Mayor Harris appointed the following Council members as liaison to the following Committees: Councilman McCarthy ........ Parks and Recreation North Indian River County Fire Taxing District Councilman Vallone ......... Cemetery Committee Planning & Zoning Comm. Vice Mayor Roth ............ Transportation Committee Code Enforcement Board Councilman Metcalf ......... Airport Advisory Board Economic Development Council Mayor Harris said he would take any other committees. Mayor Harris instructed the City Attorney to draft a resolution for first reading for the April 8, 1987, Workshop. 5 13. H. ESTABLISHMENT OF BUDGET POLICY/FISCAL YEAR 1987-1988 COUNCILMAN METCALF Councilman Metcalf said he'd like to see Council set goals for budget activity. I. APPOINT MEMBER TO COURTHOUSE COMMITTEE This item was postponed for further information. J. WINDOW TINTING CITY HALL This item was placed on the April 8, 1987 agenda for further discussion.
