I305-592-5210 Event Changed 1b: II Due to an error by this reporting, officer, the fact that the windows at the Sebastian SLn were in the down position between 0500 hours and 0530 hours an Sunday morning, April 27, 1986, was anitted from the initial report. I had passed by the Sebastian Sun during that time span and noticed that the porch light was not lit. Normally, the light is an during the evening/dark hours. *Because the light was not on, I then checked Lhe pranisses of Ole building by spotlighting the building with the spotlight an my patrol car. At this time, it appeared as though the windows were closed all the way. Also at this time, Mr. Morrow is being reported as a victim because he leases the building to the Sebastian Sun. The informant advised me to start looking at the possibility of a motive, as follows: In recent times, there had supposedly been an affair between Chief Nappi . and Editor Joan Pepper. The two had supposedly posed as husband and wife while. ,on a trip to the upper states. including North Carolina. Penner had been sub- _ ,peoned to testify on behalf of the city of Sebastian against Chief Nappi in ;the civil suit which is pending in Federal Court. Alledged Motive: Nappi and/or: Pepper, burn or have the building burned, in an attempt to make it look like Pepper's notes and records are destroyed in the fire so that Pepper will not have to testify for the city of Sebastian, against Chief Nappi. I went and discussed this motive witjLj.t.,_Fmric ' and asked U . Emrink for suggestions on how to handle this delicate situation. We both decided to think on how to handle this before_ I attemated to interview the Chief. and Mrs. Penner, ',I also discussed this motive with Detective Disomma. I'talked with the state fire•marshall at 1350 hours this date and be recieved two analysis this morning. Both determined that the substance in the ..milk jug was gas and there was gas on the carpet area -where the mina jug was found. The samples around the point of origin of the fire cone back negative as far as accelerates are concerned. .plowever, that doesn't mean that they weren't consuned) I have conducted thirty.nine interviews to date.' I have approximately twenty interviews.to conplete, most of which 'can -be conpleted'on the telephone. I would like to work on Saturday,- May 10, 1986 to catch up with the paper work and conplete the -interviews of which .I have not been able to do duuring,the week as -people are not available at certain times. If I am to.work on Saturday, it would be. my normal scheduled work day, thus, 'I would be on'schedule with the payroll. What•I wouldn't finish on Saturday, I could work on in between my normal patrol duties when I return to work on Tuesday, May 13, 1906 0f which would be my normal assigned day.shift. At the present time,.all interviews have lead to no positive suspects as they all have had pat alibies. The remaining interviews are for some euployees and tenants of the park which involves'a suspect; of which I am having problems locating.. .
