LEE NUZIE, CIVIL DEFENSE, REGARDING ITEMS IN THE CIVIL DEFENSE BUDGET. HE ALSO REPORTED THAT SINCE MR. STRICKER CAN- NOT ATTEND THE HURRICANE CONFERENCE THAT HE WOU~D ATTEND FOR ONE DAY. AFTER CHECKING INTO THE FLUORIDATION PROGRAM AVAILABLE, AS ADVERTISED IN THE FLORIDA MUNICIPAL RECORD, COUNCILMAN VOTAPKA REPORTED THAT THE EXISTING WATER SYSTEM IN INDIAN RIVER COUNTY HAS A NATURAL CHLORIDE CONTENT HIGHER THAN THE MINIMUM LI~V~L THAT THE PROGRAM IS INSTITUTED FOR. COUNCILMAN VOTAPKA ANNOUNCED THAT A REPRESENTATIVE FROM THE FLORIDA LUNG ASSOCIATION WILL ATTEND THE NEXT WORKSHOP MEETING, MAY 5, 1982, TO DISCUSS THE CLEAN iNDOOR AIR ORDINANCE. COUNCILMAN VOTAOKA REPORTED THAT A CEMETERY COMMITTEE MEETING WILL BE HELD, SUNDAY, APRIL 18, 1982, AT THE CEMETERY. HE FELT IF THEY HELD THE MEETING ON SITE THAT THEY COULD GO OVER SOME ITEMS AND OBSERVE EXACTLY WHERE THEY ARE. MAYOR FLOOD EXPLAINED THAT THERE IS $17,000.00 LEFT IN THIS AGREEMENT AFTER THE ROADS HAD BEEN COMPLETED IN UNIT 2. THE TOTAL AMOUNT OF THE AGREEMENT IS $37,000.00. MAYOR FLOOD STATED THAT THERE WERE ROADS THAT NEEDED TO BE REPAVED, LANCE STREET FOR EXAMPLE, AND THAT THEY WOULD BE DONE IN THE SUMMER WITH MONEY FROM GENERAL DEVELOPMENT CORPORATION. MR. ARTHUR MAYER, BUILDING OFFICIAL, REPORTED A TOTAL OF 19 SINGLE FAMILY DWELLING PERMITS ISSUED FOR THE MONTH OF MARCH, 1982, WITH A TOTAL OF $4,670.50 COLLECTED IN PERMIT FEES. MR. ARTHUR MAYER ALSO MENTIONED THAT HE FOLLOWED UP ON THE COMPLAINTS FILED BY MRS. ARTHUR, DOCK STREET, SEBASTIAN, REGARDING THE LEAK IN HER ROOF. MR. CLIFF HOOSE, RECREATION COORDINATOR, REPORTED THAT THE FIRST SOFTBALL SEASON HAD BEEN COMPLETED. THE TOTAL REVENUE FOR THE SEASON WAS $1,222.50 AND EXPENSES TOTALED $1,300.00 FEES BE INCREASED FOR THE NEXT SEASCN CO2~IN~ UP TO OFFS~ THE SMALL LOSS. AFTER A BRIEF DISCUSSION REGARDING THE DU6OSTS BE!N~CONSTRUCTED, COUNCILMAN OBERBECK MENTIONED THAT HE MET WITH THE CONTRACTOR REGARDING OR DUGOUT~THAT IS INCOMPLETE AND WAS INFORMED THAT IT WOULD BE COMPLETED SHORTLY. ~ ~' VICE MAYOR GASS REPORTED THAT THERE HAD BEEN A DELAY IN THE INSTALLATION OF STREET LIGHTS DUE TO PROBLEMS FLORIDA POWER AND LIGHT COMPANY IS HAVING WITH THE NEW OPEN BOTTOM LIGHT FIXTURES THAT MEETS APPOINT THEMSELVES A GUARDIAN OF THE PROPERTY. HE STATED THAT IF THE THIEVERY CONTINUES THE CITY WILL HAVE TO RESORT TO SOME OTHER MEASURES THAT THE PEOPLE WILL NOT LIKE. MOTION BY COUNCILMAN OBERBECK, SECONDED BY VICE MAYOR GASS, TO BEING TO THE FLOOR A DISCUSSION REGARDING MR. ANDERSON'S REQUEST FOR A BRIDGE TO BE BUILT ON A PUBLIC EASEMENT.FOR ACCESS TO THE GOLF COURSE. VICE MAYOR GASS STATED THAT HE AND THE CITY ENGINEER CHECKED INTO THE ASPECTS OF MR. ANDERSON'S REQUEST REGARDING THE BRIDGE TO BE BUILT ON A PUBLIC EASEMENT, OVER TWO DITCHES TO PROVIDE ACCESS TO THE SEBASTIAN GOLF COURSE. MR. ANDERSON HAS AGREED TO PAY THE ENTIRE COST OF THE BRIDGE AND BE COMPLETELY RESPONSIBLE FOR ALL MAINTENANCE. AFTER A BRIEF DISCUSSION, EARL MASTELLER, CITY ENGINEER, STATED THAT HE REQUESTED MR. ANDERSON TO PREPARE A PROPOSAL STIPULATING EXACTLY WHAT HE PROPOSES TO DO. MOTION BY COUNCILMAN OBERBECK, SECONDED BY COUNCILMAN SCHUM, THAT WE GO AHEAD AND APPROVE THIS REQUEST, SUBJECT TO PLAN AND SPECIFICATION REVIEW BY OUR ENGINEER AND LEGAL REVIEW BY OUR ATTORNEY. AFTER A BRIEF DISCUSSION REGARDING THE CORE BORING PATCHING, EARL MASTELLER, CITY ENGINEER, RECOMMENDED A PROCEDURE FOR THE PATCHING. THE COUNCIL WAS OF THE OPINION THAT THE PATCHING BE DONE BY GENERAL DEVELOPMENT CORPORATION. MOTION BY COUNCILMAN OBERBECK, SECONDED BY COUNCILMAN SCHUM, THAT WE LET GENERAL DEVELOPMENT CORPORATION DO THE PATCHING ACCORDING TO OUR SPECIFICATIONS ESTABLISHED BY EARL MASTELLER. CARRIED. MAYOR FLOOD RECOMMENDED THAT THE GENERAL DEVELOPMENT UTILITY RATE INCREASES BE DIVIDED INTO TWO SEPARATE WORKSHOPS AND SUGGESTED THAT THE SEWER RATE INCREASE BE DISCUSSED FIRST SINCE IT COULD POSSIBLY OFFSET SOME OF THE WATER RATE INCREASE. MAYOR FLOOD ANNOUNCED THAT HE WOULD TRY TO ARRANGE A WORKSHOP MEETING WITH GENERAL DEVELOPMENT UTILITIES TO DISCUSS THE SEWER RATE INCREASE ON APRIL 27, 1982, IN SEBASTIAN COMMUNITY CENTER. MOTION BY COUNCILMAN SCHUM, SECONDED BY COUNCILMAN VOTAPKA, TO APPOINT EVERETT T. GASS AS THE VICE MAYOR OF THE CITY OF SEBASTIAN, CARRIED. NELSON HYATT REGARDING A LETTER CONFIRMING HIS VERBAL AGREEMENT THAT HE WOULD REIMBURSE THE CITY ALL EXPENDITURES IN CONNECTION WITH THE RAILROAD CROSSING FOR THE STRATTON AVENUE EXTENSION. MOTION BY COUNCILMAN OBERBEK, SECONDED BY COUNCILMAN SCHUM, THAT WE PROCEED WITH STRATTON AVENUE EXTENSION. MOTION AMENDED BY COUNCILMAN OBERBECK, SECONDED BY COUNCILMAN SCHUM, TO INCLUDE THAT IT BE SUBJECT TO MR. HYATT'S LETTER. CARRIED. AFTER A VERY LENGTHY DISCUSSION REGARDING THE RULES FOR THE SEBASTIAN CODE ENFORCEMENT BOARD, COUNCILMAN VOTAPKA WAS OF THE OPINION THAT THE LANGUAGE IN RULE #8, SECTION C, NEEDED TO BE DEFINED AS EITHER "PARKING" OR "STORAGE" OF MOTOR VEHICLES, TRAILERS OR BOATS. HE ALSO FELT THAT EACH ORDINANCE SECTION SHOULD BE LISTED SO THERE WOULD BE A REFERENCE TO A SPECIFIC VIOLATION. ATTORNEY KILBRIDE EXPLAINED THAT THE SEBASTIAN CODE ENFORCEMENT BOARD IS TRYING TO CLARIFY RULES TO A REASONABLE EXTENT AND RECOMMENDED THAT THE BOARD BE ASKED TO CLARIFY THE LANGUAGE AND TO INCLUDE A SPECIFIC REFERENCE TO A SPECIFIC SECTION IN THE ORDINANCE.
