MEETING WAS CALLED TO ORDER BY VICE MAYOR LEWIS GRAY AT 7:99 P.M.
PRESENT: COUNCILMEN EVERETT T. GASS AND FRANK J. OBERBECK, COUNCILWOMAN MC KINLEY, VICE MAYOR LEWIS
GRAY AND CITY ATTORNEY DANIEL M. KILBRIDE.
ABSENT: MAYOR PAT FLOOD, JR. (ORLANDO)
THERE WAS A SHORT DISCUSSION RE THE REQUEST OF MRS. CATHERINE APEL TO SERVE ALCOHOLIC BEVERAGES AT
THE COMMUNITY CENTER AT A GRADUATION PARTY. SINCE THERE WAS NO DEFINITE STATEMENT AS TO WHAT AGE
GROUP IS INVOLVED, IT WAS DECIDED TO TABLE THIS MATTER UNTIL MORE INFORMATION CAN BE OBTAINED.
MOTION BY COUNCILMAN GASS, SECONDED BY COUNCILMAN OBERBECK, TO TABLE THE REQUEST OF MRS. CATHERINE
APEL TO SERVE ALCOHOLIC BEVERAGES AT THE COMMUNITY CENTER. CARRIED.
MOTION BY COUNCILWOMAN MC KINLEY, SECONDED BY COUNCILMAN OBERBECK, TO REJECT ALL BIDS RECEIVED FOR
SAND SEALING OF ROADS AND RESUBMIT INVITATION TO BID. CARRIED.

PUBLIC HEARING WAS SET FOR MAY 7, 1980., PRIOR TO THE WORKSHOP MEETING.
MR. KILBRIDE READ IN ITS ENTIRETY FOR THE FIRST TIME AN ORDINANCE REDEFINING THE DUTIES OF THE CITY
CLERK. DURING A DISCUSSION OF TRIS ORDINANCE CHANGES WERE RECOMMENDED IN THE WORDING.
MOTION BY COUNCILMAN GASS, SECONDED BY COUNCILWOMAN MC KINLEY, TO ACCEPT, AS AMENDED, FIRST READING
OF AN ORDINANCE AMENDING SECTION 2-1 OF THE CODE OF ORDINANCES OF THE CITY OF SEBASTIAN BY REDEFINING
THE DUTIES OF THE CITY CLERK; PROVIDING AN EFFECTIVE DATE.
ROLL CALL VOTE: AYES: COUNCILMAN GASS, COUNCILMAN OBERBECK, COUNCILWOMAN MC KINLEY, VICE MAYOR GRAY.
NAYS: NONE. CARRIED.
PUBLIC HEARING WAS SET FOR MAY 7, 1980, PRIOR TO THE WORKSHOP MEETING.
LETTER WAS READ FROM RENE VAN DE VOORDE, ON BEHALF OF THE SEBASTIAN OAKS ASSOCIATION, REQUESTING
THAT NORTH CENTRAL AVENUE, NORTH OF MAIN STREET UP THROUGH AND INCLUDING 1ST STREET, BE PLACED ON
THE PLAN FOR PAVING. VICE MAYOR GRAY STATED THAT THIS SHOULD BE GIVEN TO MAYOR FLOOD AND DALE WEHR
TO CONSIDER.
LETTER WAS READ FROM L. V. PATTERSON, SCHOOL DISTRICT OF INDIAN RIVER COUNTY, REQUESTING THE USE OF
THE SEBASTIAN HIGHLANDS LAKE FOR THE COUNTY SUMMER RECREATION PROGRAM. THIS MATTER WAS TURNED OVER
TO COUNCILMAN OBERBECK WHO WILL DISCUSS WITH MR. PATTERSON SOME OF THE PROBLEMS CREATED BY BUSING IN
CHILDREN AND REPORT BACK AT THE NEXT MEETING.
