Meeting was called to order by President Sembler. Those present
were Mayor Rohme, Councilmen Finnegan, Nash, Baxter and Brehmer.
President introduced an Ordinance entitled "AN ORDINANCE 0F THE CITY
OF S.~B.~TIAN, A MUNICIPAL CORPORATION REGULATING THE PARKTNG OF VEHICLES ON THE
STREETS WITHIN THE CITY OF SEBASTIAN BETWEEN TH~ HOURS OF TWO A.M. AND SIX A.M.
PROVIDING THE VIOLATII[~NS AND PENALTIES THEREOF."
Councilman Nash made a motion to read said ordinance first time in full,
and the vote was as follows:
Ayes: president Sembler, Coucilmen Finnegan, Nash, Baxter
Nays: Councilman Brehmer. ~
Councilman Nash made a motion to read ~dinance second time by title

only. Section 6 of the ordinance to read as follows: Any person violating any
provision of this ordinance shall be penalized by an amount not to exceed
twenty five dollars ($25.00), or b~ imprisonment not exceeding five (5) days
in jail, or by both'." Voting was as follows:
Ayes: President Sembler, Councilmen Finnegan, Mash
Nays: Councilmen Brehmer, Baxter.
Councilman Nash made a motion to read ordinance third time by title only and
be.~ placed upon its final passage.
Ayes: President Sembler, Councilmen Finnegan, Mash
Nays, Councilmen Brehmer, Baxter.
Thereupon said ordinance having received the affirmative vote of three-fifths of
all members of the Council, was declared duly adopted and upon being presented
to the Mayor and having received his approval was numbered as Chapter number
~2 of the Ordinace of said City and was thereupon duly posted at the~b~'r ~of
'ii~,~ .~:~ City Hall of the city of Sebastian in accordance with provisions ~f~e~ct~n
· '8~ Chapter 16683 of the laws of Florida being cha~er of said City.
Mr. Cook met with the Council for the purpose of requesting a
permanent permit for the parking of house-trailers, for a period of 24 hours,
at the Gulf Service station in the City of Sebastian. The Council denied this
request.
The clerk gave a report on the lights in Sebastian Highlands~ Mr.
Hickey was requested to meet with t~[r~y clerk and Councilman Brehmer to
determine the location of additional~lights~ -- in Seba~_~tian~ Highlands.
Councilman Baxter made a motion that the City purchase 6 (six) bonds
a a quoted price of eighty two (82¢) cents on the dollar. Second by Council man
Brehmer.
Councilman Baxter withdrew this motion, also Councilman Brehmer with the
second to this motion.
Councilman Baxter made a motion to give the finance committee the
entire authority on purchasing said bonds. Second by Councilman Breh~er and
carried.
Councilman Baxter reportSd to the City the condition of the City dump.
Council agreed to a meeting with Wm. Bosworth on acquiring right-of ways for a
street leading from Main street north to the north City limits. This right-of-way
to be used for the purpose of gaining access to the County dump, located South
of Roseland.
Councilman Baxter reported that he had instructed his street dept. to
help load county trucks while the county drag line is in repair.
Councilman Baxter reported ~he condition of streets in the City and
requested that the city spot weld these streets at the places needed. Council~u~.~
Baxte~s requested to get an estimate on the cost of spot welding streets in'.~'~,.i,

~buncilman Brehmer introduced the possibility of the city moving a
sign advertising Pelican Island on south Indian River Drive to U. S. Highway #1.
Mayor Rohme reque~ted a salary increase for Officer Smith, to become
effective May let. 1960.
Councilman Baxter made a motion to increase the salary of OffiCer Smith
to three hunred fifty (350.00) dollars per month to become effective at the
date recommended. Second by Councilman Nash and carried.
Mayor Rohme requested that the City of Sebastian and~he Sheriff's
Dept. of Indian River County jointly purchase a Drunkometer machine. After
much discussion Council postponed their discussion on this purchase.
Mayor Rohme Teported receiving complaints from motorists on a sign
advertising"~arren Dry Cleaners" at ~e intersection of ~est Main Street and
u. $. #1.
City clerk read ~orrespondence from the City attorney in reference to
the scheduled meeting between the City of Seba.tian and Wm. Bosworth, also a
meeting between the City of Sebastian and A. E. Sirota.
City clerk read a letter from Robert F. Bell Co., Inc. in regard to the
purchase of City of Sebastian bonds.
Councilman ~innegan made a motion to adjourn, second by Councilman
Nash and carried.
