EUGENE CRAGG CALLED THE PUBLIC HEARING TO ORDER AND READ THE PROPOSED ORDINANCE AMENDING HAPTER 21-5 OF THE ORDINANCES OF THE CITY OF SEBASTIAN KNOWN AS THE ORDINANCE SETTING miNimum STANDARDS THE CONSTRUCTION OF DRIVEWAYS. THIS WAS THE SECOND READING OF THE PROPOSED AmENDmENT. THERE WAS NO RESPONSE FROm THE AUDIENCE, mAYOR CRAGG DECLARED THE PUBLIC HEARING CLOSED. VOCELLE. mINUTES OF THE REGULAR mEETING OF APRIL 12, 1976 WERE APPROVED AS WRITTEN. mOTION BY COUNCILMAN JOACHIM, SECONDED BY VICE MAYOR KINARD, TO APPROVE BILLS FOR APRIL IN THE AMOUNT OF $8,235.76. ~R. PAT FLOOD, JR. GAVE A REPORT ON THE SCHOOL BOARD mEETING HELD THAT AFTERNOON. THE LATEST DECISION OF THE BOARD IS TD BUILD THE NEW SCHOOL IN VERO BEACH INSTEAD OF THE NORTH END OF THE COUNTY. MR. FLOOD STATED HE WOULD LIKE TO HEAR FROm ANYONE WHO IS INTERESTED IN CONTINUING THE FIGHT TO BUILD THE SCHOOL AT THE NORTH END OF THE COUNTY. THE SEBASTIAN VOLUNTEER FIRE DEPARTMENT AND AMBULANCE SQUAD HAS ASKED THE CITY TO PURCHASE FIVE POCKET PAGERS FOR THEm AT $285 EACH. THE ORIGINAL REQUEST TO THE COUNTY commISSiONERS WAS FOR 20 SUCH PAGERS. THE COUNTY AGREED TO PAY FOR ~5% OF THEm, OR 15 PAGERS AND SUGGESTED THEY GO BEFORE THE CITY OF SEBASTIAN FOR THE REMAINING 25% OR 5 PAGERS. MOTION BY COUNCILMAN JOACHIm, SECSNDED BY COUNCILMAN GRAY, TO APPROVE THE REQUEST FOR THE PURCHASE OF $ POCKET PAGERS AT $285 EACH FOR A TOTAL OF $1,425.00 FOR THE SEBASTIAN VOLUNTEER FIRE DEPARTMENT AND AMBULANCE SQUAD. CARRIED. mR. ANDES. ARDELAN EXPRESSED APPRECIATION TO THE CITY FOR cOmPLYING WITH THEIR REQUEST TO INSTALL A STREET LIGHT NEAR THEIR HomE. A $25 CONTRIBUTION TOWARD THE UPKEEP OF THE CEMETERY WAS RECEIVED FROm MRS. R. m~[LLER. THE ZONING & PLANNING COMMISSION REcommENDED DENIAL OF MRS. GRISHABER, $ REQUEST TO REZONE HER PROPERTY ON THE INDIAN RIVER DRIVE FROm R-2 (mULTIPLE FAMILY) TO C-2 (COMMERCIAL). MR. VOCELLE, CITY ATORNEY, EXPLAINED THE PROPER PROCEDURE TO BE FOLLOWED EACH TImE A REQUEST FOR iE-ZONING IS RECEIVED, I.E., T~O PUBLIC HEARINGS SHOULD BE HELD. FOR THE SECOND READING OF THE ED AmENDmENT TO S/D ORDINANCE REGARDING THE PRESENT ONE YEAR mAINTAINANCE OF ROADS 8E EXTENDED TO THREE YEARS MAINTAINENCE. THE BILL SPECIFICALLY EXCLUDES LOCAL PLANNING AND ZONING 80ARDS FROm THE DEFINITION OF ADVISORY BOARD. IF THE BILL IS PASSED 8Y THE SENATE, iT WILL PRECLUDE THE mEmBERS OF THE ZONING ~ PLANNING COMMISSION FROM HAVING TO FILE DISCLOSURES. MAYOR CRAGG EXPLAINED THaT THE FINANCE commITTEE HAD APPROVED THIS EXPENDITURE TO 8E MADE FROm FEDERAL REVENUE SHARING. mR. FLOOD QUESTIONED ~HETHER SUCH ACTION SHOULD H~E BEEN COUNCIL ACTION AND NOT THE FINANCE COMMITTEE ACTION. VICE MAYOR KINARD ASKED mR.
