CITY OF SEBASTIAN
APRIL 26, 1985
MAYOR GALLAGHER CALLED THE SPECIAL CITY COUNCIL MEETING TO ORDER AT 3:30 P.M. AND STATED
THAT THE PURPOSE OF THE MEETING WAS TO INTERVIEW THE THREE APPLICANTS FOR THE POSITION OF
GOLF COURSE MANAGER.

MINUTES SPECIAL COUNCIL APRIL 26, 1985
MAYOR GALLAGHER STATED THAT THE APPLICANTS WOULD BE INTERVIEWED IN THE FOLLOWING SEQUENCE
AND TIMES: ROBERT HENNESSY 3:30 P.M., RAYMOND LADD 4:00 P.M., and PAUL YOCUM 4:30 P.M.

AND ADVISED FOR THE RECORD THAT ALL THE COUNCIL MEMBERS WERE PRESENT.

THE COUNCIL MEMBERS TO MR. LADD. AN INr!E)TH -N[_~.RVIEW WAS CONDUCTED REGARDING THE
MANAGEMENT OF THE GOLF COURSE AND THE RBQUI ~EME~LI]S OF THE JOB. MR. LADD WAS EXCUSED FROM
THE INTERVIEW AT 4:45 P.M. ~ I
THE COUNCIL RECESSED UNTILL 4:55 P.M. A~AYOI~GALLAGHER CALLED THE MEETING BACK TO ORDER
AND ADVISED FOR THE RECORD THAT ALL THE COUNCIL MEMBERS WERE PRESENT.

MAYOR GALLAGHER STATED THAT THE COUNCIL HAD COMPLETED THE iNTERVIEWS AND RE,QUESTED COUNCIL
COMMENTS.
COUNCILMAN SZELUGA STATED THAT HE WAS PREPARED TO MAKE A FINAL DECISION.
VICE MAYOR HARRIS STATED THAT HE WAS PREPARED TO DISCUSS THE APPLICANTS AND THE RESULTS OF
THE INTERVIEW.
COUNCILMAN SZELUGA STATED THAT HE HAD REVIEWED THE APPLICANTS FOR THE POSITION AND WITH
DUE DELIBERATION HE NOMINATED MR. RAYMOND LADD AS THE MOST HIGHLY QUALIFIED APPLICANT.
MAYOR GALLAGHER STATED THAT MR. LADD HAD BEEN NOMINATED FOR THE POSITION.
COUNCILMAN VALLONE RECOMMENDED THE NOMINATION OF MR. HENNESSY FOR THE POSITION.
VICE MAYOR HARRIS STATED THAT HE WOULD RECOMMEND FOR NOMINATION MR. YOCUM SO THAT ALL
THE APPLICANTS COULD BE DISCUSSED.
MAYOR GALLAGHER STATED THAT MR. HENNESSY AND MR. YOCUM WERE ENTERED INTO THE NOMINATIONS.
MOTION BY COUNCILMAN ROTH, SECONDED BY COUNCILMAN SZELUGA, TO CLOSE THE NOMINATIONS.
MOTION CARRIED.
VICE MAYOR HARRIS STATED THAT HE HAD REVIEWED THE JOB AS IT WAS ADVERTISED AND QUESTIONED
THE DEGREE IN A COLLEGE, UNIVERSITY OR ITS EQUIVALENT.
MAYOR GALLAGHER READ FROM THE STANDARD OPERATING PROCEDURES THE EXACT WORDING OF THE
EDUCATIONAL REQUIREMENTS FRO THE POSITION.
COUNCILMAN SZELUGA STATED THAT THE COUNCIL HAD THE ADVANTAGE IN HIRING ONE PERSON WHO
WAS CAPABLE OF DOING TWO (2) POSITIONS THAT OF THE MANAGER AND THAT OF THE PROMOTER.
COUNCILMAN ROTH STATED THAT THE DAY BEFORE, HE ATTENDED THE GOLF COURSE ADVISORY BOARD AS
THE LIASION, AND THAT BOARD HAD RECOMMENDED THAT THE COUNCIL CONSIDER RAYMOND LADD, AS
THE MOST QUALIFIED APPLICANT.

THE CITY CLERK READ THE MEMO FROM THE AIRPORT ADVISORY BOARD TO THE CITY COUNCIL MEMBERS.

COUNCILMAN VALLONE STATED THAT IN HIS OPINION BOTH THE MAYOR AND COUNCILMAN SZELUGA
WERE BIASED AND PREJUDICED IN THE FACT THAT THE MAYOR, ON CITY LETTERHEAD, HAD WRITTEN
A LETTER OF RECOMMENDATION FOR MR. LADD AND THAT COUNCILMAN SZELUGA HAD WRITTEN A LETTER
OF RECOMMENDATION ON HIS LETTERHEAD FROM VIDEO PRODUCTIONS.
COUNCILMAN SZELUGA STATED THAT HE HAD WRITTEN THAT LETTER FOR MR. LADD SOMETIME AGO
BECAUSE MR. LADD HAD BEEN LOOKING FOR OTHER EMPLOYMENT AND HE HAD REQUESTED A LETTER OF
RECOMMENDATION. COUNCILMAN SZELUGA STATED THAT HE WAS NOT BIASED OR OPINIONATED, HE
HAD REVIEWED IN DEPTH SEVERAL P.G.A. PROFESSIONALS WHO HAD SUBMITTED APPLIC TIONS,
HOWEVER, IN HIS OPINION, THEY DID NOT MEET THE REQUIREMENTS OF THE JOB.
MOTION BY COUNCILMAN SZELUGA, THAT THEY CALL FOR THE QUESTION.
MAYOR GALLAGHER STATED THAT THE MOTION WAS OUT OF ORDER.
AFTER SOME DISCUSSION REGARDING THE PERSONALITIES:~. MISUSE OF PROPERTY, ETC.. MAYOR GALLAGHER
STATED THAT ALL THESE THINGS ARE OUTLINED Ihi THE RULES AND REGULATIONS AND S.O.P. AND THAT
ALL DEPARTMENT HEADS ARE ON A SIX (6) MONTH PROBATIONARY PERIOD AND IF HE WERE UNSATISFIED
WITH ANY PERFORMANCE OF ANY DEPARTMENT HEAD HE WOULD BRING IT TO THE COUNCILS ATTENTION.
MAYOR GALLAGHER INSTRUCTED THE COUNCIL TO VOTE FOR THE APPLIC~.NT OF THEIR CHOICE WHEN
THE CLERK CALLED THEIR NAME.

MAYOR GALLAGHER STATED THAT HE WOULD CONTACT MR. LADD REGARDING
THE COUNCILS DECISION AND ALSO ADVISE THE OTHER APPLICANTS.
MAYOR GALLAGHER STATED THAT THE COUNCIL COULD SET THE CONTRACTUAL
SALARY AND TERMS OF PROFIT AS THEY HAD ALREADY BUDGETED FOR MR. RAWLEY.
$25,000 ANNUAL SALARY AND 25% OF THE NET PROFIT UP TO $75,000.00.
MOTION BY COUNCILMAN ROTH, SECONDED BY COUNCILMAN SZELUGA,
MR. LADD BE COMPENSATED THE SAME AS THE FORMER MANAGER.
MOTION CARRIED
MAYOR GALLAGHER ANNOUNCED THAT ATTORNEY PALMER HAD A CONFLICT
OF MEETINGS AND HE WAS UNABLE TO ATTEND THIS ~'~EETING.
MOTION BY VICE MAYOR HARRIS, SECONDED BY COUNCILMAN SZELUGA,
ADJOURN THE MEETING.
MOTION CARRIED.
