Resolution No. R-91-15 - St. Sebastian PUD
Conceptual Development Plan Time Extension
Vice Mayor Oberbeck questioned whether the required
construction of a lift station would hinder the
project as a result of uncertainty of source of water
and sewer. The Director of Community Development
responded that this was merely a time extension
approval and that the applicant had eighteen months
to submit a preliminary plat.

The City Manager clarified staff's recommendation
(see attached).
Vice Mayor Oberbeck requested that Council address
the issue of requiring bid bonds and/or removing
businesses who withdraw bid from bidders' lists for
six months. This item was placed on the May workshop
agenda.

I move to approve the bid for the paving and
drainage improvement at Sebastian Municipal Golf
Course and award the bid to the third bidder Henry
Fischer and Sons, $86,556.19.

MAYOR'S MATTERS
Mayor Conyers reported on his attendance at a welcome
home ceremony for service people at Memorial Island
Park, reported on the July 4th organizational meeting
at the community center this evening, and announced
the April 13th Teens Against Boredom fundraisers.
COUNCIL MATTERS
A. Vice Mayor Oberbeck
In response to Vice Mayor Oberbeck, the City
Manager said he hoped to address the Sebastian
Lakes agreement regarding Laconia Street by the
end of this week and said he would present a
draft of minimum standards for airport fixed base
operators at the May workshop.

B. Councilman Holyk
Councilman Holyk suggested that the city initiate
a study for a new computer system for the Finance
Department as recommended in the audit report and
expressed concern for approval for a proposed
hotel on Indian River Drive prior to the
completion of the Riverfront Study.
The City Manager recommended that the city draft
an RFP to hire a consultant to review the Finance
Department's computer needs and prepare
specifications.
C. Councilman Powell
Councilman Powell suggested that staff place
additional "no pets allowed" signs at Barber Street
Sports Complex, said he would walk in the
March of Dimes walkathon on April 28, 1991 and
announced the birth of his son on April 4, 1991.
D. Councilman Reid
Councilman Reid recommended increased patrol on
U.S. 1 to alleviate a speeding problem.
