MEETING CALLED TO ORDER BY MAYOR F. EUGENE CRAGG AT 7 P.M.
PRESENT: VICE MAYOR HOOSE, COUNCILMEN "SKIP"GRAY, JAMES C. KINARD, PAT FLOOD,JR.
AND MAYOR CRAGG.
MINUTES OF REGULAR MEETING OF APRIL 14, 1975 WERE APPROVED.
MOTION BY VICE MAYOR HOOSE, SECONDED BY COUNCILMAN KINARD TO PAY APRIL BILLS
AMOUNTING TO $5991.24.
DURING THE 15 MINUTES FOR THE PUBLIC, FRED GRENIER, COMMANDER, VFW POST #10210,
PRESENTED TO MAYOR CRAGG, COUNCILMAN FLOOD, MRS. PHELAN, AND THE CITY OF SEBASTIAN
CERTIFICATES FOR MERITORIOUS AND DISTINGUISHED SERVICE IN FURTHERING THE AIMS
AND IDEALS OF THE VETERANS OF FOREIGN WARS OF THE UNITED STATES. A SIMILAR
CERTIFICATE IS BEING MADE FOR THE CITY ATTORNEY AND WILL BE PRESENTED AT A
LATER DATE.
MAYOR CRAGG THANKED COMMANDER GRENIER ON BEHALF OF THE CITY AND WiLL HAVE THE
CITY AWARD POSTED FOR CITIZENS OF SEBASTIAN TO VIEW.
MRS. JOYCE DE GRAEVE DISCUSSED THE UPCOMING MISS FLORIDA PAGEANT TO BE HELD
IN ORLANDO ON JUNE 28, 1975, NOT JUNE 23 AS PREVIOUSLY ANNOUNCED. SHE SUGGESTED
THOSE DESIRING TICKETS TO THE PAGEANT CONTACT THE CITY CLERK SO THE PEOPLE FROM
THE AREA CAN SIT TOGETHER. THE COST IS $7 A PERSON.
CORRESPONDENCE WAS RECEIVED WITH REQUEST FOR THE CITY TO ADVERTISE IN THE MISS
FLORIDA PAGEANT PROGRAM BOOK AND TO BECOME A GOLD OR SILVER PATRON. AS THIS
MATTER HAD NOT BEEN BROUGHT TO THE COUNCIL'S ATTENTION AT THE WORKSHOP MEETING, A
MOTION WAS REQUIRED TO DISCUSS IT.
MOTION BY VICE MAYOR HOOSE, SECONDED BY COUNCILMAN GRAY, TO DISCUSS THE ABOVE
SUBJECT. CARRIED.
OPINIONS OF THE COUNCIL MEMBERS WERE EXPRESSED AS TO WHETHER THE CITY SHOULD
BECOME A GOLD OR SILVER PATRON AND THE AMOUNT TO BE SPENT FOR ADVERTISING.
COUNCILMAN GRAY ASKED THAT THE MATTER BE TABLED AND PLACED ON THE AGENDA FOR THE
MAY 20 MEETING. THIS WILL GIVE THE COMMITTEE AN OPPORTUNITY TO DETERMINE HOW MUCH
THE CITY SHOULD SPEND IN SUPPORTING MISS SEBASTIAN AT THE PAGEANT. VICE MAYOR HOOSE
URGED THE CITY~'~ULLY SUPPORT HER.
COUNCILMAN FLOOD WAS GIVEN PERMISSION BY MAYOR CRAGG TO VISIT TALLAHASSEE TO DISCUSS
REQUEST FOR PERMITS FOR THE PARK ON THE RIVER IF HE IS UNABLE TO SATISFACTORILY
WORK OUT DETALS ON THE TELEPHONE.
MR. DE GRAEVE, CHAIRMAN OF THE ZONING & PLANNING COMMISSION, WILL SCHEDULE A
MEETING IN CITY HALL TUESDAY EVENING, MAY 13, 1975, SUBJECT: MASTER PLAN.
MR. CHARLES ZIMMER, DEPUTY DIRECTOR, SEBASTIAN-INDIAN RIVER COUNTY FOR CIVIL DEFENSE,
OUTLINED THE LATEST DEVELOPMENTS OF THE 911 PROGRAM STATING THERE IS LITTLE LIKELIHOOD
THE PROGRAM WILL BE FUNDED THIS YEAR, BUT, HOPEFULLY, iT WILL BE INCLUDED IN THE
75-76 BUDGET. A MEETING WAS HELD IN VERO LAST WEEK WITH A REPRESENTATIVE OF THE
TELEPHONE COMPANY AND NINE PEOPLE FROM THE COUNTY COMMISSIONER'S OFFICE. THE
COMMITTEE VOTED TO HOLD THE HEADQUARTERS OF THE PROGRAM AT THE SHERIFF'S OFFICE
IF THE PROGRAM IS AUTHORIZED. MR. WODTKE, CHAIRMAN OF THE COMMITTEE, WILL FILE FOR
A GRANT AND AN ANSWER IS EXPECTED SHORTLY.
THE BUILDING INSPECTOR REPORTED A TOTAL OF $84,997 IN NEW CONSTRUCTION DURING APRIL.
THE POLICE DEPARTMENT REPORTED A TOTAL OF 158 COMPLAINTS ANSWERED DURING APRIL,
NOT INCLUDING TRAFFIC STOPS. EIGHT PUBLIC SAFETY PRESENTATIONS WERE GIVEN BY
MEMBERS OF THE DEPARTMENT ON BICYCLE AND PEDESTRIAN SAFETY AT THE DOUGLAS ELEMENTARY
SCHOOL IN WABASSO AND THE SEBASTIAN ELEMENTARY SCHOOL.
MR. LEE KINSELL DONATED A SLIDE PROJECTOR AND A SCREEN TO THE POLICE DEPARTMENT.
THESE WILL BE USED IN CONJUNCTION WITH VARIOUS PROGRAMS SPONSORED BY THE POLICE
DEPARTMENT SUCH AS SAFETY PROGRAMS, BURGLARLY PREVENTION PROGRAMS, ETC.
ON MAY 21, THE POLICE DEPARTMENT WILL GIVE A BURGLARLY PREVENTION PROGRAM FOR THE
COUNCIL OF AGING AT THE COMMUNITY CENTER. THE CHIEF URGED EVERYONE WHO HAS NOT
ATTENDED A PREVIOUS PRESENTATION TO MAKE A SPECIAL EFFORT TO ATTEND THIS ONE.
DURING APRIL, CITIZENS OF SEBASTIAN LOST OVER $11,000 WORTH OF RADIOS, STEREOS,
TELEVISIONS, AND THE LIKE, AS A RESULT OF 13 BREAKING AND ENTERINGS.
COUNCILMAN FLOOD RECEIVED A LETTER FROM THE STATE OF FLORIDA, BOARD OF TRUSTEES
OF THE INTERNAL IMPROVEMENT TRUST FUND CONCERNING REQUEST TO FILL A SECTION OF
SUBMERGED LAND APPROXIMATELY 300' LONG BY 80' WIDE, AND CONSTRUCT A BOAT RAMP,
SEAWALL, DOCK, AND DREDGE A 350' LONG, 50' WIDE ACCESS CHANNEL IN THE INDIAN RIVER

MR. MARTIN FLUCK AND MR. DANIEL O'BRIEN WERE APPOINTED MEMBERS OF THE ZONING &
PLANNING COMMISSION. THIS WILL FILL THE COMMITTEE TO THE SEVEN MEMBERS REQUIRED.
MR. KARR'S REQUEST TO PLACE A MOBILE HOME BEHIND HIS STORE ON US #1 FOR LIVING
PURPOSES WILL BE FORWARDED TO THE VARIANCE BOARD TO DETERMINE NON-CONFORMITY.
MOTION BY VICE MAYOR HOOSE, SECONDED BY COUNCILMAN KINARD, THAT THE CITY NOT
PURCHASE THE CENTENNIAL PLATES THAT WERE NOT COMPLETED IN TIME FOR THE CELEBRATION.
CARRIED.
MAYOR CRAGG DISCUSSED AT LENGTH THE PROBLEMS ENCOUNTERED WITH HUD REGARDING FLOOD
INSURANCE, STATING THAT THE CITY HAD DONE EVERYTHING IT COULD TO SATISFY HUD THAT
THE CITY SHOULD NOT COME UNDER THE FLOOD INSURANCE PROGRAM. AFTER CONSIDERABLE
CORRESPONDENCE TO AND FROM WASHINGTON, D. C. ON THIS SUBJECT, MR. VOCELLE'S OPINION
WAS THAT THE CITY IS CAUGHT IN A WEB OF GOVERNMENTAL BEAURACRACY, EXPLAINING THE
CITY HAD OBTAINED THE SERVICES OF THE CITY ENGINEER TO REVISE THE AERIAL MAPS OF
THOSE AREAS THAT WERE NOT FLOOD PRONE. THEY WERE FORWARDED TO PENNSYLVANIA AND THE
CITY WAS ADVISED THAT HUD WOULD REVISE ITS MAPS SHOWING THE AREAS WITHIN THE CITY
THAT WERE NOT FLOOD PRONE. THE CITY WOULD THEN AMEND ITS APPLICATION AND FORWARD
IT IMMEDIATELY TO HUD. A MAILGRAM HAS NOW BEEN RECEIVED FROM MR. J. ROBERT HUNTER,
ACTING FEDERAL INSURANCE ADMINISTRATOR, HUD, AS A REMINDER THAT THERE ARE ONLY 60
DAYS REMAINING FOR THE CITY TO APPLY FOR PARTICIPATION IN THE NATIONAL FLOOD
INSURANCE PROGRAM THUS AVOIDING THE SANCTIONS OF SECTION 202 OF THE FLOOD DISASTER
PROTECTION ACT OF 1973. SECTION 202 PROHIBITS FEDERAL AND FEDERALLY-RELATED
FINANCIAL ASSISTANCE FOR CONSTRUCTION OR ACQUISITION PURPOSES AFTER JULY 1. 1975,
OR 1 YEAR AFTER A COMMUNITY HAS BEEN NOTIFIED OF ITS FLOOD-PRONE STATUS, WHICHEVER
IS LESS, TO BE USED IN AN IDENTIFIED SPECIAL FLOOD HAZAARD AREA OF A COMMUNITY
WHICH IS NOT PARTICIPATING IN THE NATIONAL FLOOD INSURANCE PROGRAM. THE CITY IS
PARTICULARLY ANXIOUS TO PROTECT ITS PRESENT AND FUTURE HOME OWNERS LOCATED WITHIN
AS WELL AS THOSE NOT LOCATED WITHIN THE FLOOD PRONE AREAS. MAYOR CRAGG WILL CONTACT
MR. HUNTER BY TELEPHONE IN AN EFFORT TO GET THE MATTER STRAIGHTENED OUT.

COUNCILMAN GRAY SUGGESTED THE BIDS BE TURNED OVER TO THE AWARDS COMMITTEE FOR REVIEW
AND RESULTS ANNOUNCED AT THE SPECIAL MEETING ON MAY 20, 1975. THE AWARDS COMMITTEE
WILL BE COMPRISED OF THE MAYOR, CITY CLERK AND THE HEAD OF THE STREET DEPARTMENT
AS WELL AS COUNCILMAN GRAY.
MOTION BY COUNCILMAN FLOOD, SECONDED BY COUNCILMAN KINARD, TO TURN THE BIDS OVER
TO THE AWARDS COMMITTEE FOR STUDY. CARRIED.
MAYOR CRAGG MENTIONED THAT MR. BEVAN OF GDC WAS UNABLE TO ATTEND THE MEETING THIS
EVENING BUT THAT HE HAD VISITED WITH HIM THIS MORNING AND LEFT A LEGAL DESCRIPTION
OF THE PROPERTY IN QUESTION, THE 4.08 ACRES OF LAND TO BE USED FOR RECREATIONAL
PURPOSES. A DISCUSSION AROSE AS TO THE AMOUNT OF FOOTAGE REQUIRED FOR A REGULATION
TENNIS COURT. MAYOR CRAGG ASKED COUNCILMAN KINARD TO GIVE HIM THE DIMENSIONS OF
A TENNIS COURT AND HE WILL ASK MR. BEVAN FOR A NEW LEGAL DESCRIPTION. THE MATTER
WILL BE BROUGHT UP AGAIN AT THE SPECIAL MEETING ON MAY 20. 1975.
WAYNE KROEGEL, OF THE SEBASTIAN RIVER AREA JAYCEES, MET WITH MAYOR CRAGG TODAY IN
AN EFFORT TO RETAIN THE LAND DEEDED TO THE JAYCEES IN MAY 1973 BY THE CITY. THE
CITY AGREED THAT THE LAND BE USED BY THE JAYCESS PROVIDING A CLUB HOUSE BE BUILT
AND THEY HAD AN ACTIVE MEMBERSHIP. TO DATE THIS HAS NOT BEEN ACCOMPLISHED.
COUNCILMAN GRAY ASKED THAT A LETTER BE FORWARDED TO THE JAYCEES REQUESTING A
REPRESENTATIVE APPEAR AT THE WORKSHOP MEETING SCHEDULED FOR WEDNESDAY, JUNE 4,
AND SHOW JUST CAUSE WHY THEY SHOULD BE PERMITTED TO RETAIN THE LAND, OTHERWISE
THE CITY COUNCIL WILL EXERCISE THE REVERTER CLAUSE. MAYOR CRAGG AGREED TO SEND
SUCH A LETTER EXPLAINING THE SITUATION AND REQUESTING A REPRESENTATIVE BE SENT
TO THE MEETING.
MR. ZIMMER, A MEMBER OF THE AIRPORT COMMITTEE, REQUESTED THE CITY TO OFFICIALLY
REQUEST LAND AT THE AIRPORT TO BE USED AS A STORAGE AREA FOR CITY EQUIPMENT.
MOTION BY VICE MAYOR HOOSE AND SECONDED BY COUNCILMAN GRAY THAT THE COUNCIL
SELECT A SPOT AT THE AIRPORT THE CITY WOULD LIKE TO HAVE AND GET A LEGAL
DESCRIPTION OF IT. CARRIED.
MR. RANDY JOACHIM, SEBASTIAN REPRESENTATIVE ON THE COUNCIL FOR AGING, INC. INQUIRED
