THE SPECIAL MEETING OF THE CITY OF SEBASTIAN CITY COUNCIL WAS CALLED TO ORDER BY
MAYOR PAT FLOOD, JR. , AT 7:00 P.M.
PRESENT: VICE MAYOR ROBERT FITZMAURICE, COUNCILMAN RICHARD SZELUGA,
COUNCILWOMAN DOROTHY MCKINLEY, COUNCILMAN JAMES GALLAGHER, CITY ATTORNEY
DANIEL KILBRIDE, MAYOR PAT FLOOD, JR.
MAYOR FLOOD STATED THAT THE REASON FOR THIS SPECIAL MEETING IS TO DISCUSS THE
LEASING OF POLICE CARS. HE EXPLAINED THAT A PACKET CONTAINING LEASE INFORMATION
AND APPROPRIATE COST FIGURES HAD BEEN DISTRIBUTED TO EACH COUNCIL MEMBER PRIOR
TO THIS SPECIAL MEETING FOR THEIR REVIEW.
MAYOR FLOOD EXPLAINED THAT THE POLICE DEPARTMENT IS IN NEED OF THREE POLICE CARS
AND IT IS HIS RECOMMENDATION THAT THE CITY LEASE (1) 1983 BUICK REGAL AND (1) 1983
BUICK LASABRE FROM ENNESSEY BUICK AT AN APPROXIMATE COST OF $275.00/PER CAR/PER
MONTH, INCLUDING THE ADDITIONAL MAINTENANCE CONTRACT FOR A PERIOD OF THREE YEARS,
AT WHICH TIME THE CITY CAN PURCHASE THESE VEHICLES AT APPROXIMATELY $4,500.00.
AFTER A LENGTHY DISCUSSION ON THE PROS AND CONS OF LEASED CARS, IT WAS AGREED THAT
IT WOULD BE A SAVINGS OF APPROXIMATELY $4,000.00 TO LEASE THESE TWO VEHICLES SINCE
IT IS ESTIMATED THAT IT WOULD COST APPROXIMATELY $8,000.00 TO REPAIR AND MAINTAIN
THE PRESENT CITY VEHICLES UNTIL THE END OF THE FISCAL YEAR.
MOTION BY COUNCILWOMAN MCKINLEY, SECONDED BY VICE MAYOR FITZMAURICE , THAT WE LEASE
TWO SPECIFIED VEHICLES FROM ENNESSEY BUICK WITH THE ADDITIONAL MAINTENANCE CONTRACT
FOR A THREE YEAR PERIOD, COMMENCING AS SOON AS POSSIBLE.
MAYOR FLOOD EXPLAINED THAT HE AN~ POLI CHIEF JOHN MELTON WOULD LIKE TO TURN THEIR
CITY VEHICLES INTO THE POLICE ?LEFT AND~PRIVATELY LEASE THEIR CARS, PAY THEIR OWN
AUTOMOBILE INSURANCE AND MAINTENanCe, ~ROVIDING THE CITY WILL ALLOCATE A MONTHLY
CAR ALLOWANCE. HE ALSO MENTIO~HAT~]THEY WOULD EXPECT TO BE COMPENSATED THE
ALLOWANCE FOR CITY GAS.

MOTION AMENDED BY COUNCILMAN GALLAGHER, SECONDED BY VICE MAYOR FITZMAURICE, TO
INCLUDE THAT THE $200.00 BE A FLAT FEE PER MONTH PLUS THE ALLOWANCE OF CITY GAS
FOR CITY USE.
COUNCILMAN SZELUGA STATED THAT HE IS AGAINST THE CONCEPT OF PERSONAL VEHICLES
USED IN CONJUNCTION WITH CITY BUSINESS.

MOTION CARRIED.
MAYOR FLOOD STATED THAT A LETTER HAD BEEN RECEIVED FROM ATTORNEY WAYNE MCDONOUGH
REQUESTING AN APPEAL HEARING BEFORE THE CITY COUNCIL, CONCERNING THE TERMINATION
OF EMPLOYMENT OF HIS CLIENT, DORIS FIORELLA. THE HEARING WAS SCHEDULED FOR JUNE
2, 1983, AT 4:00 P.M., IN THE CITY COUNCIL CHAMBERS.
THROUGH THE RECOMMENDATION OF THE CITY ATTORNEY AND THE CITY COUNCIL, IT WAS
AGREED TO SET UP A SCREENING COMMITTEE TO REVIEW THE APPLICATIONS RECEIVED FOR
THE POSITION OF BUILDING OFFICIAL AND THE COMMITTEE BE MADE OF THE FOLLOWING
MEMBERS: MAYOR, VICE MAYOR, CITY ENGINEER, POLICE CHIEF, CHAIRMAN OR APPOINTED
MEMBER OF THE SEBASTIAN CONSTRUCTION BOARD AND CHAIRMAN OF THE BUILDING
DEPARTMENT IF AVAILABLE.
MOTION BY COUNCILMAN SZELUGA, SECONDED BY COUNCILWOMAN MCKINLEY, TO ACCEPT MAYOR
PAT FLOOD, VICE MAYOR ROBERT FITZMAURICE, EARL MASTELLER, CITY ENGINEER, CHAIRMAN
OF THE CONSTRUCTION BOARD OR APPOINTED ALTERNATE TO BE THE SCREENING COMMITTEE
FOR APPLICATIONS RECEIVED FOR THE POSITION OF BUILDING OFFICIAL.
MOTION CARRIED.
