Nash.~- Those present were Mayor Boone, Councilma. n Channell, Councilman Leonardy, Councilman DeCristofaro, Councilman Baxter. Minutes of regular meeting of March 20, 1962 were read and approved. Councilman Baxter requested that it be made a matter of record that he did not attend the March 20th meeting as he felt some of the action taken at this meeting was illegal. Councilman DeCristofaro nominated Councilman Channell for president of the council. Councilman Baxter nominated Councilman Nash. Councilman Channell was elected on a roll call vote: Councilman Nash - abstained " DeCristo~aro - Aye " Leonardy - Aye " Baxter - Nay " Channell · Aye Councilman Nash resigned. Councilman DeCristofaro moved to accept the resignation. Seconded by Councilman Leonardy. Carried. Gouncilman Baxter ~sked to have his resignation read. Council president read as fellows: "I herewith tender my resignation as Councilman of the City of Sebastian, to be effective immediately. May it be noted here that i have discharged my duties honestly and diligently under the capable guidance of Council President Sembler, whose interest has always been for the welfare of Sebastian. I nc.longer feel obligated to listen to the unmitigated, uncouth, vitriolic attacks against Mr. Sembler, myself, the citizens, and the City, as made by those more interested in vain-glory than in the future of Sebastian. As Finance office for the Council, I naturally expect the courtesy of approving the current audit before the termination of office.~'' Councilman DeCristofaro moved that Councilman Baxter's resignation be accepted. Councilman Leonardy seconded. Carried. Councilman DeCristofaro moved that Mr. John ~itt be appointed to fill the unexpired term of Councilman Nash. Seconded by Councilman Leonardy. Carried. The Kon-Tiki Girl Scout Troup were visitors at the meeting and ~ouncil president welcomed them. Mayor Boone gave an explanation of licensing of dogs in the City of Sebastian and will make further report at the next regular meeting. Councilman DeCristofaro moved to accept t~e audit of October al, 1961. Seconded by Councilman Baxter who asked for a roll call vote: Councilman Nash - Aye " DeCristofaro - Aye " Baxter - Aye Leonardy - Abstained Motion carried. the Councilman DeCristofaro moved that we accept the offer of a loan from Indian River Citrus Bank in the amount of $5600.00, at the rate of over a two-year period. Seconded by Councilman Baxter. Carried. Councilman Baxter of the street committee gave a financial report. He moved that the City Clerk be instructed to comply with Section 56 of the City Charter, pertaining to collection of taxes. Seconded by Councilman Leonardy. Carried. Mayor Boone instructed by City Council to request help from the Council. The Mayor further instructed to report to the council at the next meeting his concrete recommendation on action to be taken regarding "Speed Regulations" within the city. Councilman DeCristofaro moved that March bills, in the amount of $1005.1S, be paid. Seconded by Councilman Leonardy. Carried. Councilman DeCristofaro moved that Col. jordan be appointed permanent City Clerk, coincidental with the acceptance of Mrs. Edenfield's resignation, and that all legal procedure, signature card, bond, etc. be attended to prior to acceptance of Mrs. Edenfield's resignation. This action to occur upon completion and acceptance of March S1, 1962 audit. Seconded by Councilman Baxter. Carried. Councilman Leonardy moved that the meeting be adjourned until ?:00 P.M. April 23, 1962. Seconded by Councilman DeCristofaro. Carried. City President of Council
