THE CITY CLERK READ THE NOTICE OF PUBLIC HEARING AS ADVERTISED IN THE VERO BEACH PRESS JOURNAL APRIL 19,26, MAY 3 AND 10, 1981. AN ORDINANCE ANNEXING THE EAST 375 FEET OF THE NORTH 950 FEET OF THE NORTHEAST 1/4 OF THE NORTHWEST 1/4 OF SECTION 7, TOWNSHIP 31 SOUTH, RANGE 39 EAST, LYING SOUTH OF FELLSMERE ROAD (SR-512); SAID LAND LYING AND BEING IN INDIAN RIVER COUNTY, FLORIDA. (MAGAZINE) THERE WAS NO DISCUSSION ON THIS ORDINANCE. MOTION BY VICE MAYOR GASS, SECONDED BY COUNCILMAN OBERBECK, TO CLOSE THE PUBLIC HEARING AT 7:10 P.M. REGULAR COUNCILMEETING - MAY 20, 1981 MEETING CALLED TO ORDER AT 7:10 P.M. PRESNET: COUNCILMAN FRANK OBERBECK, COUNCILMAN RICHARD VOTAPKA, COUNCILWOMAN FLORENCE PHELAN, ViCE MAYOR EVERETT T. GASS, AND CITY ATTORNEY DANIEL KILBRIDE. COUNCILWOMAN PHELAN INQUIRED AS TO THE FINDING OF A LETTER SHE SUBMITTED TO THE CITY CLERK AT THE MEETING OF MAY 11, 1981. THE CITY CLERK READ THE LETTER FROM~N~N~~ ~ENT OF THE SEBASTIAN CEMETERY ASSOCIATION, INC., THE LETTER STATED THAT THE #~A~_JCd~Nr~ITT~NAT~O~H~ SOUTH SIDE OF THE SEBASTIAN COMMUNITY CENTER HAS A BROKEN OVERLOAD SWITCH AND THAT T~"E ~0 EX~[~T F~NS/ GIVEN TO THE CITY WERE NOT BEING CLEANED AND SERVICED PERIODICALLY. THE CITY CL~K REPORTED mSA~ ~R. WILLIAM BEPLER, BUILDING CUSTODIAN, SAID THAT THE AIR CONDITIONER IN QUESTIOF ~jE~ N9~ HA~ AN O~E~LOAD SWITCH AND THE EXHAUST FANS.'~~ ARE CLEANED ON A REGULAR BASIS. VICE MAYOR GASS~_~/THA~ HE I~QULD~ TO IT THAT THE AIR CONDITIONER HAD A SWITCH INSTALLED. COUNCILWOMAN PHELAN ASKED THAT A LETTER OF~b~BE--~NT FROM THE COUNCIL. COUNCILMAN OBERBECK THENREQUESTED THAT ANYTH£NG FH~ COMES INTO CITY HALL CONCERNING RECREATION BUILDINGS BE DIRECTED TO HIS ATTENTION IN TP~E FUTUR~. COUNCILWOMAN PHELAN STATED THAT THE REPLY D HAVE THE STATEMENT THAT IN THE FUTURE ANYTHING TO DO WITH RECREATION BUILDINGS BE DIRECTED TO COUNCILMAN OBERBECK. SEARFOSS EXPLAINED THAT IT WAS THEIR IMPRESSION THAT THE CITY WAS GOING TO PAVE THE MOST HEAVILY POPULATED STREETS IN THE HIGHLANDS. AFTER MUCH DISCUSSION, VICE MAYOR GASS STATED THAT HE WOULD CONTACT MR. SEARFOSS REGARDING THE POSSIBILITY OF A MEETING ON TUESDAY NIGHT, MAY 26, 1981, TO DISCUSS WHICH STREETS WILL BE PAVED AND HOW THE DECISION WAS MADE. THERE BEING A NECESSITY TO CHECK THE MEETING WITH MAYOR FLOOD, VICE MAYOR GASS TOLD MR. SEARFOSS THAT HE WOULD CALL MONDAY TO VERIFY THE MEETING. COUNCILMAN OBERBECK REPORTED THAT JORDAN SPRINKLER SYSTEM HAS COMPLETED THE SPRINKLER SYSTEM AT THE BALL FIELD AND A FEW SPRINKLER HEADS NEED TO BE REPI~ACED, THEY ARE IN THE PROCESS OF GETTING MATERIALS NEEDED FOR REPAIR. THE LAYOUT OF THE BALL FIELD IS COMPLETED. THERE WILL BE A NECESSITY IN THE NEAR FUTURE TO GO TO BID FOR THE FENCING NEEDED AT THE BALL FIELD. COUNCILMAN OBERBECK REPORTED THAT HE HAS BEEN IN TOUCH WITH THE RECREATION DEPARTMENT OF ST. LUCIE COUNTY REGARDING BALL FIELD LIGHTING. ST. LUCIE COUNTY REPORTED THAT IT WAS BEING OFFERED TO THEIR COMMUNITY FIRST BUT IF THERE WAS NO INTEREST SHOWN THE CITY OF SEBASTIAN WILL BE ABLE TO PURCHASE THE LIGHTING. A FEE WAS NEVER DISCUSSED. COUNCILMAN OBERBECK REPORTED THAT THE YOUTH PROGRAM STARTED LAST SATURDAY MORNING AND IT WORKED OUT VERY WELL. FIVE YOUNG GIRLS FROM THIS AREA AND THE VERO BEACH AREA WERE WORKING AT THE POLICE COMPOUND WASHING AND WAXING POLICE CARS. COUNCILMAN VOTAPKA REPORTED T~AT HE WILL BE MEETING WiTH LEE NUZIE OF CIVIL DEFENSE, IN REGARDS TO GETTING HURRICANE CHARTS AND OTHER BROCHURES FOR DISTRIBUTION AT CITY HALL. COUNCILMAN VOTAPKA SUGGESTED THAT HE AND LEE·NUZIE GET TOGETHER AND SET UP A HURRICANE PREPAREDNESS SEMINAR AT ONE OF THE SEBASTIAN CENTERS. THE DATE HAS NOT BEEN SET. COUNCILWOMAN PHELAN REPORTED THAT SHE SECURED A SIGN ORDINANCE FROM ANOTHER CITY AND SHE IS INCORPORATING SOME OF THOSE IDEAS WITHIN OUR SIGN ORDINANCE. SHE REPORTED THAT SHE INVESTIGATED THE DINNER FOR VOLUNTARY COMMITTEES AND ONE PLACE WAS VERY HIGH, $9.95 PER PERSON. DODGER PINES HAD NOT CONTACTED HER WITH THEIR PRICES. COUNCILWOMAN PHELAN ESTIMATED THAT THERE WOULD BE APPROXIMATELY 100 TO 130 PERSONS, INCLUDING COMMITTEE MEMBERS WIVES OR HUSBANDS AND THE COUNCIL. COUNCILMAN OBERBECK REMINDED THE COUNCIL THAT WE HAVE ACRES OF LAND AVAILABLE AT THE AIRPORT. ART MAYER REMINDED THE COUNCIL THAT THE CITY OWNED PROPERTY ADJOINING THE WISHING WELL ON OLD DIXIE. COUNCILMAN VOTAPKA SUGGESTED THAT THE CITY WRITE A LETTER TO DATA FUEL AND TELL THEM THAT WE ARE NOT INTERESTED IN LEASING THE PROPERTY THE iNQUIRED ABOUT BUT WE CAN OFFER OTHER SITES. CARRIED. VICE MAYOR GABS STATED THAT THE RULES AND REGULATIONS FOR RENTAL OF THE SEBASTIAN COMMUNITY CENTER AND THE SEBASTIAN YACHT CLUB WERE APPROVED WHILE HE WAS OUT OF TOWN AND HE WAS NOT HAPPY WITH THE CLOSING TIME, NOT BEING ABLE TO SELL TICKETS AT THE DOOR OR ADMISSION CHARGES AT THE DOOR. COUNCILMAN OBERBECK EXPLAINED THAT THE PERMIT HAS SPACE AVAILABLE TO GET PERMISSION FROM THE COUNCIL TO SELL TICKETS OR DOOR ADMISSION CHARGES AND EXTEND THE CLOSING TIME. COUNCILWOMAN PHELAN READ A CLIPPING FROM THE PAPER REGARDING INDIAN RIVER COUNTY SETTING A VOLUNTARY WATER RESTRICTION CUT OF 15% OF THE DAILY USE FOR A 14 DAY PERIOD. ATTORNEY KILBRIDE RECOMMENDED THAT THE MAYOR ISSUE A PROCLAMATION IN SUPPORT OF THE DECLARATION ASKING ALL CITIZENS OF SEBASTIAN TO CUT BACK ON WATER CONSUMPTION.
