PRESENT: VICE MAYOR ROBERT FITZMAURICE, COUNCILMAN RICHARD SZELUGA, COUNCILWOMAN DOROTHY MCKINLEY, COUNCILMAN GAMES GALLAGHER, MAYOR PAT FLOOD. ANNOUNCEMENTS/PROCLAMATIONS: GEORGE SCHUM, CITY REPRESENTATIVE, COUNTY PARKS AND RECREATION COMMITTEE, REPORTED THAT REPAIRS TO THE BOAT LAUNCHING AREA AT DALE WIMBROW PARK WILL BEGIN WITHIN THE NEXT 30 DAYS AND ALSO THAT A DRAIN PIPE WILL BE INSTALLED IN ORDER TO PREVENT ANY FURTHER DAMAGE TO THE RAMP IN THE FUTURE. MAYOR FLOOD ANNOUNCED THAT HE HAD TICKETS AVAILABLE IN HIS OFFICE FOR AN APPRECIATION BARBEQUE FOR CONGRESSMAN BILL NELSON, TO BE HELD AT THE SOUTH CAMPUS OF BREVARD JUNIOR COLLEGE, SATURDAY, MAY 21, 1983, COST BEING $3.00/PER PERSON. MAYOR FLOOD ANNOUNCED THAT THE DEDICATION OF A NEW FLAG POLE AT THE SCHUMANN DRIVE RECREATION FACILITY WILL BE HELD SATURDAY, MAY 21, 1983 AT 9:30 A.M. NEW BUSINESS: ATTORNEY KILBRIDE READ FOR THE FIRST TIME BY TITLE ONLY AN ORDINANCE AMENDING SEC. 27-19 OF THE CODE OF ORDINANCES, CITY OF SEBASTIAN, FLORIDA, BY CHANGING THE FIRE FIGHTING FACILITIES REQUIREMENTS FOR PRIVATE UTILITY FRANCHISE APPLICATION; PROVIDING A SEVERABILITY CLAUSE AND ESTABLISHING AN EFFECTIVE DATE. MOTION BY COUNCILMAN GALLAGHER, SECONDED BY COUNCILWOMAN MCKINLEY, TO ACCEPT THE FIRST READING BY TITLE ONLY OF AN ORDINANCE AMENDING SEC. 27-19 OF THE CODE OF ORDINANCES, CITY OF SEBASTIAN. AFTER A BRIEF DISCUSSION REGARDING THIS ORDINANCE AND HOW IT WOULD EXEMPT SMALL INDUSTRIES USING LESS THAN 50,000 GALLONS OF WATER FROM HAVING TO INSTALL FIRE HYDRANTS AND INDIVIDUAL STORAGE TANKS FOR FIRE FLOW CAPACITY, COUNCILMAN SZELUGA SUGGESTED THAT INDUSTRIES BE REQUIRED TO PUT UP MONEY IN AN ESCROW ACCOUNT, WHICH COULD BE USED FOR ANY FUTURE FIRE HYDRANTS NEEDED. ROLL CALL VOTE: A YES: VICE MAYOR FITZMAURICE COUNCILMAN SZELUGA COUNCILWOMAN MCKINLEY COUNCILMAN GALLAGHER MAYOR FLOOD NAYS: NONE MOTION CARRIED. REGULAR COUNCIL MEETING MAY 18, 1983 MAYOR FLOOD STATED THE PUBLIC HEARING WOULD BE HELD JUNE 1, 1983, PRIOR TO THE WORKSHOP MEETING. MAYOR FLOOD READ A LETTER FROM MR. GEORGE REEVES, CITY RESIDENT, REQUESTING PER- MISSION TO REBUILD A STORAGE SHED ON THE SAME SLAB WHICH IS ENCROACHING ON THE EASEMENT. HE INDICATED THAT HE WAS ISSUED A BUILDING PERMIT ORIGINALLY WHEN THE SLAB WAS POURED AND THE SHED BUILT. ATTORNEY KILBRIDE RECOMMENDED THAT A VARIANCE WOULD HAVE TO BE APPLIED FOR DUE TO THE FACT THE SLAB IS ENCROACHING ONTO THE EASEMENT. THE CITY CLERK READ IN ITS ENTIRETY A RESOLUTION OPPOSING THE INJECTION OF WASTE WATER INTO THE AQUIFER OF THE STATE OF FLORIDA. MOTION BY COUNCILMAN SZELUGA, SECONDED BY COUNCILMAN GALLAGHER, THAT WE ADOPT A RESOLUTION OPPOSING THE INJECTION OF WASTE WATER INTO THE AQUIFER OF THE STATE OF FLORIDA. MOTION BY COUNCILMAN GALLAGHER, SECONDED BY COUNCILWOMAN MCKINLEY, TO BRING TO THE FLOOR FOR DISCUSSION AND POSSIBLE ACTION, AN ADDENDUM TO THE PARKS AND RECREATION COMMITTEE. MOTION CARRIED. COUNCILMAN GALLAGHER REQUESTED THAT THE FOLLOWING PEOPLE BE APPOINTED TO THE PARKS AND RECREATION COMMITTEE: BILL BEPLER, BOB DOHERTY, FRANK GOFF, NEWT KRAGES, ARTIE MAYER, KATHY MCCARTHY AND JOHN MCMANUS. MOTION BY COUNCILMAN GALLAGHER, SECONDED BY VICE MAYOR FITZMAURICE, TO APPOINT BILL BEPLER, BOB DOHERTY, FRANK GOFF, NEWT KRAGES, ARTIE MAYER, KATHY MCCARTHY, AND JOHN MCMANUS TO SERVE ON THE PARKS AND RECREATION COMMITTEE. MOTION CARRIED. THERE WAS A DISCUSSION REGARDING THE VARIOUS LETTERS RECEIVED FROM MR. ALBERT CHALOUX, MEMBER SEBASTIAN MUNICIPAL GOLF COURSE, CONCERNING THE RULES AND REGULA- TIONS WITH SPECIFIC REFERENCE TO THOSE RULES GOVERNING WALKERS. MAYOR FLOOD MENTIONED THAT THE SEBASTIAN POLICE DEPARTMENT IS IN NEED OF SOME POLICE CARS, DUE TO THE FACT THREE AUTOMOBILES ARE IN BAD CONDITION AND IN NEED OF HEAVY REPAIR WORK. CHIEF MELTON, RECOMMENDED THAT THE COUNCIL CONSIDER THE POSSIBILITY OF LEASING TWO AUTOMOBILES AT APPROXIMATELY $200.00-$250.00 PER MONTH. REGULAR COUNCIL MEETING MAY 18, 1983 JOSEPH LANCASTER, FINANCE DIRECTOR, REMARKED THAT THE CITY'S AUTOMOBILE MAINTENANCE COST WILL DROP CONSIDERABLY AND WOULD ELIMINATE THE NEED TO PUT OUT ANY CAPITAL OUTLAY AT THIS PARTICULAR TIME. MAYOR FLOOD ALSO MENTIONED THAT HE AND CHIEF MELTON WOULD BE WILLING TO LEASE THEIR CITY AUTOMOBILES PREVATELY AND PROVIDE THEIR OWN AUTOMOBILE INSURANCE IF THE CITY WOULD PROVIDE A MONTHLY CAR ALLOWANCE. COUNCILWOMAN MCKINLEY REQUESTED THAT THE COUNCIL BE PROVIDED WITH A RUNNING' TOTAL OF ALL REPAIRS AND MAINTENANCE SPENT ON EACH VEHICLE TO BE REPLACED. MAYOR FLOOD STATED THAT A PACKAGE WOULD BE PREPARED FOR THE COUNCILS REVIEW AND THAT A SPECIAL MEETING WOULD BE HELD MONDAY, MAY 23, 1983, PRIOR TO THE REGULARLY SCHEDULED JOINT PLANNING AND ZONING BOARD MEETING, TO DISCUSS THIS AUTOMOBILE LEASING PLAN FURTHER.
