SIGNS. ALBERT PELTIER QUOTED A PRICE OF $5200.00 FROM A SUPPLIER
UNDER THE STATE CONTRACT FROM WHOM SIGNS HAVE BEEN PURCHASED IN
THE PAST. MR. PELTIER SAID HE DID NOT KNOW OF ANY OTHER SUPPLIER
IN THE STATE. IT WAS DETERMINED THAT SINCE THE AMOUNT TO BE
SPENT WAS OVER $2000.00 THE CITY SHOULD GO TO BID TO SEE IF THERE

PROPOSALS FOR NEGOTIATIONS FOR SURVEY OF UNIT FOUR OF THE
CEMETERY WOULD BE ON THE APRIL 9, 1986 COUNCIL AGENDA.
MR. ANDY ROGERS REQUESTED THE POSSIBLE USE OF LAND AT THE

DR. HENRY FISCHER REMARKED THAT THE PROBLEMS WITH RIVER'S EDGE
HAVE BEEN ON-GOING EVER SINCE IT WAS ANNEXED ABOUT 15 YEARS AGO
AND HE DOESN'T THINK THERE ARE ANY DOCUMENTS TO PROVE THAT
RIVER'S EDGE WAS EVER FORMALLY ACCEPTED BY THE CITY.
MR. FRED HOFFMAN STATED THAT OVER A YEAR AGO HE ADDRESSED THE
COUNCIL REQUESTING THAT RIVER'S EDGE BE ACCEPTED BY THE CITY.
MAYOR HARRIS STATED THAT ATTORNEY PALMER IS WORKING ON THIS.
FINANCE DIRECTOR, CAROL CARSWELL RECOMMENDED THAT
RECEIVED FOR THE BARBER STREET FIRE SUBSTATION BE
BECAUSE OF THE HIGH COST.

TOURNAMENT WAS TO BE HELD AT SEMBLER'S. HE SAID HE ALSO THOUGHT
THE YACHT CLUB RAMP SHOULD BE LEFT OPEN TO SEBASTIAN CITIZENS.
MR. RICHMOND STATED THAT SEMBLER'S WAS ONLY AN ALTERNATIVE IF THE
CITY DID NOT ALLOW THEM TO USE THE YACHT CLUB. HE ALSO SAID THE

INCREASE SINCE PAT FLOOD WAS IN OFFICE, BUT SAID HE FELT THAT A
SPECIAL ELECTION WOULD GUARANTEE IT'S DEFEAT. HE RECOMMENDED
THAT THE ELECTION BE HELD IN NOVEMBER.

HARRIS STATED THAT THE COMMITTEES MIGHT BE MORE FAMILIAR WITH

VICE MAYOR QUESTIONED WHERE THE MONEY WOULD COME FROM.
COUNCILMAN VALLONE SAID THERE ARE MONIES THAT COME IN FROM THE
CITY COUNCIL WORKSHOP MINUTES

SOFTBALL LEAGUES AND THE CONCESSION STAND THAT GO TO THE GENERAL
FUND AND THAT PARKS AND RECREATION SHOULD BE ABLE TO USE SOME OF
THIS MONEY.
MAYOR HARRIS STATED THAT REVENUES GENERATED BY THE LEAGUES AND
RELATED ACTIVITIES IS CONSIDERED PART OF OVERALL INCOME OF PARKS
AND RECREATION. CAROL CARSWELL SAID THAT THIS IS TAKEN INTO
CONSIDERATION WHEN EXPENSES ARE BUDGETED FOR PARKS AND
RECREATION.
MAYOR HARRIS AGREED THAT PARKS AND RECREATION DID NEED A
PERSON WHO COULD TAKE AND TRANSCRIBE MINUTES. HE SAID HE THOUGHT
THAT AT BUDGET TIME THE MATTER SHOULD BE DEALT WiTH AND FOR THE
TIME BEING THE MONEY BE PUT INTO THE CITY CLERK'S BUDGET SINCE
THAT IS WHERE THE MONEY WILL NEED TO GO. HE SAID AS FAR AS THE
$300. FOR THE SURVEY, THE CITY WOULD BE TAKING MONEY FROM ONE
POCKET AND PUTTING INTO ANOTHER SINCE IT'S ALREADY BEEN PAID.
VICE MAYOR SUGGESTED THAT THE MATTER BE TURNED OVER TO THE MAYOR
AND THE FINANCE DIRECTOR FOR THEIR REVIEW.

COUNCILMAN VALLONE STATED THAT DAN FULLER CAME TO PARKS AND
RECREATION WITH THE OFFER AND THE COMMITTEE PASSED A MOTION TO
SUGGEST A COUNTEROFFER OF $3950.00, BUT THIS WAS NEVER FOLLOWED

MAYOR HARRIS ADVISED MR. ARMFIELD TO DRAFT A FORMAL PROPOSAL AND
