Those present were Mayor Shaffer,Pres.Protem Taylor '~nd Councilmen Sembler,Ellingsen and Chesser. Special meeting called to discuss and hear the views of the property owners and business operators of the City ct the City of Sebastian~Florida,on the four lane highway thru the City of Sebastian. The Chair requested Mr Snowdon who was acting Chairman Of the U.S.! Highway Improve- ment Association of Indian River County to open discussions. Mr Snowdon advised the City Council that the cost approperated for four laning Highway 1 an~ not relocating the High- way to some other location than the present lecat ion ,and considerable ~ime was spent in bringing out the disadvantages of a split highway,and harm which ~ould~nflicted against present busAnesses located on said highway. Mr Snowdon also pointe~ out that 80 feet had already been given by the property owners on said highway 1 for street purposes,and which could be four laned as has been done in Vero Beach and that 80 feet south of Yarc Beach was being worked on at present.~ Snowdon stated that if the State Department did not four lane the present Highway 1,of 80 feet,he thought the State Department would not be treating the no:th Indian River County property owners on equal terms as the south end have been treatedt he did not think that the Sate-or County Commissioners would disregard the wishes of the property owners'and on the strenth of what could be expected Mr Snowdon asked the City Council to abide by the wishes of the majority and reve:rse their previous commitment on the split highway.Whereby Councilman Ellingsen moved that the City of Sebastian Council abide by ~he wishes of the majority and vote in favor of the present highway 1 be four laned and letter to the County Commissioners be sent to them advising them of the Council's decision.Oaid motion was seconded by Councilman Sembler and carri . Bills amounting to $229.80 approved by the finance committee were authorized to b~ paid on motion by Councilman Sembler and seconded by Councilma~x Ellingsen and carried. It was moved by Councilman Chesser and seconded by Councilman Ellingsen to have the Clerk write a letter of thanks to ~Lr George Nelson for the framed pictures of Pelicax~ Island.which he presented the City for the City Hall. It was moved by Councilman Sembler and secohded by Councilman Ellingsen that the City purchase two tires for the ffire Truck.0arried. Meeting duly adjourned. Councilman Sweatt Absent. Minutes of the last meeting were approved as read. One bill amounting to $ 108.A6 covering Insurance Policy for the Fire Department which being approved by the ~inance 0ommittee was authorized, to be paid on motion by Councilman mllingsen and seconded by oouncllm~m Sembler.Oarried~ 0ouncilman Chesser introduced an Ordinance entltled~ An 0rdinsmce regulating the E xcavati~ ~ dirt,S and,olay or muck within the 01ty limits of ~ae oity of ~ebastian, ~'lortda,P rohibittng the excavation cf dirt,sand, clay or muck under certain conditions within the 0i~y of S ebasyian and ~$~$~$~p~ovlding penalties for the violation ~e hereof, sad moved its adoption. Upon motion b~ Councilman Chesser and seconded by councilman Ellingsen and ~ unanimously carrie~'saSd ordinance was read the first time in full. 9pon motion by Councilman Chesser seconded Oy Councilman Ellingsen and unanimousl carried,said ordinance was read the second time by title only; there being no amendments offered upon motion by Councilman Ohesser,seconded by Councilman Ellingsen said ordinance was read the third time by title only and placed upon its final passage.The roll being ! called upon the final passage of said Ordinance the result was as follows: Ayes. oouncilman ohesser, Sembler, ~llingsen add Taylor. Nays. 11 one. ~ Thereupon said ordinance having received an affirmative vote of three fifths of all members ofn~he oouncil was declared duly adopted and upon being presented to Mayor and having received his approval was numbered 136 of the Ordinances of said city and was thereupon duly posted at the door of the 'oity ~all of the oity of Sebastian in accordance with the provisions of sec.85 of ~hapter 16683 cf._the laws of Florida, being the Charter of said City,
