GENE HARRIS COUNCILMAN RICHARD SZELUGA COUNCILMAN KENNETH ROTH COUNCILMAN PETER VALLONE MAYOR JIM GALLAGHER CITY ATTORNEY TOM PALMER MAYOR GALLAGHER STATED THE THE WEEK OF MAY 12th THROUGH MAY 18th HAS BEEN PROCLAIMED "NATIONAL POLICE WEEK". MAYOR GALLAGHER STATED THAT THERE WERE SOME REPRESENTATIVES FROM SEBASTIAN'S POLICE DEPARTMENT ATTENDING THE MEETING, AND REQUESTED THAT THOSE POLICE OFFICERS LEAD THE PUBLIC IN THE PLEDGE OF ALLEGIANCE. MAYOR GALLAGHER STATED THAT A PUBLIC HEARING REGARDING A RESOLUTION INCREASING THE SALARY RANGE OF THE BUILDING OFFICIAL WAS NOW OPEN TO THE PUBLIC. OLD BUSINESS ATTORNEY PALMER READ BY TITLE ONLY A RESOLUTION OF THE CITY OF SEBASTIAN, FLORIDA, INCREASING THE PAY RANGE OF THE CITY OF SEBASTIAN BUILDING OFFICIAL BY AMENDING SECTION I PART V, OF THE STANDARD OPERATING PROCEDURES; PROVIDING AN EFFECTIVE DATE. MOTION BY COUNCILMAN ROTH, SECONDED BY VICE-MAYOR HARRIS, TO ADOPT A RESOLUTION OF THE CITY OF SEBASTIAN, FLORIDA INCREASING THE PAY RANGE OF THE CITY OF SEBASTIAN BUILDING OFFICIAL BY AMENDING SECTION I, PART V, OF THE STANDARD OPERATING PROCEDURES; PROVIDING AN EFFECTIVE DATE. ROLL CALL VOTE: AYES: VICE MAYOR HARRIS COUNCILMAN ROTH COUNCILMAN VALLONE MAYOR GALLAGHER NAYS: COUNCILMAN SZELUGA MOTION CARRIED. MAYOR'S MATTERS: MAYOR GALLAGHER STATED THAT GENERAL DEVELOPMENT INFORMED HIM THAT THEY WILL PiPE THE DITCH ON MAI'N STREET BESIDE LOT 39, BLOCK 65, UNIT 2, AT THEIR EXPENSE. GENERAL DEVELOPMENT STATED THAT IT WILL TAKE APPROXIMATELY FORTY (40) DAYS TO COMPLETE THE PROJECT. CITY COUNCIL MATTERS: COUNCILMAN VALLONE STATED THE PARKS AND RECREATION COMMITTEE WILL BE LOOKING INTO THE BATHROOM CONCERN AT RIVER¥IEW PARK, AT THEIR NEXT MEETING. COUNCILMAN VALLONE ALSO STATED THAT THE PLANS THE COMMITTEE APPROVED IS NOT WHAT IS AT THE PARK NOW. COUNCILMAN VALLONE STATED THAT WHAT IS OUT THERE NOW IS NOTHING BUT A GLORIFIED OUTHOUSE AND THAT IS NOT WHAT THE PARKS AND RECREATION COMMITTEE APPROVED, SOMETHING IS WRONG. COUNCILMAN VALLONE STATED THAT THEY WERE LOOKING AT A FACILITY WITH A SEPTIC TANK AND A PLACE TO WASH HANDS, AND WHAT IS THERE IS AN OUTHOUSE, AND HiS COMMITTEE WILL BE LOOKING INTO THIS MATTER. COUNCILMAN VALLONE DISTRIBUTED COPIES OF THE PLAN THE PARKS AND RECREATION COMMITTEE APPROVED TO THE COUNCIL MEMBERS. MINUTES PUBLIC HEARING/REGULAR COUNCIL MAY 15, 1985 MAYOR GALLAGHER STATED THE PLANS GIVEN TO THE COUNCIL BY COUNCILMAN VALLONE WAS NOT THE CURRENT PLAN. THE PLAN WAS RE-SUBMITTED TO CITY COUNCIL AND APPROVED WITH SOME MODIFICATIONS DUE TO THE FACT THAT THE RESTROOM FACILITY ALONE ATE UP JUST ABOUT ALL OF THE GRANT MONEY AND WOULD NOT OF LEFT MONEY FOR ANYTHING ELSE. MAYOR GALLAGHER STATED THAT THE CITY CLERK'S OFFICE HAS THE CURRENT PLANS ON FILE AND SUGGESTED THAT COUNCILMAN VALLONE CHECK WITH THAT OFFICE BEFORE GETTING REALLY IN DEPTH WITH IT. COUNCILMAN VALLONE QUESTIONED IF THE BACKGROUND CHECKS ON MR. RAY LADD, AND MR. HECTOR FRANCO WERE IN PROCESS, AND WHAT WAS THE STATUS IF ANY. MAYOR GALLAGHER STATED THAT EVERYTHING WAS IN ORDER REGARDING MR. LADD, AND THE BACKGROUND CHECK WAS IN PROCESS REGARDING MR. FRANCO. COUNCILMAN VALLONE ASKED IF THE COUNCIL WOULD BE RECEIVING COPIES OF THE BACKGROUND CHECKS. MAYOR GALLAGHER EXPLAINED THAT IT IS NOT THE POLICY OF THE CiTY OF SEBASTIAN TO PASS OUT INFORMATION THAT IS PUBLIC RECORD ON BACKGROUND CHECKS, HOWEVER, AS A COUNCILMAN OR A MEMBER OF THE PUBLIC, PERSONNEL RECORDS ARE AVIALABLE FOR INSPECTION. COUNCILMAN VALLONE STATED THAT HE WOULD TAKE ADVANTAGE OF THAT. COUNCILMAN VALLONE ADDRESSED CHIEF NAPPI OF HIS CONCERN OF THE INCREASE OF BREAK-INS IN THE SEBASTIAN AREA. COUNCILMAN VALLONE WANTED TO KNOW HOW THIS WAS BEING ADDRESSED AND WHAT WAS BEING DONE ABOUT IT. \'/ INTO THE CITY WILLHELP US OUT A L1T~C,.q.U~E I~_SEEMSmllHAT THE INCREASE IN BREAK-INS ARE GETTING OUT OF HAND. VICE MAYOR HARRIS ASKED IF COUNCIL WAS GOIN~'~'~REV~THE AUDIT. MAYOR GALLAGHER STATED THAT THE AUDIT HAS BEEN SUPPL~]~D TO THE COUNCIL, AND IS AVAILABLE FOR PUBLIC INSPECTION. MOTION CARRIED. MOTION BY VICE MAYOR HARRIS, SECONDED BY COUNCILMAN VALLONE, TO APPOINT FRED HOFFMAN AS A REGULAR MEMBER OF THE SEBASTIAN CONSTRUCTION BOARD FOR AN UNEXPIRED TERM OF FOUR (4) MONTHS, PER THE CONSTRUCTION BOARD RECOMMENDATION. MOTION CARRIED. MAYOR GALLAGHER OPENED NOMINATIONS TO APPOINT ONE ALTERNATE MEMBER TO THE CONSTRUCTION BOARD/ CONCERNED CITIZEN, FOR A TERM OF SIXTEEN (16) MONTHS. COUNCILMAN ROTH NOMINATED MR. MOTION BY COUNCILMAN SZELUGA, SECONDED BY COUNCILMAN ROTH, THAT THE CITY COUNCIL DECLARE THE STRUCTURE THAT IS BEING ERECTED ON FULTON WAY, WHICH THE BUILDING PERMIT HAS BEEN TAKEN OUT BY MR. GOLIEN, IS HEREBY DECLARED STRUCTURALLY AND AESTETICALLY AS A MOBILE HOME. MOTION BY VICE MAYOR HARRIS, SECONDED BY COUNCILMAN VALLONE, TO POSTPONE PREVIOUS MOTION UNTIL THE JUNE 5, 1985 WORKSHOP MEETING. MOTION CARRIED. MOTION CARRIED. MOTION BY VICE MAYOR HARRIS, SECONDED BY COUNCILMAN ROTH, TO APPROVE THE REQUEST BY THE AMERICAN LEGION POST 189, TO BORROW THE CITY'S PIANO, WHICH IS KEPT AT THE COMMUNITY CENTER FOR THEIR MEMORIAL DAY SERVICES, ALSO THAT THE CITY MAKE ARRANGEMENTS TO BRING THE PIANO TO THEIR FACILITY ON LOUISIANA AVENUE, AND RETURN IT TO THE COMMUNITY CENTER. MOTION CARRIED. MOTION BY COUNCILMAN VALLONE, SECONDED BY COUNCILMAN ROTH, TO APPROVE THE REQUEST OF THE SEBASTIAN TAXPAYERS ASSOCIATION TO WAIVE THE FEES FOR THE COMMUNITY CENTER ON MAY 29, 1985 AT 8:00 P.M. THERE WAS A LENGTHY DISCUSSION REGARDING THE ABOVE MOTION.
