CITY COUNCIL CHAMBERS 1225 MAIN STREET, SEBASTIAN, FLORIDA ALL PROPOSED ORDINANCES AND INFORMATION ON ITEMS BELOW MAY BE INSPECTED IN THE OFFICE OF THE CITY CLERK, CITY HALL, 1225 MAIN STREET, SEBASTIAN, FLORIDA. PURPOSE: Presentation of Williams, Hatfield & Stoner Revised Scope of Services - Airport Community Compatibility/ Master Plan Study Mayor Conyers called the special meeting to order at 7:00 p.m. 2. The Pledge of Allegiance was recited. 3. ROLL CALL Present: Mayor W.E. Conyers Councilman Robert McCollum Vice Mayor Frank Oberbeck Councilman Lonnie Powell Councilman Lloyd Rondeau Also Present: City Manager, Robert McClary Assistant City Manager, Jo Anne Townsend City Clerk, Kathryn O'Halloran Deputy City Clerk, Sally Maio Special City Council Meeting May 16, 1990 Page Two 4. PUBLIC INPUT ON AGENDA ITEMS The following individuals addressed the revised scope of services for the Airport Community Compatibility/ Master Plan Study: Ed Gilcher, Sebastian; Sam Marshall, 902 Jamaica Avenue, Sebastian; Robert Morrow, 533 Layport Drive, Sebastian; Ruth Paasch, 219 Cedar Street, Sebastian; Ann Putman, 563 Cross Creek Circle, Sebastian; and Frank DeJoia, 11625 Roseland Road, Roseland. PRESENTATION - Williams, Hatfield & Stoner - Revised Scope of Services_- Airport Community Compatibility/Master Plan Study Carroll Sanders, Williams, Hatfield & Stoner, Inc., presented the revised scope of services, highlighting the differences between the original and revised versions. Council discussion followed. Councilman Oberbeck was excused from the meeting from 7:36 p.m. to 7:38 p.m. The City Manager noted that there were minor modifications made to the agreement this day during a meeting with the City Attorney and consultants. He then recommended Council concurrence for draft of a resolution to adopt the agreement for placement on the May 23, 1990 agenda. Discussion took place on the deletion of a land survey from the original scope of services. The Airport Manager addressed Council and recommended approval. He also advised Council that there is an FDOT aircraft traffic counter that can be made available to the City for an extended period of time. Councilman Oberbeck requested that the City Manager contact the FAA to find out if payments to the consultants can be made directly from FAA funds and not on a reimbursement basis to the City. Following a brief discussion, the City Manager said he could reapply to the FAA for funds in the amount of $?,500 for a land survey and $3,800 for printing of the report. 2 Special City Council Meeting May 16, 1990 Page Three MOTION by McCollum/Oberbeck I move we direct the City Attorney to prepare a resolution to execute the contract to retain Williams· Hatfield & Stoner, Inc.
