HomeMy WebLinkAbout05231960 Regular Meeting May 23, 1960 Meeting was called to order by President Sembler. Those present were Mayer Rohme, Oouncilmen Finnegan, Nash, Brehmer and Baxter. City Attorney ~ocelle was also present. Councilman Baxter reported a leak in the Fire Dept. Meeting, room. Clerk was instructed by Chairman ~embler to contact the Veto Sheet Netal Company in reference to the leak. Sheriff Sam Joyce stated to the Council that a Breath-a-lizer Machine would cost ~625.00, and slso stated that he would be willing to purchase one of these machines on a 50-50 basis with ~he City of Sebastian. The machine would be located at the County Jail, and the'~Sheriffs Dept. would give tests on this machine till such a time as the Sebastian Police Dept. could be trained for this purpose. Councilman Baxter made a motion to have Sheriff Joyce purchase this Breathali~er machine at a cost of ~312.50 for the City of Seba~.~tian's share in this machine. This motion was seconded by Councilman Nash and carried. Councilman Finnegan. abst~ined from voting. Mayor Rohme stated th~d~Droximately on the first of June the frequency of the Police dept. would be switched from the ?olice Dept. of Veto Beach to the County Sh~ri~ffs Dept. The clerk was instructed to notify ~..'~. O. Dailey Co. that the City would continue operating with the regular annual audit. Mayor Rohme reported to the Council that Robert Duerden had agreed to c~struct a ditch along the property lines of S. A. Rudd and ~obert ,~"~ Due~providing both parties involved come to a mutual agreement and ~. h~~urveyor to determine their respective property lines and to zgree ~i to share the expenses of this survey. This drainage ditch would require '~,.~ the City to lower approximately l0 ft. of drainage tile on 9th. St, which ~ the City agreed to do. City clerk read a resolution on the release of an emergency clause in the Airport Deed from the Federal government to the City of Sebastian. Councilman Pinnegan moved that the resolution be included in..the'~minutes and adopted. Second by Councilman Baxter and roll was called and the voting was as follow: ~ · Ayes: President Sembler, ounczlman Nash, Brehmer, Baxter and z lI//Ge gan. Nays: None Clerk read an agreement between the City of Sebastian and the Sebastian Aviation Inc. Councilman Brehmer made a motion to accept this agreement. Second by Councilman Nash and carried. Clerk rea. d a letter from R. D. Hickey in reference to street lamps being unlighted in Sebastian ~ighlands. These lamps located across from the home of Mr. Decristofaro and Roy Kinney. Clerk introduced a request'~from the street dept. for the city to furnish uniforms for this dept., thru the Mechanics Overall Service, Inc. of ~est ~alm Beach, at a cost of #2.40 per man, per week. Councilman Nash made a motion the the City acquire this service for the street, dept. with the City bearing_ half of the expense , and each individua e street dept. bearing the other half of the cost. This motion was seconded by Councilman Brehmer and carried. Clerk requested the ~ouncil to furnish full time secretary for his office. This request .was postponed until the next regular meeting. Councilman Nash reported he had received several complaints from citizens in ~eference to trains unnecessarily blowing their whistles within the City.at night. Clerk was instructed to contact the railroad of~C~als~ ~,~?~. on these complaints. ,~,~-~,,~ Councilman Baxter reported that the Pelican Island Sign at the ~' South ~ity limits on Indian River Drive had been moved to the south city limits on U. S. #1. Councilman Baxter also reported that Stop Signs had been erected where- evem necesss~my. A discussion in reference to a sign adjoining the right-of-way on U. S. #1 and advertising "Earl's Bar" was postponed until the next regular meeting. Council Mayor Rohme recommended that.the/ appoint Rubin R. Brock as permanent Police Chief, a~ a salary of 375.00 dollsrs per month, beginning June l, 1960. Councilman Nash made a motion to adopt Hayor Rohme's recommendation. Second by Councilman Baxter and carried. Mr. R. D. Hiokey stated to the council that a sign ~dvertising "Drag Races at the Sebastian Airport" and located st U. S. #1 and Fellsmere road was obstructing_ the view of motorists entering the highway from ~ellsmere road. Council Finnegan made a motion to purchase two tires for the street dept. truck.
