HomeMy WebLinkAbout04101961Regular Meeting April 10, 1961 Meeting was called to order by President Sembler. Those present were Mayor Rohme, Councilman DeCristofaro, Nash, ~innegan, Sembler. Councilman Baxter absent from the council. On motion by Councilman Nash, Acting City Olerk read an 0rdianance fiPst time in full entitled "AN ORDINANCE AMENDING CHAPTERN0. 159 0~ THE CITY 0~ SEBASTIAN, ~LORiDA, TEE SAME BEING THE ZONING ORDINANCE O~ SAID CITY. Seconded by Councilman DeCristofaro. Carried. Rollwas called and voting was as follows: Ayes: Councilman DeCristofaro Councilman Nash Councilman ~innegan Councilma~ Semb~e~ Nayes: None Councilman Nash made a motion to read said Ordinance second time by Title only, seconded by Councilman DeCristofaro. Carried. Voting was as follows: Ayes: Councilman DeCristofaro Councilman Nash Councilman Finnegan Councilman Sembler Nayes: None Councilman Nash made a motion to read said Ordinance third time by Ti~only and placed upon its final passage, sec2~ded De~~.'.~ied~ Voting was Ases: Councilman DeCristofar~d Councilman Nash Councilman i~innegan Councilman Sembler ~$ Nayes: None ~,... 1~l This Ordinance was numbered Chapter No. 189 of the City of Sebasti , ~!~ orida. ~' ~ Councilman Baxter resumed his position on the Council. Bills for the month of March were approved by the ~inanoe Committee and authorized to ~e paid on motion by Councilman Nash, Seconded by Councilman  DeCristofaro. Carried. A map was presented by Robert Lloyd from Lloyd and Associates oh the 'i~corporate City Limits of Sebastian. After much discussion Councilman Baxter ~..made a motion to take into the City limits the parcel of land lying between ~the l~ellsmere Road and Sebastian Highland property, seconded by Councilman ~Nash. Carried. Acting City Clerk was instructed to run an ad in the paper ~for two weeks. Councilman ~innegan was asked to contact the 0keelanta Sugar I Refineries, Inc. in reference to this 100 feet. Councilman ~innegan made a motion to allow Councilman Baxter to get enough shell to repair· 9th St. seconded by Councilman Nash. Carried. Councilman Baxter suggested to the Council the need for a Garbage Ordinance. Councilman Nash recommended to the Council the need for the change of the speed limit signs on Riverside Drive from City Limit to City Limit. Councilman Baxter made a motion to change the speed from 25 m. p. h. to 35 m.p.h, seconded by Councilman ~innegan. Carried. Minutes of March 20, 1961 and March 27, 1961 were approved as read. President Sembler a~ked for the harass from the Mayor and the Council- WOmen that they had selected to serve as a Citizens Committee on the setting Adolf up of a Planning and Zoning Ordinance. Those names presented were: Ellingsen, R. C. Mansfield, William T. Smith, Rosine Stradley, J. R. Middleton, Amos Simmons, Henry Owens, John Scocoazo and Jerry Adams. Councilman ~innegan made a motion to prepare a suit of condemnation to acquire widths required to provide right-of-ways as proposed for access to Roseland area dump sight and also to acquire the necessary right-of-way on main St. between Sebastian School and Sebastian Gardens. Seconded by 0ouncilman DeOristofaro. Carried. Councilmnn Nash suggested to the Council that all the s~inging signs in the City be fixed to concur with the sign Ordinance. that sick leave be eliminated and that after three years with the City they get three weeks vacation with pay and ~fter they have been with the City for five years they get four weeks vacation with pay, seconded by Councilman DeCristofaro. Carried. This is retroactive as of January 1, 1961. Councilman Nash voted no the this motion. __ On recommendation by May.or Rohme, 0ouncilman Nash made a motion that each patrolman be paid regular salary plus relief mans pay to be divided as follows: Nine dollars to be paid to man riding on SaturAay night and twenty seven dollars divided between the three patrolmen. Relief pay to start as 'of March 1, 1961, .seconded by Councilman Baxter. Carried. Councilman ~innegan made a motion to adjourn, seconded by Councilman Nash. Carried. President Council Se6ee O~
