MEETING CALLED TO ORDER BY MAYOR F. EUGENE CRAGG AT 7 P.M.
PRESENT: VICE MAYOR ERVIN YATES, COUNCILMEN JAMES C. KINARD, CLIFFORD MOOSE, PAT FLOOD, JR., AND
MAYOR CRAGG.
MR. GILGAN, ADMINISTRATOR OF THE SEBASTIAN RIVER MEDICAL CENTER, GAVE A PROGRESS REPORT ON THE
HOSPITAL'S ACTIVITIES AND CAPABILITIES, COMMENTING THEY ARE NOW OPERATING AT ABOUT 30~ CAPACITY.
MAYOR CRAGG INTRODUCED MR. F. W. KRAM~R, MAYOR OF FELLSMERE, AND MR. ROBERT VEREEN, PRESIDENT OF THE
FELLSMERE CITY COUNCIL,
MESSRS. G. L. PARKER AND J. F. THOMAS, COMMUNICATION CONSULTANTS OF THE FORT PIERCE OFFICE OF
SOUTHERN BELL, GAVE A SHORT TALK ON THE gll PROGRAM OUTLINING ITS PROPOSED COST, PURPOSE AND USE.
MAYOR CRAGG THANKED MESSRS PARKER AND THOMAS FOR THEIR EXCELLENT PRESENTATION COMMENTING THAT
THE CITY OF SEBASTIAN IS INTERESTED IN TME PROGRAM, THEY WILL HAVE TO NORK IT OUT.
MINUTES OF THE REGULAR COUNCIL MEETING, APRIL 8, 1974, WERE APPROVED AS READ.
MOTION BY COUNCILMAN FLOOD AND SECONDED BY COUNCILMAN HOOSE TO PAY APRIL BILLS IN THE AMOUNT OF
$4,724.17. CARRIED.
VICE MAYOR YATES REPORTED ARRANGEMENTS HAVE BEEN MADE TO SUB-CONTRACT FOR REPAIRING THE CITY GARAGE
ROOF, AND THAT IT SBOULD BE STARTED WITHIN A DAY OR TNO. HE ALSO COMMENTED THAT THE REMODELING OF
CITY HALL IS COMING ALONG, AND THAT THE BEAMS ARE EXPECTED TO ARRIVE BY THE 15TH OF THE MONTH FOR THE
COMMUNITY BUILDING. AS SOON AS THEY ARE RECEIVED, GREATER PROGRESS WILL BE SEEN ON THIS PROJECT.
WITH REFERENCE TO THE STREET AND ROAD DRAINAGE DITCHES IN UNIT 1 OF SEBASTIAN HIGHLANDS, THE FIRST
TBREE PHASES HAVE BEEN COMPLETED AND THE REST SHOULD BE READY WITHIN THE NEXT COUPLE OF ~!EEKS.
COUNCIgMAN KINARD ATTENDED AN ENVIRONMENTAL MEETING RECENTLY - THEY ARE STILL ~ORKING ON THE MANGROVES
~IITHIN THE ~¥. COUNTY.
COUNCILMAN FLOOD REPORTED THE SEBASTIAN BIGHLANDS SWiMMiNG LAKE HAS BEEN CLOSED' TEMPORARILY BECAUSE
OF LACK OF ~ATER. THE '~ELLS ARE DRYING UP BECAUSE OF LACK OF RAIN.
CHIEF CUMMINS REPORTED 107 COMPLAINTS ANSNERED DURING APRIL, NOT INCLUDING TRAFFIC STOPS.
ANY ORGANIZATIONS INTERESTED IN HEARING THE POLICE PRESENTATION, "RAPE, A CRIME AGAINST WOMEN~ SHOULD
CONTACT CHIEF CUMMINS.
THE BUILDING DEPARTMENT REPORTED $26,g10 IN NE~ CONSTRUCTION DURING THE MONTH OF APRIL.
MAYOR CRAGG WILL ATTEND THE STATE OF FLORIDA, DEPT OF TRANSPORTATION, PUBLIC HEARING AT THE
COURTHOUSE ON MAY 20 AT 7:30 P.M, THE MEETING CONCERNS THE REMOVAL OF 23.024 MILES OF STATE ROADS
FROM THE PRIMARY HIGHWAY SYSTEM AND THEIR ADDITION TO THE STATE SECONDARY ROAD SYSTEM, AND THE
ADDITION OF 5.5 ~'IILES OF SECONDARY AND LOCAL ROADS TO THE STATE PRIMARY HIGHWAY SYSTEM.
MOTION BY COUNCILMAN HOOSE, SECONDED BY VICE MAYOR YATES, TO ADOPT THE RESOLUTION IN WHICH THE CITY OF
SEBASTIAN PETITIONS THE DEPT OF TRANSPORTATION TO CONSIDER CHANGING THE AMTRAK ROUTE SOUTH OF
JACKSONVILLE TO REACH MIAmi BY WAY OF THE FLORIDA EAST COAST RAILROAD TRACKS. CARRIED.
MOTION BY VICE MAYOR YATES, SECONDED BY COUNCILMAN HOOSE, TO ACCEPT E. LLIOTT KEPPLER'S FINAL PLANS
FOR HIS DEVELOPMENT WITH THE RECOMMENDATION OF THE CITY ATTORNEY THAT A SURETY BOND BE POSTED. CARRIED.
AFTER A DISCUSSION BY THE COLJNCIL, MOTION WAS MADE BY VICE MAYOR YATES, SECONDED BY COUNCILMAN KINARD,
TO PLACE MR. FLIP LLOYD, CITY ENGINEER, ON A MONTHLY RETAINER FEE OF ~100 BEGINNING 1 JUNE 1974. CARRIED.
COUNCILMAN HOOSE REPORTED ON THE SPRINKLER SYSTEM AT THE CITY CEMETERY COMMENTING THAT MR. HIERS, ~HO
INSTALLED THE SYSTEM FOR THE CITY, WANTS TO BE NOTIFIED OF ANY PROBLEMS THAT MIGHT ARISE AS IT IS UNDER
WARRANTY.
VICE MAYOR YATES RECOMMENDED A BUILDING TO HOUSE THE PUMP AT THE CEMETERY AND COUNCILMAN HOOSE ADVISED
THAT PLANS ARE UNDERPLAY FOR SUCH A BUILDING AND, HOPEFULLY, IT ~ILL BE IN PLACE BY THE NEXT COUNCIL MEETING.
NOTICE HAS BEEN RECEIVED FROM MR. ROBERT JENNINGS, DIRECTOR OF SANITATION, INDIAN RIVER COUNTY HEALTH
DEPT., THAT LIDS ON ALL SEPTIC TANKS ~ILL NOT BE CEMENTED PRIOR TO INSPECTION BY HIS OFFICE.
A LETTER FROM MR. D. R. POTTINGER, ADDRESSED TO MAYOR CRAGG, CONCERNS THE UNTIDY CONDITION OF PROPERTY
DIRECTLY ACROSS THE STREET FROM HIM. HE STATED IT IS LITTERED WITH jUNK AND DEBRIS AND ASKED THE CITY
COUNCIL TO TAKE IMMEDIATE ACTION TO HAVE THE PROPERTY CLEARED OF ALL JUNK ITEMS AND TO SEE THA! IT IS
SO MAINTAINED. MAYOR CRAGG WILL LOOK INTO THE SITUATION AND TAKE ~HATEVER ACTION IS NECESSARY.

THAT THE CITY ABANDON THE ALLEY-WAY RUNNING FROM MARTIN LANE ON THE SOUTH END TO ARCHIE SMITH'S PROPERTY
LINE ON THE NORTH SIDE. CARRIED.

THE PLANNING AND ZONING BOARD HELD A PUBLIC HEARING ON MARCH 21, 1974 AND THERE WAS NO OPPOSITION
FROM THE PUBLIC ON THE FOLLOdING REQUIREMENTS: (1) SITE PLAN APPROVAL iN C-l, C-2, AND
INDUSTRIAL ZONING dITHIN THE CITY OF SEBASTIAN, AND (2) 10' REAR PROPERTY LINE SETBACK ON R1-M
MOBILE HOME ZONED PROPERTY. THE PLANNING & ZONING COMMISSION APPROVED BOTH OF THE CHANGES CONTINGENT
UPON THE APPROVAL OF THE CITY COUNCIL.
THE FOLLOi2ING PROPOSED ORDINANCES WILL BE HEARD AT A PUBLIC HEARING ON MONDAY, JUNE lO, 1974 AT
7 P.M.
(1) ORDINANCE TO PERMIT CITY TO ASSESS AN ADDITIONAL ~l COST AGAINST ALL PERSONS CONVICTED IN THE
county and circuit courts of indian RIVER COUNTY OF VIOLATING A MUNICIPAL ORDINANCE OF THE CITY OF
SEBASTIAN. PURPOSE IS TO PROVIDE EDUCATIONAL FUND FOR iTS POLICE OFFICERS.
(2) AMENDED RATES FOR ELECTRICAL PERMITS.F

INTERIM MEASURE UNTIL THE TAX FUNDS ARE RECEIVED, ~10,000 dILL BE ~ITHDRAWN FROM A SAVINGS ACCOUNT
TO MEET CURRENT OPERATING EXPENSES.~MAYOR CRAGG APPROVED THE VICE MAYOR'S RECOMMENDATION THAT THE
POLICE CHIEF ATTEND THE FLORIDA POLICE CHIEF ASSOCIATION CONVENTION AT FORT LAUDERDALE ON 24-25 JUNE 74.
