MEETING CALLED TO ORDER BY MAYOR F. EUGENE CRAGG AT 7 P.M.
PRESENT:
VICE MAYOR HOOSE, COUNCILMEN "SKIP" GRAY, JAMES C. KINARD AND PA~' FLOOD, JR.,
AND MAYOR CRAGG.
MINUTES OF PUBLIC HEARING OF MARCH 10, 1975 AND MINUTES OF REGULAR COUNCIL MEETING OF
SAME DATE WERE APPROVED.
MOTION BY COUNCILMAN FLOOD AND SECONDED BY COUNCILMAN GRAY TO PAY MARCH BILLS IN THE
AMOUNT OF $7,690.52. CARRIED.
VICE MAYOR HOOSE WAS PLEASED WITH THE SUPPORT GIVEN HIM DURING THE CENTENNIAL + l0
CELEBRATION AND EXPRESSED HIS APPRECIATION TO ALL PARTICIPANTS.
COUNCILMAN GRAY ANNOUNCED SPECIFICATIONS ARE AVAILABLE TO ANYONE WISHING TO BID ON
THE TRACTOR AND ROTARY MOWER. SEALED BIDS MUST BE RECEIVED BY THE CITY CLERK NO LATER
THAN 4 P.M., FRIDAY, MAY 9, 1975, AND WILL BE OPENED AT THE REGULAR COUNCIL MEETING ON
MONDAY, MAY 12, 1975, AT 7 P.M.
COUNCILMAN KINARD REPORTED THE TREE COMMITTEE IS COMPILING INFORMATION FROM VARIOUS
CITIES AND AS SOON AS HE HAS AN OPPORTUNITY TO DISCUSS THE MATTER WITH THE CITY
ATTORNEY, A MEETING WILL BE SCHEDULED.
COUNCILMAN FLOOD REPORTED ON THE PROPOSED SUMMER RECREATIONAL PROGRAM. THE INDIAN
RIVER COUNTY SCHOOL BOARD WILL START THE FIRST WEEK IN JULY SO THE CHILDREN WILL HAVE
SOMETHING FOR THE SUMMER. COUNCILMAN FLOOD COMMENTED THE NORTH COUNTY RECREATIONAL
COMMITTEE HAS DONE A VERY GOOD JOB ON GETTING THESE THINGS TOGETHER.
WITH REFERENCE TO THE RIVER SIDE CITY PARK, COUNCILMAN FLOOD REPORTED THINGS ARE STILL
AT A STANDSTILL AND PROBABLY WILL BE UNTIL THE STATE POLLUTION CONTROL ANSWER IS
RECEIVED AND FORWARDED TO THE BOARD OF TRUSTEES.
COUNCILMAN FLOOD DISCUSSED HIS CONCERN ABOUT ACCEPTING THE 4.08 ACRES OF LAND OFFERED
TO THE CITY BY GDC FOR USE AS A RECREATIONAL AREA, PARTICULARLY AS IT PERTAINS TO THE
REVERTER CLAUSE. THE LAND WAS OFFERED TO THE CITY BY GDC WITH THE STIPULATION THAT
THE RECREATIONAL AREA BE COMPLETED WITHIN FIVE YEARS. WITH THE PRESENT ECONOMY
SITUATION AND FUNDS BEING SO TIGHT, HE STATED THE CITY MAY NOT BE IN A POSITION TO
COMPLETE THE PROGRAM WITHIN THE FIVE YEARS SPECIFIED. THE LAND WOUD, THEREFORE,
REVERT TO GDC AND THE CITY WOULD LOSE ANY MONEY INVESTED IN THE PROJECT. IT IS
COUNCILMAN FLOOD'SOPINION THAT THE CITY NOT ACCEPT ANYTHING FROM GDC WITH SUCH STRINGS
ATTACHED AND WOULD LIKE TO HEAR THE PUBLIC'S REACTION TO THE ACCEPTANCE OF THE 4.08 ACRES.
MAYOR CRAGG ADVISED A MEETING IS TO BE HELD WITH GDC SOMETIME THIS MONTH, EITHER THE
23RD OR 30TH, TO DISCUSS ACCEPTANCE OF ROADS AND THIS MATTER COULD BE INCLUDED FOR
DISCUSSION. THE COUNCIL WILL THEN HAVE A CHANCE TO DISCUSS THE MATTER AT THE
WORKSHOP MEETING ON WEDNESDAY, MAY 7, 1975, AND ACTION CAN BE TAKEN AT THE COUNCIL
MEETING ON MAY 12.
THE BUILDING DEPARTMENT REPORTED PERMITS HAD BEEN ISSUED IN MARCH FOR FIVE SINGLE
FAMILY RESIDENCES VALUED AT $91,500 AND ADDITIONS TO EXISTING HOMES FOR $3,230 -
A TOTAL OF $94,730 FOR THE MONTH.
MR. MUMM REPORTED THAT ABOUT 80% OF THE MOBILE HOME OWNERS HAVE COMPLIED WITH THE NEW
TIE-DOWN LAWS.
MRS. JOSEPH G. WARD'S REQUEST TO INSTALL A STREET LIGHT AT THE SOUTHEAST END OF
BRADDOCK STREET, SEBASTIAN HIGHLANDS, WAS TURNED OVER TO THE LIGHTS COMMITTEE CHAIRMAN,
COUNCILMAN FLOOD, FOR REVIEW AND RECOMMENDATION.
BECAUSE THE REQUEST WAS NOT PROCESSED BY THE CITY COUNCIL, THE VARIANCE BOARD RETURNED
THE PAPERWORK ON MR. KARR'S REQUEST FOR MOBILE HOME SET UP ON HIS NORTH US 1 PROPERTY.
ACTION WILL BE TAKEN BY THE COUNCIL.
LETTER WAS RECEIVED FROM MRS. MARY VELTMAN WITHDRAWING REQUEST FOR A VARIANCE ON THE
PROPERTY HELD ON INDIAN RIVER DRIVE NORTH.
THE CITY CLERK READ A LETTER FROM JOAN HOBGOOD OF VERO BEACH, ADDRESSED TO MR. SAM JOYCE,
SHERIFF OF INDIAN RIVER COUNTY, AND TO MR. JIM CUMMINS, CHIEF OF SEBASTIAN POLICE
DEPARTMENT, EXPRESSING HER SINCERE APPRECIATION FOR THE ASSISTANCE SHE RECEIVED
FROM POLICE OFFICER JOHN PORTER OF SEBASTIAN AND OFFICER JOHN PENSCH OF IRC SHERIFF DEPT,
WHILE STRANDED IN SEBASTIAN BECAUSE OF MECHANICAL PROBLEMS WITH HER AUTOMOBILE.
VICE MAYOR HOOSE ASKED THAT A COPY OF THE ABOVE LETTER BE PLACED IN OFFICER JOHN
PORTER'S PERSONNEL FILE.
MRS. PHELAN READ PRESIDENT FORD'S REPLY TO THE INVITATION EXTENDED TO HIM BY THE CITY OF
SEBASTIAN TO ATTEND IS CENTENNIAL + 10 CELEBRATION. (COPY ATTACHED)
THE POLICE DEPARTMENT REPORTED 126 COMPLAINTS ANSWERED IN MARCH, NOT INCLUDING TRAFFIC
STOPS.

MAYOR CRAGG PUBLICLY THANKED MR. L. KINSELL, IN THE NAME OF THE CITY, FOR THE PICTURES
HE TOOK OF THE CENTENNIAL + 10 PARADE AND PRESENTED TO THE CITY. THE PICTURES ARE
CONTAINED IN A BOOK AND ARE AVAILABLE FOR VIEWING AT CITY HALL. MAYOR CRAGG WILL
WRITE A NOTE OF THANKS TO MR. KINSELL.
THE PROBLEM OF TRASH PICK-UP HAS COME UP AGAIN AND MAYOR CRAGG STATED THAT IT WAS
ANNOUNCED SOMETIME AGO THE CITY WOULD NOT BE ABLE TO PICK UP TRASH ANY MORE BECAUSE
THE CITY HAD TO CLOSE ITS DUMP BY LAW BY JANUARY 1, 1975. IT WAS EXTENDED TO
FEBRUARY 1 TO DO SOME CLEAN UP AROUND THE CITY. IT WAS OFFICIALLY ANNOUNCED ON
FEBRUARY 1 AND SO ADVERTISED IN THE NEWSPAPER. THE COUNTY HAS NOT PROVIDED WHAT IS
CALLED A STUMP DUMP IN ADDITION TO THE NEW AREA FOR DROPPING OFF GARBAGE AND RUBBISH
AT THE ROSELAND DUMP.
MAYOR CRAGG REFERRED TO THE ORDINANCE AMENDING SECTIONS 5-13 AND 5-14 OF THE ORDINANCE
OF THE CITY OF SEBASTIAN AND PERMITTING THE SELLING AND LICENSING OF ESTABLISHMENTS OF
BEER AND WINE WITHIN A DISTANCE OF FOUR HUNDRED AND FIFTY FEET FROM ANY SCHOOL OR
CHURCH, BUT PROHIBITING THE SELLING AND LICENSING OF ANY ESTABLISHMENTS OF ANY LIQUOR
WITHIN FOUR HUNDRED AND FIFTY FEET FROM ANY SCHOOL OR CHURCH, AND DEFINING SUCH TERMS?
BEFORE MAKIN G A MOTION TO PASS THE ABOVE ORDINANCE, COUNCILMAN KINARD ASKED THAT HE BE
GIVEN AN OPPORTUNITY TO MAKE A STATEMENT - IT MIGHT CLARIFY HIS VOTE LATER 'ON. AFTER
GIVING HIS.~.VIEWS ON THE MATTER, HE SUMMED UP BY STATING THAT FROM A MORAL STANDPOINT
HE WONDERED IF THE COUNCIL WAS DOING THE RIGHT THING. IT WAS HIS OPINION THAT IF THE
AMENDMENT WAS VOTED FOR TONIGHT WITH THE WINE, IT IS OPENING THE DOOR FOR LATER ON TO
MOVE IN WITH THE HARDER PRODUCT. FOR THE SIZE OF THE CITY, IT WAS HIS OPINION T~AT THERE
ARE ENOUGH ESTABLISHMENTS AROUND THE TOWN SERVING ALCOHOLIC BEVERAGES AND THAT IS FOR
BEER ON UP.
MRS. PHELAN, CITY CLERK, WAS ASKED BY THE MAYOR TO READ THE PROPOSED ORDINANCE IN ITS
ENTIRETY.
MOTION BY COUNCILMAN FLOOD, SECONDED BY COUNCILMAN GRAY, TO ACCEPT THE ABOVE AMENDMENTS
TO THE ORDINANCE REGARDING THE SALE OF BEER AND WINE.
ROLL CALL - AYES - VICE MAYOR HOOSE, COUNCILMEN GRAY AND FLOOD, AND MAYOR CRAGG?
NAYS - COUNCILMAN KINARD.
CARRIED.
MOTION BY VICE MAYOR HOOSE, SECONDED BY COUNCILMAN KINARD, TO SPONSOR A MISS SEBASTIAN
CONTEST IN 1976. CARRIED.
MAYOR CRAGG EXPLAINED THAT THE MISS SEBASTIAN CONTEST WAS A GOOD KICK-OFF FOR THE
CENTENNIAL + 10 CELEBRATION AND IT WAS HIS OPINION WE SHOULD BE PROUD THAT WE WERE
THE FIRST IN THE AREA TO DO IT. HE FELT WE WOULD NOT BE FAR AFIELD TO DO IT NEXT YEAR
AND IF IT COSTS TOO MUCH, IT COULD BE DISCONTINUED.
A PROCLAMATION HAS BEEN ISSUED BY GOVERNOR ASKEW PROCLAIMING THE PERIOD APRIL 27-MAY 3, 1975
AS"BETA SIGMA PHI FRIENDSHIP WEEK." MRS. PAULINE WILSON, REPRESENTING THE BETA SIGMA PHI
COUNCIL, HAS REQUESTED MAYOR CRAGG TO ISSUE A SIMILAR PROCLAMATION FROM THE CITY OF
SEBASTIAN. MAYOR CRAGG STATED HE COULD SEE NO REASON WHY WE SHOULD NOT COOPERATE AND
WILL MAKE THE PROCLAMATION WITH THE APPROVAL OF THE COUNCIL. THE COUNCIL AGREED.
VICE MAYOR HOOSE SUGGESTED THE CITY PROCURE A BLOCK OF TICKETS FOR SALE TO PERSONNEL
IN THE AREA WHO ARE INTERESTED IN GOING TO ORLANDO ON JUNE 23 TO SEE THE MISS FLORIDA
PAGEANT. MISS SEBASTIAN WILL BE PARTICIPATING.AND VICE MAYOR HOOSE URGED THIS BE
GIVEN GOOD PUBLICITY TO GET A GOOD TURNOUT FROM THIS AREA.
THE CITY OF SEBASTIAN WILL COOPERATE WITH THE LOCAL CHAMBER OF COMMERCE IN PLACING A
FULL PAGE ADVERTISEMENT IN THE PRESS JOURNAL FOR THE 50TH ANNIVERSARY OF INDIAN RIVER
COUNTY.
MOTION BY COUNCILMAN GRAY, SECONDED BY COUNCILMAN FLOOD, THAT THE CITY JOIN THE CHAMBER
OF COMMERCE IN PLACING THE FULL PAGE AD IN THE PRESS JOURNAL AT A COST TO THE CITY NOT
TO EXCEED $150.00.
COUNCILMAN FLOOD IS IN COMMUNICATION WITH TROPIC AIR REGARDING THE UNSATISFACTORY
CONDITIONS CONCERNING AIR CONDITIONING AT THE COMMUNITY CENTER TO DETERMINE WHETHER
THE EQUIPMENT IS ADEQUATE FOR THE SIZE OF THE BUILDING, OR IF THE EQUIPMENT IS FAULTY.
TROPIC AIR REPRESENTATIVE IS TO COME DOWN ON WEDNESDAY AND COUNCILMAN FLOOD WILL GO
OVER THE SITUATION WITH HIM AT THAT TIME.
THE INDIAN RIVER COUNCIL ON AGING, INC., IN A LETTER TO THE CITY CLERK, HAS REQUESTED THE
CITY'S AID IN SECURING LOCAL FUNDS AMOUNTING TO $7984; $2597 OF WHICH MUST BE COMMITTED
PRIOR TO MAY 1 AND THE REMAINING $5387 PRIOR TO OCTOBER 1. THIS WILL ENABLE THEM
TO CONTINUE THEIR PRESENT PROGRAMS WITH A BUDGET OF SOME $58,000 WHICH WILL RUN FROM
JULY 1, 1975 TO SEPTEMBER 30, 1976. THE NECESSARY FUNDS ARE PROVIDED BY THE STATE
AND FEDERAL GOVERNMENT WITH THE PROVISION THAT SOME MATCHING FUNDS BE RAISED LOCALLY.
THE LOCAL FUNDS ARE A RELATIVELY SMALL PERCENTAGE OF THE TOTAL AMOUNT INVOLVED (13%).
THEY ARE NECESSARY, HOWEVER, TO INSURE THE SUCCESS OF THE ENTIRE UNDERTAKING.

WHICH HAS BEEN POSTPONED UNTIL THEIR NEXT MEETING ON APRIL 23. IF THEY DO NOT
APPROPRIATE THE ENTIRE AMOUNT, MAYOR CRAGG SUGGESTED WE REVIEW THIS MATTER. VICE
HOOSE SUGGESTED TABLING THE MATTER UNTIL THE NEXT MEETING.
WITH REFERENCE TO THE FELLSMERE LODGE'S REQUEST TO INSTALL A MASONIC DIRECTIONAL
SIGN 30"X30" ON THE CITY PROPERTY AT THE NE CORNER OF US 1 & 10TH STREET, WHICH IS
ON THE CITY RIGHT OF WAY, THE FOLLOWING MOTION WAS MADE:
MOTION BY COUNCILMAN FLOOD, SECONDED BY COUNCILMAN KINARD, TO APPROVE THE SIGN BE
PLACED ON THE RIGHT OF WAY AND THAT THE CITY BE PROVIDED WITH A HOLD HARMLESS LETTER.
THE REGULAR FEE WILL BE CHARGED FOR THIS SIGN. CARRIED.
VICE MAYOR HOOSE STATED THAT DUE TO THE LARGE NUMBER OF SOUVENIR ITEMS PURCHASED FOR
THE CENTENNIAL, THE TWO WATCHES RECEIVED GRATIS ARE BEING TURNED OVER TO THE CITY
FOR APPROPRIATE DISPOSITION.
BECAUSE INFORMATION WAS NOT RECEIVED IN TIME, THE PURCHASE OF CENTENNIAL PLATES WILL
