MR. PATRICK GOSTEL, CENTRAL AND SOUTHERN FLORIDA FLOOD CONTROL DISTRICT, SPOKE OF THE JURISDICTIONAL
CHANGES AND ALTERNATE PROPOSALS TO CREATING A SUB.DISTRICT OR BASIN COMPRISED OF THE UPPER ST. JOHNS
AREA. THE UPPER ST. JOHNS SUB-DISTRICT PLAN ENVISIONS A BASIN GOVERNING AUTHORITY ~ITH THE POWER TO
CALL FOR A REFERENDUM ON THE LEVYING OF AN AD VALOREM TAX TO FINANCE ITS OPERATION. MAYOR CRAGG
THANKED MR. Gi1STEL FOR HIS PRESENTATION AND INVITED HIM TO RETURN IF HE LEARNS OF ANY NEW DEVELOPMENTS
ON THIS PROJECT.
MOTION BY COUNCILMAN KINARD AND SECONDED BY COUNCILMAN HOOSE TO PAY MARCH BILLS IN THE AMOUNT OF
~8,406.35. CARRIED.
MR. GORDON ROTH, REPRESENTING THE FEELINGS OF THE SEBASTIAN HIGHLANDS HOME OWNERS ASSOCIATION, ASKED
THE SUPPORT OF THE CITY ATTORNEY OR CITY COUNCIL TO SEE IF ANY LEGAL RECOURSE CAN BE TAKEN THAT
THIS TYPE OF CONSTRUCTION (MODULAR HOMES) CAN BE CHANGED - OR IF THE ZONING HAS TO BE CHANGED. HE
STATED FURTHER THAT WHILE THESE HOMES DO MEET THE STATE CODE, IT WAS HIS UNDERSTANDING THAT THEY DO
NOT MEET THE CITY CODES.
MR. FRED SAX, OWNER OF ONE OF THE MODULAR HOMES RECENTLY ERECTED BY SYSTEMS HOUSING CORPORATION IN
SEBASTIAN HIGHLANDS, REBUTTED MR. ROTH'S STATEMENT THAT THE MODULAR HOMES (SCOTTY) DO INDEED EXCEED
THE LOCAL BUILDING CODES AND THAT THEY ARE NOT SHODDY HOUSES, THEY ARE dELL BUILT.
MR. TAGER, PRESIDENT OF SYSTEMS HOUSING CORPORATION, REITERATED THAT THE MODULAR HOMES THEY ARE
ERECTING (SCOTTY HOUSES) iN SEBASTIAN HIGHLANDS DO MEET FHA AND VA STANDARDS, AS WELL AS THE SOUTH
FLORIDA BUILDING CODE. A DIRECT QUESTION TO MR. SWANSON, CITY BUILDING INSPECTOR, IF IN CHECKING
THE FIRST HOUSE FOR FINAL APPROVAL, DiD HE FIND ANY CITY CODE VIOLATIONS, MR. SWANSON REPLIED HE
DID NOT, THAT THE HOUSE WAS VERY NICE.
MR. KOHL QUESTIO~D THE RELATIONSHIP BETJEEN SYSTEMS HOUSING CORP. AND GENERAL DEVELOPMENT CORP. AND
MR. BEVAN STATED THERE WAS NO CONNECTION BETWEEN SYSTEMS HOUSING INC. AND GDC INC. SYSTEMS HOUSING
CORP. IS A DULY RECOGNIZED CONTRACTOR, AUTHORIZED UNDER LICENSING LAWS OF THE STATE OF FLORIDA.
GDC IS A COMPLETELY SEPARATE ENTITY LICENSED UNDER THE LAWS OF THE STATE OF DELAWARE DOING BUSINESS
IN THE STATE OF FLORIDA. FINANCIALLY THERE ARE NO INTER-TIES WHATSOEVER. HOWEVER, MR. BEVAN FURTHER
STATED THAT INASMUCH AS GDC HAS DISCONTINUED BUILDING ITS ONN HOUSES AND ARE GOING NHOLLY TO
TURNKEY CONTRACTORS AND SUB-CONTRACTORS, THAT IF MR. TAGER OR ANY MEMBER OF SYSTEMS HOUSING CORP.
SUBMITTED A 8ID AND ~AS SUCCESSFUL, THEY ~OULD PROBABLY 8E AWARDED A CONTRACT TO BUILD'HOUSES FOR GDC.
IN VIEW OF MR. VOCELLE'S ABSENCE, MAYOR CRAGG REQUESTED MR. ROTH'S REQUEST CONCERNING MODULAR HOMES
BE TABLED UNTIL THE MATTER IS BROUGHT TO THE CITY ATTORNEY'S ATTENTION NHEN HE RETURNS FROM VACATION.
MR. HOLDER COMPLAINED OF THE JUNK CARS PARKED IN THE AREA OF MARTIN LANE. ALSO OF THE NUISANCE
FACTOR iN CONNECTION ~ITH THE HEAVY COMMERCIAL EQUIPMENT PARKED IN THIS AREA (SUB-CONTRACTOR FOR
FLORIDA PONER & LIGHT). VICE MAYOR YATES REQUESTED THE POLICE CHIEF TO SEE NHAT COULD BE DONE ABOUT
THE NUISANCE FACTOR AND TO TAKE ACTION ON HAVING THE JUNK CARS REMOVED. MAYOR CRAGG SAID IT HAD
BEEN BROUGHT TO HIS ATTENTION THAT A COVERED TRUCK (ADVERTISING GIRLIE SHON) NAS ALSO PARKED IN THIS
AREA AND ASKED THAT SOMETHING BE DONE TO HAVE IT REMOVED. MR. HOLDER COMIqENTED THAT THE BACK OF THIS
PARTICULAR TRUCK WAS ACTUALLY PARKED ON 'THE CITY RIGHT~OF-~AY.
~R. HOLDER ASKED IF MARTIN LANE WAS A CIIY STREET AND UPON BEING ADVISED THAT IT ~AS, STATED THAT
SUGAR SAND HAS ~ORKED UP THROUGH THE ROAD DUE TO THE DRY WEATHER AND Il' HAS CREATED A POTENTIAL
TRAFFIC HAZARD. IF A LIGHT VEHICLE HIT THE PATCH CREATED BY A RECENTLY STUCK VEHICLE, IT NOULD FLIP
IF iT ~ERE GOING AT A HIGH RATE OF SPEED.
MR. HOLDER ASKED THE FEASIBILITY OF THE CITY ABANDONING THE 16' ALLEY RUNNING FROM MARTIN LANE ON THE
SOUTH END TO ARCHIE SMITH'S PROPERTY LINE ON THE NORTH SIDE. MAYOR CRAGG ASKED MR. HOLDER TO SUBMIT
A LETTER TO THE CITY REGARDING DISPOSITION OF THIS ALLEY.
VICE MAYOR YATES REPORTED THE REMODELING OF CITY HALL AND CONSTRUCTION OF THE COMMUNITY BUILDING
ARE PROGRESSING.
VICE MAYOR YATES THANKED MR. BEVAN, MANAGER OF GDC, FOR THE ARRANGEMENTS HE HAD MADE FOR ViCE MAYOR
YATES TO PROCURE MARL TO FILL IN THE LITTLE LEAGUE BASEBALL DIAMOND.
THE BUILDING INSPECTOR REPORTED ~203,200 IN NEd CONSTRUCTION DURING THE MONTH OF MARCH. THIS
INCLUDED THE PROPOSED NEd SHOPPING AREA ON WASHINGTON STREET.
THE POLICE DEPARTMENT REPORTED 133 INCIDENTS INVESTIGATED, NOT INCLUDING TRAFFIC STOPS.

THE POLICE DEPT PERSONNEL HAVE ATTENDED AND RECEIVED CERTIFICATES FOR THE DEFENSIVE DRIVING
COURSE SPONSORED BY FLORIDA HIGH~AY PATROL. MEMBERS OF THE VOLUNTEER FIRE DEPARTMENT AND
AMBULANCE DRIVERS ALSO ATTENDED. ANOTHER COURSE ~ILL BE SCHEDULED AT A LATER DATE FOR THE BALANCE
OF CITY EMPLOYEES.
A LETTER HAS RECEIVED FROM MR. ROBERT JENNINGS, SANITATION DIRECTOR, INDIAN RIVER COUNTY HEALTH
DEPT, IN RESPONSE TO AN INQUIRY FROM THE CiTY CLERK. UNDER THE dORKING AGREEMENT WITH THE DEPT OF
POLLUTION CONTROL, MR. JENNINGS' OFFICE WILL DO ALL SOIL WORK AND PERMITTING FOR SEPTIC TANKS FOR
RESIDENCES, AND UP TO 4 UNITS ON ONE PIECE OF PROPERTY. COMi~ERCIAL PROPERTIES SHOULD BE REFERRED
TO THE DEPT OF POLLUTION CONTROL, FORT PIERCE.
A LETTER ~AS RECEIVED FROM THE SEBASTIAN RIVER BANK COMMENDING CHIEF CUMMINS FOR HIS OUTSTANDING
PERFORMANCE.
MR. VOCELLE HAS ~RITTEN TO MR. GLENN dOODARD, FEDERAL INSURANCE ADMINISTRATION, HUD, REGARDING
AVAILABILITY TO MEET ~ITH REPRESENTATIVES OF THE CITY OF SEBASTIAN ON APRIL 29 REGARDING THE FLOOD
DISASTER PROTECTION ACT OF 1973 AND THE NATIONAL FLOOD INSURANCE PROGRAM.
A LETTER HAS BEEN RECEIVED FROM THE CITY OF POMPANO BEACH IN WHICH IT HAS FILED A CLAIMS BILL IN THE
FLORIDA LEGISLATURE dHICH dO[JLD AUTHORIZE THE STATE TREASURER TO REIMBURSE THE CITY IN THE AMOUNT OF
~1.4 MILLION FOR THE DISCONTINUATION OF ITS OCEAN OUTFALL. THE PURPOSE OF THE LETTER dAS TO SEEK
ENDORSEMENT OF THIS BILL BY THE CITY OF SEBASTIAN. MAYOR CRAGG ASKED THAT THIS MATTER BE STUDIED
FURTHER AND TAKEN UP AT THE NEXT COUNCIL MEETING.
MRS. PHELAN READ A LETTER ADDRESSED TO THE SEBASTIAN AREA CHAMBER OF COMMERCE FROM THE DIRECTOR,
STATE AND LOCAL AFFAIRS, AMTRAK, TOGETHER WITH RESOLUTION ADOPTED ON SEPTEMBER 24, 1973, PETITIONING
THE DEPT OF TRANSPORTATION TO CONSIDER CHANGING THE ROUTE SOUTH OF JACKSONVILLE TO REACH MIAMI BY
WAY OF THE FLORIDA EAST COAST RAILROAD TRACKS.
MOTION BY VICE MAYOR YATES, SECONDED BY COUNCILMAN FLOOD, THAT A RESOLUTION BE PREPARED BY THE CITY
TO THE SECRETARY OF TRANSPORTATION REQUESTING OPERATION OF AMTRAK ON THE EAST COAST OF FLORIDA. CARRIED.

NO BIDS ~ERE RECEIVED ON THE REPAIR OF THE CITY GARAGE ROOF. VICE MAYOR YATES dILL TAKE NECESSARY ACTION
TO SUB-CONTRACT FOR THE JOB.
VICE MAYOR YATES MOVED THAT dE RESCIND OUR ACCEPTANCE OF GDC'S OFFER FOR THE SEBASTIAN HIGHLANDS
YACHT CLUB UNTIL SUCH TIME AS THEY CAN SETTLE THEIR DIFFERENCES WITH THE SEBASTIAN HIGHLANDS PROPERTY
O~NERS ASSOCIATION AND THE LAND SALES BOARD. SECONDED BY COUNCILMAN KINARD. CARRIED.

AT THE dORKSHOP MEETING OF APRIL 3, 1974, THE LITTLE LEAGUE SUBMITTED A STATEMENT OF THEIR NEEDS, AND
IT LO0~S AS THOUGH THEY ARE NOT GOING TO BE IN ANY TROUBLE. HOWEVER, THEY ARE CONCERNED ABOUT
REPLACING THE BLEACHERS AND ARE ASKING FOR OUR HELP IN PRUNING THE RUBBER TREES AND PICKING UP THE
TRASH. VICE MAYOR YATES SUGGESTED ~E CONSIDER THE SEBASTIAN LITTLE LEAGUE IN OUR AGENDA FOR NEXT
YEAR'S BUDGET.
MOTION BY COUNCILMAN KINARD, SECONDED BY COUNCILMAN FLOOD, THAT THE CiTY PICK UP THE BILL FOR LIGHTS
FOR THE SEBASTIAN LITTLE LEAGUE TEAM. CARRIED.
THE CITY'S SEMI-ANNUAL TRASH PICK UP PROGRAM dILL COMMENCE ON APRIL 15 AND dILL CONTINUE AS LONG AS IT
IS NECESSARY TO PICK UP THE TRASH AND OTHER LARGE DISCARDED ITEMS. ANYTHING WILL BE PICKED UP THAT CAN
BE LIFTED BY A COUPLE OF ~EN.
MOTION BY COUNCILMAN HOOSE, SECONDED BY ViCE MAYOR YATES, TO PERMIT MR. ELLIOTT KEPPLER TO CHANGE HIS
PLOT PLAN TO TRANSFER THE TENNIS COURT TO ANOTHER LOT. CARRIED.

CHIEF CUMMINS REPORTED THAT IN THE PAST THE POLICE DEPARTMENT HAS BEEN DOING PROGRAMS ~N THE EV£ NG
FOR ORGANIZATIONS AND THE GENERAL PUBLIC ON BURGLARY, ROBBERY, AND SUCH AS THAT. THEY NO~ HAVE A
PROGRAM COMING UP CALLED, "RAPE, A CRIME AGAINST WOMEN." THEY ARE READY TO START ON THIS ON THE
15TH OF THIS MONTH AND WiLL AVAIL THEMSELVES TO ANY ORGANIZATION SUCH AS THE GARDEN CLUB, LADIES CLU
OR ANYONE THAT ~ANTS IT. THEY HAVE A COLOR MOVIE, BROCHURES AND A FINE PRESENTATION, AND IT ~ILL BE
~ELL FOR A LOT OF PEOPLE TO SEE IT.
