PROCLAMATION DECLARING THE WEEK OF APRIL 13 - 19 AS NATIONAL BUILDING SAFETY WEEK WAS READ BY ATTORNEY PALMER, AND WAS PRESENTED TO ROGER CLOUTIER, THE BUILDING OFFICIAL BY MAYOR HARRIS. MRS. ANN DEWHURST WANTED TO KNOW WHERE RANGES WOULD BE LOCATED AND WAS INFORMED THAT SOMEONE WAS THINKING ABOUT OPENING A BUSINESS ON C.R. 512. THERE BEING NO FURTHER COMMENTS FROM THE PUBLIC, PUBLIC HEARING WAS CLOSED AT 7:11 P.M. COUNCILMAN VALLONE STATED HE HAD NOT RECEIVED COPIES OF THE MINUTES TO BE APPROVED AND REQUESTED THAT THIS BE POSTPONED UNTIL THE MEETING OF APRIL 16, WHICH WAS AGREEABLE BY THE MEMBERS OF THE COUNCIL. ATTORNEY PALMER READ BY TITLE ONLY, A RESOLUTION AS FOLLOWS: "BE IT RESOLVED BY THE CITY OF SEBASTIAN, FLORIDA, BY AND THROUGH ITS CITY COUNCIL, THAT THE STANDING COMMITTEES FOR 1986 AS APPOINTED BY THE MAYOR OF THE CITY OF SEBASTIAN, FLORIDA, ARE HEREBY APPOINTED PURSUANT TO SECTION 2.19 OF THE CITY CHARTER, MEMBERSHIP ON STANDING COMMITTEES SHALL BE RECOMMENDED BY THE COMMITTEE CHARMAN TO THE COUNCIL FOR FINAL APPROVAL. STANDING COMMITTEES SHALL BE NON-POLICY MAKING WITH DUTIES AS SET FORTH BELOW:". AND BID FOR FAIRWAY AERATAOR FOR GOLF COURSE TO HECTOR TURF, INC., IN THE AMOUNT OF $2384. AMENDMENT TO THE BUDGET WILL BE BROUGHT UP AT A SPECIAL MEETING OF THE PARKS AND RECREATION COMMITTEE ON APRIL 10. NO FURTHER INFORMATION HAS BEEN RECEIVED FROM THE SEBASTIAN SPORTS FiSHERMEN'S ASSOCIATION RE USE OF THE YACHT CLUB OVER THE LABOR DAY WEEKEND. COUNCILMAN MCCARTHY ADVISED THAT HE HAD TAKED TO TROY COX, THE RECREATION COORDINATIOR, ABOUT HIS CONTRACT, WHICH SAYS THAT HE IS ON CALL 7 DAYS A WEEK AND IS TO TURN LIGHTS ON AND OFF. MR. COX STAATED HE WAS NOT AWARE OF THAT PART OF CONTRACT AND HAD MADE ARRANGEMENTS FOR ONE OF THE SCOREKEEPERS TO DO THAT JOB. '2 APRIL 9, 1986 PAGE 3 COUNCILMAN MCCARTHY ADDED THAT A FIELD PERMIT HAD BEEN DRAFTED WHICH REQUIRED A DEPOSIT OF $5.00 FOR THE KEY TO THE LIGHTS TO BE COLLECTED BY THE CITY CLERK'S OFFICE AND MONITORED BY THE POLICE DEPARTMENT. THE POLICE DEPARTMENT HAS NO KNOWLEDGE OF THIS AND THE WHOLE THING SHOULD HAVE OCME TO THE COUNCIL FIRST. MOTION BY COUNCILMAN MCCARTHY, SECONDED BY COUNCILMAN RONDEAU, TO DISCONTINUE USE OF FIELD PERMIT AND ASK TROY COX TO STICK TO HIS CONTRACT 7 DAYS A WEEK TO TURN LIGHTS ON AND OFF. ROLL CALL VOTE: AYES: NAYS: VICE MAYOR ROTH COUNCILMAN MCCARTHY COUNCILMAN RONDEAU MAYOR HARRIS COUNCILMAN VALLONE MOTION CARRIED. MOTION BY COUNCILMAN VALLONE, SECONDED BY COUNCILMAN MCCARTHY, TO APPROVE PAVING OF MARTIN ALLEY, TO START IMMEDIATELY, WITH PROVISO OF 60-40% AGREEMENT WITH PROPERTY OWNERS.
