ALBERT PELTIER QUOTED A PRICE OF $5200.00 FROM A SUPPLIER UNDER THE STATE CONTRACT FROM WHOM SIGNS HAVE BEEN PURCHASED IN THE PAST. MR. HOFFM~N~S REMARKS AND RECOMMENDED A MEMBER OF THE INDI~,1~iV~R~ CLA,~MIN~-~O-OP THANKED THE COUNCIL FOR THEIR EFFORTS IN THE FIGHT AGAINST POLLUTION. MRS. ANN DEWHURST INFORMEDfZ~'~ C.~IL THAT SHE HAD BEEN IN TOUCH WITH REPRESENTATIVE DALE P~TCHE~_ WHO PROMISED TO SEE WHAT HE COULD DO TO EXPEDITE THE PL~C_-NG ~ A TRAFFIC LIGHT AT SCHUMANN DRIVE AND U.S. 1. MR. FRED HOFFMAN STATED T~'/ATTORNEY PALMER FAILED TO PROPERLY INCRE , FOR PIPES[ ~IVE~S E~ W~I~ H~V~ ~N ~SP~t~ A~[ALSO ~SKSD MR. ~ ~~R~E~E~MIS~ON ~ ~D~~ COUNCIL REGARDING POSSIBLE PURCHASE OF A LOT IN THE VICINITY OF THE BALLFIELD THIS WAS PLACED ON THE AGENDA AS ITEM NO. 41. DR. HENRY FISCHER REMARKED THAT THE PROBLEMS WITH RIVER'S EDGE HAVE BEEN ON-GOING EVER SINCE IT WAS ANNEXED ABOUT 15 YEARS AGO AND HE DOESN'T THINK THERE ARE ANY DOCUMENTS TO PROVE THAT RIVER'S EDGE WAS EVER FORMALLY ACCEPTED BY THE CITY. MR. FRED HOFFMAN STATED THAT OVER A YEAR AGO HE ADDRESSED THE COUNCIL REQUESTING THAT RIVER'S EDGE BE ACCEPTED BY THE CITY. MAYOR HARRIS STATED THAT ATTORNEY PALMER IS WORKING ON THIS. FINANCE DIRECTOR, CAROL CARSWELL RECOMMENDED THAT RECEIVED FOR THE BARBER STREET FIRE SUBSTATION BE BECAUSE OF THE HIGH COST. ALL BIDS REJECTED MOTION BY VICE MAYOR ROTH, SECONDED BY COUNCILMAN VALLONE, TO CONCUR WITH THE RECOMMENDATION OF FINANCE DIRECTOR, CAROL CARSWELL, TO REJECT ALL BIDS FOR THE BARBER STREET FIRE SUBSTATION. RANDALL RICHMOND, VICE PRESIDENT OF THE SEBASTIAN SPORT FISHERMEN ASSOCIATION, STATED THAT LETTERS OF APPROVAL AS WELL AS AN INSURANCE POLICY HAD BEEN FORWARDED TO DR. FISCHER'S ATTORNEY IN CONNECTION WITH USE OF THE YACHT CLUB FOR A FISHING TOURNAMENT OVER THE LABOR DAY WEEKEND. MR. GEORGE PEPPER STATED THAT THE LETTERS POLICY HAVE BEEN RECEIVED BY DR. FISCHER. AND THE INSURANCE MOTION BY YACHT CLUB SECOND. COUNCILMAN VALLONE TO GRANT APPROVAL FOR USE OF THE ON LABOR DAY WEEKEND. MOTION DIED FOR LACK OF A COUNCILMAN RONDEAU STATED THAT IT WAS HIS UNDERSTANDING THAT THE TOURNAMENT WAS TO BE HELD AT SEMBLER'S. HE SAID HE ALSO THOUGHT THE YACHT CLUB RAMP SHOULD BE LEFT OPEN TO SEBASTIAN CITIZENS. MR. RICHMOND STATED THAT SEMBLER'S WAS ONLY AN ALTERNATIVE IF THE CITY DID NOT ALLOW THEM TO USE THE YACHT CLUB. COUNCILMAN RONDEAU STATED THAT HE HAS BACKED A MAYOR'S SALARY INCREASE SINCE PAT FLOOD WAS IN OFFICE, BUT SAID HE FELT THAT A SPECIAL ELECTION WOULD GUARANTEE IT'S DEFEAT. HE RECOMMENDED THAT THE ELECTION BE HELD IN NOVEMBER. MAYOR HARRIS STATED THAT HE WAS ELECTED WITH THE PEOPLE'S KNOWLEDGE THAT HE WOULD BE SEEKING A SALARY INCREASE AND THAT THE ELECTION SHOULD TAKE PLACE AS SOON AS POSSIBLE. COUNCILMAN VALLONE ESTABLISHED. STATED THAT A FORMULA FOR SALARY SHOULD BE MOTION BY COUNCILMAN VALLONE, SECONDED BY VICE MAYOR ROTH TO POSTPONE ACTION ON THE MATTER OF THE MAYOR'S SALARY INCREASE TO ALLOW ATTORNEY PALMER~GAT~E~T~ INFORMATION. MAYOR HARRIS STATED THAT REVENUES GENERATED BY THE LEAGUES AND RELATED ACTIVITIES IS CONSIDERED PART OF OVERALL INCOME OF PARKS AND RECREATION. CAROL CARSWELL SAID THAT THIS IS TAKEN INTO CONSIDERATION WHEN EXPENSES ARE BUDGETED FOR PARKS AND RECREATION. MAYOR HARRIS AGREED THAT PARKS AND RECREATION DID NEED A PERSON WHO COULD TAKE AND TRANSCRIBE MINUTES. HE SAID HE THOUGHT THAT AT BUDGET TIME THE MATTER SHOULD BE DEALT WiTH AND FOR THE TIME BEING THE MONEY BE PUT INTO THE CITY CLERK'S BUDGET SINCE THAT IS WHERE THE MONEY WILL NEED TO GO. HE SAID AS FAR AS THE $300. FOR THE SURVEY, THE CITY WOULD BE TAKING MONEY FROM ONE POCKET AND PUTTING INTO ANOTHER SINCE IT'S ALREADY BEEN PAID.
