GASS, COUNCILMAN FRANK OBERBECK, COUNCILMAN RICHARD VOTAPKA, COUNCILWOMAN FLORENCE PHELAN, MAYOR PAT FLOOD, JR., AND CITY ATTORNEY DAN KILBRIDE. THE CITY CLERK READ THE NO~ICE OF PUBLIC HEARING AS IT APPEARED IN THE PRESS JOURNAL APRIL 26 AND MAY 3, 1981, TO CONSIDER AN APPEAL OF A SI~EPLAN WHICH HAS BEEN APPROVED BY THE PLANNING AND ZONING COMMISSION FOR CONSTRUCTION OF A RESTAURANT TO BE LOCATED ON LOT 7, BLOCK 3, MARTIN SUB- DIVISION, WHICH LAND IS LOCATED ON THE EAST SIDE OF U S 1 BETWEEN MARTIN LANE AND CLEVELAND STREET, IN THE CITY OF SEBASTIAN, FLORIDA. A NUMBER OF PEOPLE WHO OWN PROPERTY IN THE VICINITY OF THE PROPOSED RESTAURANT WERE PRESENT AT THE PUBLIC HEARING TO PROTEST THE OPENING OF THE ALLEY. IT WAS THEIR IMPRESSION THAT IT IS A UTILITY ALLEY ONLY. THERE FOLLOWED A LENGTHY DISCUSSION ABOUT PARKING ON U S 1, AND WHAT USE COULD BE MADE BY OWNERS OF OTHER SIMILAR LOTS WHO HAVE BEEN PAYING TAXES FOR COMMERCIAL PROPERTY. MOTION BY VICE MAYOR GASS, SECONDED BY COUNCILMAN OBERBECK, TO TABLE THE SITE PLAN, SEND TO THE TRAFFIC CONTROL COMMITTEE AND REPORT BACK TO THE COUNCIL WITH THEIR RECOMMENDATIONS AT THE MEETING OF MAY 20, 1981. ROLL CALL VOTE: AYES: VICE MAYOR GASS COUNCILMAN OBERBECK COUNCILMAN VOTAPKA COUNCILWOMAN PHELAN MAYOR FLOOD NAYS: NONE CARRIED. PRESENT: VICE MAYOR EVERETT T. MAYOR FLOOD RECOMMENDED THAT THE BIDS FOR THE STEEL BUILDING AT THE GOLF COURSE BE PRESENTED TO THE AWARDS COMMITTEE FOR REVIEW AND THEIR RECOMMENDATIONS BE PRESENTED AT THE REGULAR COUNCIL MEETING ON MAY 11, 1981. BID OPENING FOR THE FLOW WELL AT THE SEBASTIAN GOLF COURSE - MAY 6, 1981 PRESENT: VICE MAYOR EVERETT T. GASS, COUNCILMAN FRANK OBERBECK, COUNCILMAN RICHARD VOTAPKA, COUNCILWOMAN FLORENCE PHELAN, MAYOR PAT FLOOD, JR., AND CITY ATTORNEY DAN KILBRIDE. THE CITY CLERK READ THE BID NOTICE AS IT APPEARED IN THE PRESS JOURNAL APRIL 21 AND 26, 1981. ATTORNEY KILBRIDE NOTED THAT ONLY ONE BID WAS SUBMITTED. SEALED BID RECEIVED FROM MCCULLERS AND HOWARD WELL DRILLING, INC., OF VERO BEACH, FLORIDA, WITH A TOTAL COST OF $10,350.00 FOR AN 8" WELL AND A TOTAL COST OF $14,245.00 FOR A 10" WELL. MAYOR FLOOD RECOMMENDED THAT THE BID FOR THE FLOW WELL AT THE GOLF COURSE BE PRESENTED TO THE AWARDS COMMITTEE FOR REVIEW AND THEIR RECOMMENDATIONS BE PRESENTED AT THE REGULAR COUNCIL MEETING ON MAY 11, 1981.
