meeting called to order by ~resident Pro Tem Taylor.
Those present were ~ayor Shaffer,Fres. Pro Tem Taylor and ~ouncilmen sembler,Ellingsen,
and Chesser.oity Attorney Walker present.
Minutes of the last meeting were approved as read.
~ayor Sha~fer told the Council that mrs Dykman's Brother who was visiting here reported
an unsanitary condition existing at the rear of Mr Turlington's property which was turned over
to Councilman Zllingsen who is Chairman of ~anitation.Mr Ellingsen reported that when he arriv
ed the rubbish had been burned.~r Turlington told Oouncilman Ellingsen that he would get a
barrel to put the rubbish in.~r Ellingsen told the ~ouncil that he thought the state Sanitary
Inspector should make an lnspection,whwerby ~ouncilman ~hesser said that she thought 'the Saate~
should not only inspect one plawe but should inspect every place. It was then moved by
Councilman Sembler that the the State Inspector be noti:i~d to inspect the City for sanitary
violations,said motion was seconded Oy oouncllman ~llingsen and carried.
Councilman Ohesser reported to the ~ouncil that the ~ld Dixie would be resurfaced at
the same time as the ~oseland road. Also that the ~ity park was cleaned up by the 0onvlcts.
Oouncilman ~hesser also reported the a pipe in the ~lty park was broken and the ~ouncil
turned same over to mrs Chesser to take care of having same repaired.
Mr Snowden re~resenting the ~ebastian Garage aske~..:~he'~O%~-~'oouncll for a permit to
operate a used car lot and sell parts from cars parked on lot,this caused a leng~ discuss-
ion on~.auto wrecks and what was and was not Ju~k.zhe Clerk was asked to read section eight
of the C-1 (Commercial) Zoning ordinance n,,mber ll$.~r Turlington and Mr Snowden both requ~
ted the $ity to change the 0-1 zoning ordinance to M-1 which would permit Junk and auto
wrecking on the following lots.Lots 1-~-S-~-~-6 & ? in hardee S/D S for ~r Turlington and
Lots 13-14-1~-16- ~ 17 ~'or the Sebastian Garage in hardee S/D B. Mr Turlington being in
Block 2 on the NE cot of First St and US 1 Highway and the Sebastian Garage being in ~lock 1
on the SE cor of ~irst Street and the 9S 1 highway.The City Attorney Walker explained the
ordinance said that to change the zoning in the city,he thought wo~ld require a public
hearing.Whereby Council Sembler moved that ~he Clerk insert in a newspaper that a public
hearing would be held at the next regular meeting o~ the City Oouncil on ~onda~ night of
April 26,19§4..Said motion was seconded by councilman mllingsen, carried.
~ills amounting to $619.79 approved 'by the finance committee were ordered paid on
motion by Councilman sllingsen and seconded by oouncilman ~hesser.carrie~.

Those present were i~ayor Shaf fer,~resid~nt Sweatt,oouncilmen Sembler,mllingsen,
and Chesser.city Attorney ~'~alker also present.
minutes of the last meeting were approved as read.
Bills amounting to ~75.55 approved by the finance committee were authorized to be
paidon motion ~y ~ouncilman which was seconded by Oouncllman Taylor and passed.
A~r W.H.0wens gave the City an estimate of ~296.50 to clear alley and marl to cover
$&I~ .
Mrs Chesser told the Oity council that ~ George ~elson had a picture he would give
the Oity if they would accept it,oouncllmau moved that the oity accept picture and councllma
Taylor seconded maid motion which carried.
~vs Ohesser also told the uouncil that if the oity would clean the ~ark in Ocean
Breeze Subdivision that the Ohurch of God would see that the Park was kept clean.

About thirty visitors were present to ~ hear the discussion of parking of wrecked
~s on mr Turlingtons property which comprise lots 1-2-3-4-5-6 & ? in Block 2 of Hardee
~sion B.
Mr Harry Bohannon asked to read a letter pertaining to his proper~y and what the
Sanitary inspector compeled him to do. The Sanitary law stated that ~zr Bohann°n would have
to ~Httall wash rooms for the oolored people if he continued to serve them in the colored
room.Mr ~ohannon stated that he was given from three to six months to install wash rooms
or hw would have to close the colored room.~r Bohsmnon stated that to install wash rooms
for the Colored people would cost him about $ l§00.00,the costbeing more than Mr Bohannon
wanted to spend so ~r Bohannon closed the colored room and opened a package room instead.
Mr Bohannon said that he lost some ~or a while but that later his business picked up and
he thanked the City for enforceing the law as he thinks he profited by slosing the colored
room.He also said that he believed that Mr Turlington would profit by moving the wrecked
cars and comply with the ..Zoning Ordinance.
Mr Walker the City Attorney also read a letter to the city Council which he had
written to the Cit~ previous to said meeting defining the law covering the Zoning Ordinance
and what was defined as Junk.He explained that the Zoning ordinance allowed what existed
prior to the zoning ordinance became a law. The question was asked what property was assessed
for business prior to the ordinance becoming a law.The clerk stated that lots 4-5-6&~ had
been taxed along with the building for business and that the lots 1-2-3 were taxed for land
value only. The zoning law did not allow business to expand to other property except what
was being used at the time of the Ordinance became a law.
The same question arose as to the Sebastian Garage property and the clerk was asked
for the taxation for same,The Sebastian Garage was assessed along with lots 15-14-15 and
lots 16-17 have only 'been taxed mm land v.aluation only. ~ame ruling aplied to the Sebastian
Garage,the present business could not ~expand to lots 15 ~ l?.

tha~ he would move the .cars off of lots l-E-3.
,,.~ Councilman Taylor then moved that the City accept ~r Turlington's offer to move
ttX~e cars off of lots 1-~-5 and that ~&r ~i'urling~on be given six months time to comply,said

~rs Stevenson presented a petition to the 0ity to have M-1 rezoned,and t he City
Attorney asked wha~ part of M-1 or if she included all of M-1 as m-1 runs parallel with the
~'lorida East Coast Hy from north city limits to the south City limits.~rs Stevenson said
Just the part from north line of main street to the north line of 1st street.
The city Attorney stated ths~ if there was to be zones changed that it would
to'advertised in the newspaper for a public hearing to take place at the second meeting in
May which would be Monday ~ay 2A,19§A at City Hall time ?:~0 P.M.
Mrs Chesser suggested that the Ordinances of the City he filed in rotation and
a list kept listing ordinances.it was suggested that the Mayor and Clerk be appointed to
get same in order.
