Meeting was called to order by President Sembler. Those present
were M~yor Rohme, Councilmen ~innegan, Nash, Baxter and Brehmer.
Minutes of Regular Meeting of March 14 and March 28 were approved
aS read.
Bills amounting to $2300.21 were approved with the exception of
one bill in the amount~o~ $200.00 from James Darling, City Engineer, to be
held pending Clarification of the billing, and verification of street
markers, monuments, etc. Motion was made by Councilman Brehmer, second by
Councilman Nash and carried.
Clerk read'a letter from the State Road Department in reference
to the resurfacing of 1st. street in the City of Sebastian.
Councilman Baxter reported to the Council that he had acquired
~80 Mards'~ of marl.
Upon request by Councilman Baxter, Councilman Brehmer made a
motion that the City employ Rex Hailey as street inspector ~t a fee of $10.00
for each street inspected. Motion was seconded by Councilman Baxter and
carried.
Councilman Finnegan read a letter from ~. 0. Dailey & Co. in
reference to a semi-annual aUdit for the City of Sebastian. Councilman
Brehmer made a motion to invite ~. 0. Dailey & Co. to the City to discuss
the advantages of a semi-annual audit. Seoond by Councilman Nash and carried.
Councilman ~innegan discussed ~he possibility of the City being
able to save money by handling their own gas and oil. The Council agreed
to discuss this subject with the auditors and determine the amount of money
to be saved by getting an accurate report of money spent in the first six
aonthw of the fiscal year.
Clerk introduced a request by S. A. Rudd in reference to the
construction of two ponds in the rear of his property. The fill from these
ponds to ~ used to raise the elevation of the property around his home.
Council agreed to meet at the above memtioned property at 9:00 A.M. Tuesday
April 12. Also, Clerk was instructed to have Robert Duerden meet with the
Council at this time.
Councilman Baxter was instructed by the Council to check on the
feasibility of taking we~ds,J out of the curb lawn on ~ashington street by
hand instead of mowing.
Councilman Brehmer was instructed by the Council to check on the
number of street lights in,L he Seba~tian Highlands, and to report if any
more lights are needed.
Mayor Rohme requested the Council to allow Chief Brock to
accompany the School Patrol of the City on a trip to 0cala, and for the
City to make up any deficit on the cost of this trip not met by the local
merchants. Council agreed to let the Mayor make any necessary arrangements,
since this was in his department.
Mayor read the monthly Police report which showed a net profit of
$10%1.14.
Councilman Baxter requested the Council to consider ~ranting a
Club Liquor License to the Lions Club. Proceeds of the sale of liquor
by this club will go toward the construction of a community building for
the City. Council agreed to grant this license subject to the attorney's
approval and the drawing up of an agreement, between ~he City of Sebastian
and the Seba~tian Lions Club.
Councilman Nash made a motion to donate ten dollars to the Boy
ScoUts of America, second by Councilman Finnegan and carried.
Meeting was recessed until 9:00 A.M. Tuesday, April 12.
Council convened at 9:00 A.M. Tuesday, April 12, at the Sa A. Rudd
property with all members present.
Councilman ~innegan made the following motion:
That the City Cotuucil approve a,request of S. A. Rudd to dig two
ponds on his property to eas$ a drainage problem. Fill obtained from these
two ponds will be used to raise the elevation of the above property.
City to have the right to spray or apply oil on these ponds if they become
mosquito breeding area. Any overflow from these ponds will run northeast
to natural drain into 9th. street drainage pattern. Whenever a drainage
ditch is installed to provide drainage or if other facilities become
available, S. A. Rudd, or his heirs or his assigns agree to fill ponds at
their expense. All liability for any claims or damage resulting from the
ponds shall be assumed by S. A. Rudd, or his heirs or his assigns and the
City of Sebastian shall be het. d harmless.
Second by Councilman Brehmer. Councilman Nash opposed, and carried.
Councilman Finnegan made a motion to adjourn, second by
Councilman Brehmer and carried.
